EU REACH regulation: SVHC list of highly concerned substances may add 3 new chemical substances

The European Chemicals Agency (ECHA) announced on May 28, 2025 that it has received a proposal to add three substances to the REACH list of substances of high concern (SVHCs).

On May 28, 2025, the European Chemicals Agency (ECHA) announced that it had received proposals for three substances as intended substances for SVHC (not yet displayed on the ECHA official website's SVHC intention registration bulletin board).

With the addition of two substances previously listed on the SVHC Intention List, SVHC currently includes 247 official candidate substances, 1 pending substance (resorcinol), 3 evaluated substances, and 5 intended substances.

Information on three intended substances

4,4’-methylenediphenol	620-92-8	Mainly used for producing epoxy resin, polycarbonate resin, and polyester resin, it can also be used to manufacture textile printing and dyeing auxiliaries, thermal sensitive materials, as well as flame retardants, antioxidants, and surfactants.
4,4’-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol (BPAF) and its salts	-	Mainly used as a monomer for synthesizing fluoropolymers, it can also be used for synthesizing dyes, photosensitive materials, and optical whitening agents.
1,1’-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE)	84852-53-9	Mainly used for the following products: adhesives and sealants, coating products, fillers, putty, gypsum, molding clay, inks and toners, leather processing products, lubricants and oils, polishing agents and waxes, polymers, washing and cleaning products, as well as cosmetics and personal care products.

01. Regarding SVHC

SVHC (Substances of Very High Concern) is a term in the EU REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) regulation, meaning "substance of very high concern". These substances are considered to have serious or irreversible effects on human health or the environment, or may have unacceptable long-term effects on human health or the environment.

The REACH regulation requires manufacturers and importers to report the use of SVHC in their products if the concentration exceeds 0.1% by weight and the total weight of the substance produced in the EU market exceeds 1 ton per year.

According to the Waste Framework Directive (WFD) - Directive 2008/98/EC of the European Union, if the SVHC substance in an item exceeds 0.1%, a SCIP notification must be completed.
