Bangladesh plans to update regulations on food contact materials

Bangladesh plans to update its regulations on food contact materials, which will apply to the production, processing, storage, import, and sale of food contact materials. Regulations require ensuring packaging hygiene, implementing quality control, and listing recommended material lists for specific food categories.
On August 13, 2025, the Bangladesh Food Safety Authority submitted Notice G/SPS/N/BGD/12, planning to update the draft regulations on food contact materials.
The draft Food Safety (Food Contact Materials) Regulations 2024 of Bangladesh includes relevant guidelines to ensure the food safety of food contact materials. This regulation is issued by the Bangladesh Food Safety Authority in accordance with the 2013 Food Safety Act, which defines key terms such as food grade materials, migration limits, simulants, and labeling standards. This regulation applies to the production, processing, storage, import, and sale of food contact materials. Regulations require ensuring packaging hygiene, implementing quality control, and listing recommended material lists for specific food categories. The regulations also specify standards for paper, glass, metal, and plastic packaging. Bangladesh will monitor compliance with regulations through inspections, and violators may face penalties. This regulation will replace the 2019 Food Safety (Food Contact Materials) Regulation.
The announcement shows that the new regulations are scheduled to be passed on November 1, 2025; The announcement date is December 1st, 2025. This regulation will come into effect six months after its publication in the official gazette.

In recent years, Bangladesh has referred to international standards (such as ISO, Codex) and the EU model in the field of food regulation, gradually building a regulatory framework that is in line with international standards. In terms of food contact materials, Bangladesh and the European Union have generally converged on specific migration limit standards, with specific migration limits for substances such as barium, copper, iron, antimony, etc. being consistent with the European Union (EU) 2020/1245. Secondly, BPA and DEHP will also become important regulatory targets. Although the current limits are slightly looser than those of the European Union, it is foreseeable that Bangladesh will gradually revise standards and regulations to narrow the gap. For export enterprises, attention should be paid to target market compliance: if the product is exported to Bangladesh, it must follow its latest standards to avoid returns or penalties due to differences in limit values; At the same time, closely monitor the development of food related standards in Bangladesh (such as possible tightening of BPA/DEHP limits or expansion of regulatory substance lists in the future), make preparations in advance, adjust raw material procurement and production processes, and ensure that products meet requirements.
