Requirements and Deadline for Change of SASO 2902 Certificate for Energy Efficiency of Saudi Lighting Fixtures

The new energy efficiency standard SASO 2902 for Saudi lighting fixtures has become mandatory on March 31, 2025. The mandatory implementation time for customs ports and factories is June 1, 2025, and the mandatory implementation time for selling products and inventory products in the local market is June 1, 2026.
The Saudi Arabian Standards, Metrology and Quality Organization (SASO) has mandated the implementation of the new standard SASO 2902:2018/AMD2:2023 for lighting products on March 31, 2025. The mandatory enforcement period for customs ports and factories is June 1, 2025, and the mandatory enforcement period for sales and inventory products in the local market is June 1, 2026.
The related changes and upgrades to the energy efficiency labels for newly added compliant and exempted products will be closed on May 31, 2025. SASO will cancel all energy efficiency certificates and labels (including exemption certificates) that do not comply with the new standards, and the issuance of IECEE certificates will also be suspended.

Specific Requirement
1、 Three scenarios for upgrading energy efficiency labels:
Type 1: For those that are not within the scope of exemption under the new standard, if the original exemption certificate application is changed to a normal application, such as linear lighting fixtures with LED strips;
Option 2: For those still within the scope of exemption under the new standard, revise the exemption certificate application;
Type 3: For products that are currently exempt under the new standard, the original energy efficiency certificate and label will be changed to an exemption certificate application, such as wall lamps.
2、 The updates to the new standard SASO 2902:2018/AMD2:2023 are as follows:
Update 1: Product Range
Removed the requirement for toxic and hazardous substances from the product scope list

Update 2: Terminology and Definitions
Added detailed definitions for expandable LED modules and pendant lights
Scalable LED module: LED module which is designed according to a certain design rule and can be expressed by the characteristics proportional to a specific geometrical dimension.
Pendant luminaire: luminaire provided with a cord, chain, tube, etc., which permits it to be suspended from a ceiling or a wall support.
Update 3: Add new terms
Added testing and claims requirements for linearly scalable LED modules, such as LED strips
The rated power and rated luminous flux need to be declared as 1 meter (including products with a length less than 1 meter)
A 50cm product is required for testing, and the length of the tested product should be reflected in the report
Update 4: New exempted products added
Add exempted products that are not intended or used for lighting purposes
RGB or RGB/W lighting fixtures
Floor lamp, table lamp, wall lamp
All pendant lights are exempt (except for linear pendant lights, panel pendant lights, and suspended mining lights)
Update 5: Added products exempted due to technical reasons
Products that cannot be tested due to the following reasons
Net weight exceeding 50kg
- Length or shortest cutting length exceeding 2 meters
Luminaires with beam angles less than 10 °
Luminaires with an IP protection level of 65 or higher (excluding floodlights and streetlights)
Update 6: Product Packaging
Add the following information to the product packaging:
• IP protection level (if the IP level is 65 or higher)
For expandable linear LED modules, the rated power, rated luminous flux, and rated luminous efficiency need to be declared in 1 meter
Update 7: Requirement to remove toxic chemicals
Delete the toxic chemical parameter requirements for lamps and controllers in Appendix J
Please pay attention to and complete registration and upgrade in a timely manner to ensure smooth customs clearance and shipment of related products.
