A: The competent department of ecological environment shall take the following incentive measures within the statutory authority for the assessment units with environmental protection credit rating of A:
(1) In the implementation of administrative licensing and other work, it is necessary to take measures to facilitate the acceptance and priority;
(2) In administrative inspection, optimize inspection methods and reduce inspection frequency;
(3) For the evaluation units with environmental protection credit rating of A for two consecutive years, priority should be given to the positive list of ecological environment supervision and law enforcement. Those meeting relevant conditions can be exempted from on-site inspection;
(4) Give preferential policies to emission trading, carbon emission trading and total allocation;
(5) Among the special funds and project support for ecological environment, the following are the priority objects under the same conditions;
(6) Give priority to the recommendation when it is necessary to issue environmental protection review opinions for the selection of various advanced;
(7) Publicity and promotion on official media such as portal website, official account and public end of environmental credit evaluation management system;
(8) Other measures stipulated by laws and regulations.
The competent department of ecological environment shall, within the statutory authority, list the units participating in the evaluation with the environmental protection credit rating of D as the key supervision objects, strengthen the supervision, and take corresponding disciplinary measures for different applicable objects according to the National Basic List of Disciplinary Measures for Dishonesty and the Supplementary List of Disciplinary Measures for Dishonesty in our province.

 

 

Q: Which enterprises and institutions can participate in the evaluation?
A: In principle, the scope of enterprises and institutions included in environmental credit evaluation:
(1) Pollutant discharging units applying for pollution discharge permits, key pollutant discharging units and other enterprises and institutions discharging pollutants;
(2) Enterprises and institutions that are investigated for criminal responsibility or subject to administrative punishment due to ecological environment violations;
(3) Other enterprises and institutions that shall carry out environmental credit evaluation as stipulated by laws, regulations and rules.
Enterprises and institutions not included in the above scope are encouraged to voluntarily apply for participation in environmental credit evaluation.
 

Q: How can enterprises and institutions participate in the evaluation?
A: In principle, before January 31 of each year, the municipal ecological environment authorities above the prefecture level shall determine and publish the list of units participating in the assessment within their jurisdiction for the current year. Enterprises and public institutions that voluntarily apply to participate in environmental credit evaluation shall submit a written application to the local municipal competent department of ecological environment at or above the prefecture level before December 31 of each year. After being approved by the municipal competent department of ecological environment at or above the prefecture level, they will be included in the list of participating units in the next evaluation year under their jurisdiction and released.
 

Q: What are the main evaluation aspects?
A: It mainly includes environmental protection credit information such as administrative law enforcement information, judicial information, law compliance and social responsibility information. According to the requirements of relevant laws, regulations and other documents, if the evaluation indicators are canceled or changed according to law, the provincial competent department of ecological environment shall timely adjust the evaluation indicators as required and make them public.

 

 

Q: Under which circumstances can enterprises and public institutions apply for withdrawal, and how?
A: Enterprises and institutions that have been shut down for a long time, closed down, cancelled or no longer engaged in production activities, or enterprises and institutions that are no longer within the scope of the evaluation object, can apply to the competent ecological environment department that issued the list of the evaluation scope to withdraw from the environmental credit evaluation. The competent department of ecological environment shall make a decision within 15 working days after receiving the application and inform the applicant.
