The European Commission has adopted a revised draft of the POPs regulation, which aims to revise the restriction requirements for perfluorooctane sulfonate (PFOS).
On April 14, 2025, the European Commission adopted the revised draft of the POPs regulation released on December 4, 2023, which aims to revise the restriction requirements for perfluorooctane sulfonate (PFOS). The revised content includes changing project names, reducing limit requirements, deleting certain specific exemptions, and explaining CEN methods. In the future, the European Commission will publish revised regulations on POPs in the official EU gazette, making the restrictions on PFOS officially effective.

Main revision content
1. Change project name
2. Reduce control limits
3. Delete some specific exemptions

| Specific exemptions or other regulations when used as an intermediate | 1.For the purposes of this provision, point (b) of Article 4 (1) applies to substances or mixtures with a PFOS concentration equal to or less than 10mg/kg (0.001% by weight).。 | 1.For the purpose of this article, point (b) of Article 4 (1) applies to substances, mixtures, or articles where the concentration of PFOS or any of its salts is ≤ 0.025 mg/kg (0.0000025%). |
| 2.For the purpose of this provision, point (b) of Article 4 (1) applies to semi-finished products, articles, or components of articles with a PFOS content below 0.1% (the sum of PFOS content in different components), or textiles and other coating materials with a PFOS content below 1ug/m2 in the coating material. | 2.For the purpose of this article, point (b) of Article 4 (1) applies to situations where the total concentration of all PFOS related compounds in a substance, mixture, or article is ≤ 1mg/kg (0.0001%). | |
| 3.Items containing PFOS that were put into use before August 25, 2010 can continue to be used. The third and fourth paragraphs of Article 4 (2) apply to the items mentioned in point 2 above. | 3.Items containing PFOS that were put into use before August 25, 2010 can continue to be used. If the amount released into the environment can be minimized, PFOS is allowed to be used for the production and deployment of non decorative hexavalent chromium coating anti fog agents in closed-loop systems before September 7, 2025. If a member state using perfluorooctane sulfonate (PFOS) reports progress in eliminating PFOS to the European Commission before September 7, 2024 and demonstrates the rationale for its continued use, after review and evaluation by the Commission, a decision on whether to further extend the exemption period (up to 5 years) shall be made before September 7, 2025. |

| If such exemptions involve the production or use of equipment within the scope of Directive 2008/1/EC of the European Parliament and of the Council, the amount of PFOS emissions into the environment shall be minimized using the relevant best techniques developed in Section 17 (2), paragraph 2 of Directive 2008/1/EC of the Council on Integrated Pollution Prevention and Control- Once these standards are adopted by the European Committee for Standardization (CEN), they will be used as analytical testing methods to demonstrate that substances, mixtures, and articles meet the requirements of points 1 and 2. Any other analytical testing method that can prove its equivalence can serve as an alternative standard to the CEN standard. | 5. Delete |
