GB 30981.1-2025 "Limits of Hazardous Substances in Coatings Part 1: Architectural Coatings" and GB 30981.2-2025 "Limits of Hazardous Substances in Coatings Part 2: Industrial Coatings" have been released and will be implemented on June 1, 2026.
On May 30, 2025, the mandatory national standards GB 30981.1-2025 "Limits of Hazardous Substances in Coatings Part 1: Architectural Coatings" and GB 30981.2-2025 "Limits of Hazardous Substances in Coatings Part 2: Industrial Coatings", revised by the Ministry of Industry and Information Technology, were released and will be implemented on June 1, 2026.
This move marks a new stage of more precise and strict control over harmful substances in building and industrial coatings in China, aimed at safeguarding consumer health, promoting green and high-quality development of the industry, and assisting in environmental pollution prevention and control.

1、 Background of the revision of GB 30981 "Limits of Hazardous Substances in Coatings" standard
According to the data from the China Coatings Industry Association, the production of China's coatings industry will be about 35 million tons in 2022, a year-on-year increase of about 5%. Among them, industrial coatings account for about 65%, and architectural coatings account for about 35%. GB 18582—2020、GB 38468—2019、GB 30981-2020、GB 18581-2020 、GB 24409-2020、GB 38469-2019、GB24613-2009 Since the release of mandatory national standards to support the victory of the blue sky defense battle, the total VOC emission reduction method has played an extremely important role, helping to achieve the emission reduction target of "reducing VOC emissions by more than 10% compared to 2015". In addition to meeting the demands of public opinion and government information to control the lead limit of coatings according to usage scenarios, this revision also further improves the technical content of the standard based on the "Key Control New Pollutant List (2023 Edition)", the international development trend of SVOC (Semi Volatile Organic Compounds) control, and feedback from the implementation of mandatory national standards.
2、 GB 30981.1-2025 Limits of Hazardous Substances in Coatings Part 1: Architectural Coatings
This standard will completely replace GB 18582-2020 "Limits of Hazardous Substances in Building Wall Coatings" and GB 38468-2019 "Limits of Hazardous Substances in Indoor Floor Coatings".
Core content: The implementation of product classification, requirements, testing methods, inspection rules, markings, and documents related to the allowable limits of substances harmful to human health and the environment in architectural coatings and auxiliary materials.
Scope of application: Suitable for direct on-site painting, decoration, protection, and other special functions (such as mold prevention, algae prevention, insulation, etc.) of various wall coatings and auxiliary materials used in conjunction with cement-based and other non-metallic materials as substrates for the interior and exterior surfaces of buildings; It is also suitable for direct on-site painting, decoration, protection, and other special functions (such as anti-static, corrosion-resistant, anti slip, etc.) of various floor coatings and auxiliary materials used in conjunction with cement mortar, concrete, stone, plastic, or steel floor substrates. Not suitable for building waterproof coatings, synthetic material surface coatings for sports fields.
3、 GB 30981.2-2025 Limits of Hazardous Substances in Coatings Part 2: Industrial Coatings
This standard will completely replace GB 18581-2020 "Limits of Hazardous Substances in Wood Coatings", GB 24409-2020 "Limits of Hazardous Substances in Vehicle Coatings", GB 24613-2009 "Limits of Hazardous Substances in Toy Coatings", GB 30981-2020 "Limits of Hazardous Substances in Industrial Protective Coatings", and GB 38469-2019 "Limits of Hazardous Substances in Ship Coatings".
Core content: It specifies the product classification, coating hazard labeling, requirements, testing methods, inspection rules, labeling, and implementation of documents related to the allowable limits of substances harmful to human health and the environment in industrial coatings and auxiliary materials.
Scope of application: Suitable for on-site painting and factory painting, various industrial coatings and auxiliary materials used for decoration, protection, and other functions on the surfaces of substrates such as wood, metal, plastic, concrete, composite materials, glass, ceramics, etc. Not applicable to aerospace coatings, nuclear grade protective coatings, military equipment and facility coatings.
