The Ministry of Ecology and Environment has released an upgrade to the control of 11 toxic and harmful water pollutants, reminding companies to pay attention

The Ministry of Ecology and Environment has released the "List of Toxic and Harmful Water Pollutants (Second Batch)", which includes 11 types of water pollutants that are persistent, cumulative, and toxic.

In order to implement the Water Pollution Prevention and Control Law of the People's Republic of China, strengthen water environment risk prevention and control, and ensure public health and water ecological safety, the Ministry of Ecology and Environment and the National Bureau of Disease Control and Prevention recently jointly released the "List of Toxic and Harmful Water Pollutants (Second Batch)", which includes 11 types (categories) of persistent, cumulative, and toxic water pollutants.

In 2019, the Ministry of Ecology and Environment and the National Health Commission jointly released the "List of Toxic and Harmful Water Pollutants (First Batch)", which included 10 types of substances. The list of toxic and harmful water pollutants that has been released includes a total of 21 types of substances.

1. Add 11 new types of pollutants

11 new types of pollutants have been added, including thallium and thallium compounds, cyanide (easily released), pentachlorophenol and sodium pentachlorophenol, benzene, toluene, specific nitrobenzene (such as 2,4-dinitrotoluene), specific aniline (such as ortho toluidine), 1,1-dichloroethylene, hexachlorobutadiene, polycyclic aromatic hydrocarbons (such as benzo [a] pyrene and 7 other representative compounds), and dioxins (such as polychlorinated dibenzo-p-dioxins/furans).

2. Material hazards

They generally have the characteristics of "three natures":

Durability: Difficult to naturally degrade in the environment and exists for a long time.

Accumulative: capable of continuously accumulating and amplifying in organisms or environments.

Toxicity: It poses significant hazards to human health and the ecological environment (such as aquatic organisms), and may cause cancer, malformation, mutation, or endocrine disruption.

3. Impact on Enterprises

According to the Water Pollution Prevention and Control Law of the People's Republic of China, relevant enterprises that discharge or involve toxic and harmful water pollutants listed in the List must take immediate action:

Strengthen monitoring: Strictly and standardly monitor the discharge outlets and surrounding environment to grasp the pollutant emissions and environmental quality status.

Risk assessment: Scientifically evaluate the environmental risks that these pollutants may bring, and have a clear understanding.

Hazard investigation: comprehensively investigate potential environmental safety hazards in production, storage, transportation, disposal, and other processes to prevent them before they occur.

Information Disclosure: Actively disclose information on toxic and harmful water pollutants involved in accordance with the law and accept social supervision.

Risk prevention and control: Take practical and effective engineering and management measures to prevent environmental risks, ensure emissions meet standards, and eliminate pollution accidents.

4. Compliance recommendations

Enterprises, institutions, and other producers and operators that discharge toxic and harmful water pollutants listed in the "List" shall, in accordance with the relevant provisions of the "Water Pollution Prevention and Control Law of the People's Republic of China", monitor the discharge outlets and surrounding environment, assess environmental risks, identify environmental safety hazards, disclose information on toxic and harmful water pollutants, and take effective measures to prevent environmental risks.
