The Ministry of Ecology and Environment and three other departments have issued the Action Plan for Controlling Nitrous Oxide Emissions in the Industrial Sector, which clarifies that by 2030, the policies for controlling nitrous oxide emissions in the industrial sector will be further improved, the innovation capability for emission reduction technology will be significantly enhanced, the emission management capability will be significantly strengthened, and the level of nitrous oxide recovery, utilization, and emission control will be effectively improved.

Nitrous oxide (N ₂ O) is the third largest greenhouse gas after carbon dioxide and methane, and is an important non carbon dioxide greenhouse gas. Its warming potential is about 300 times that of carbon dioxide, and its chemical properties are relatively stable. Its atmospheric lifespan is over a hundred years. Adipic acid, nitric acid, and caprolactam industries in the industrial sector are one of the main sources of nitrous oxide emissions. Due to their relatively concentrated emission sources, clear emission reduction technology routes, and lower emission control costs, they have received more widespread attention.
Recently, the Ministry of Ecology and Environment, together with the National Development and Reform Commission and the Ministry of Industry and Information Technology, issued the "Action Plan for Controlling Nitrous Oxide Emissions in the Industrial Sector" (hereinafter referred to as the "Plan"). The Plan specifies that by 2030, policies for controlling nitrous oxide emissions in the industrial sector will be further improved, innovative emission reduction technologies will be significantly enhanced, emission management capabilities will be significantly strengthened, and the level of nitrous oxide recovery, utilization, and emission control will be effectively improved. The emissions of nitrous oxide per unit product in the adipic acid industry, nitric acid industry, and caprolactam industry have continued to decline, reaching the international leading level. Subsequently, efforts will be gradually strengthened to control nitrous oxide in the industrial sector.

Action Plan for Controlling Nitrous Oxide Emissions in the Industrial Sector
1、 Overall requirements
By 2030, the policies for controlling nitrous oxide emissions in the industrial sector will be further improved, the innovation capability for emission reduction technologies will be significantly enhanced, the emission management capability will be significantly strengthened, and the level of nitrous oxide recovery, utilization, and emission control will be effectively improved. The emissions of nitrous oxide per unit product in the adipic acid industry, nitric acid industry, and caprolactam industry have continued to decline, reaching the international leading level. Subsequently, efforts will be gradually strengthened to control nitrous oxide in the industrial sector.
2、 Key tasks
(1) Promote the reduction of nitrous oxide emissions. Promote the production enterprises of adipic acid, nitric acid, and caprolactam to reduce nitrous oxide emissions by using treatment equipment, installing catalysts, and other methods. Encourage adipic acid production enterprises to recycle and purify nitrous oxide tail gas, and promote the recycling and utilization of nitrous oxide. (2) Improve the supporting policies for controlling the emission of nitrous oxide. Research and utilize relevant funding channels to support the construction of nitrous oxide recovery and purification facilities, as well as nitrous oxide emission reduction facilities in the adipic acid, nitric acid, and caprolactam industries. Encourage climate investment and financing, recommend projects with nitrous oxide emission reduction benefits to be included in the ecological and environmental protection financial support project library and climate investment and financing pilot project library. Accelerate the use of market mechanisms such as voluntary greenhouse gas emission reduction trading to encourage the reduction of nitrous oxide emissions in the industrial sector. (3) Strengthen technological innovation. Continuously carry out research and innovation in key technologies such as source and process control, resource utilization, monitoring, and emission reduction, carry out demonstration projects for nitrous oxide emission control technology, support the application of nitrous oxide emission control related technologies in the industrial field for national key low-carbon technology projects, promote the development and application of nitrous oxide emission reduction catalysts in the industrial field, accelerate the integration and industrialization of nitrous oxide emission control equipment and technology in key fields, promote the establishment of a nitrous oxide emission control industry university research alliance in the industrial field, and effectively enhance the nitrous oxide emission reduction capacity in the industrial field. (4) Strengthen the coordinated control of nitrous oxide in the industrial sector. Strengthen the collaborative control of nitrous oxide, nitrogen oxides, volatile organic compounds (VOCs), etc. in the industrial field, explore the establishment of a collaborative control system, and conduct research on the mechanism of green ammonia co firing and nitrous oxide emissions. Conduct research on collaborative control policies for nitrous oxide and ozone layer protection in the industrial sector. Conduct an assessment of nitrous oxide emissions in the environmental impact assessment of key industries such as adipic acid, nitric acid, and caprolactam, and propose collaborative control measures to reduce pollution and carbon emissions. (5) Strengthen the construction of the monitoring, reporting, and verification system for nitrous oxide in the industrial sector. Promote the establishment of a key enterprise nitrous oxide emission reporting system, study and formulate nitrous oxide monitoring standards and emission related standards in the industrial field, and explore the automatic monitoring of nitrous oxide emission sources in the industrial field. Strengthen the quality management of nitrous oxide emissions data in the industrial sector and continuously enhance professional capabilities. (6) Strengthen international exchanges and cooperation. Adhere to multilateralism, give full play to the main channel role of the United Nations Framework Convention on Climate Change, follow the principles of common but differentiated responsibilities, fairness, and respective capabilities, and actively participate in global industrial exchanges, dialogues, and cooperation on nitrous oxide emission control. 3、 Organize and implement
(1) Strengthen overall planning and coordination. The Ministry of Ecology and Environment, in conjunction with relevant departments, will establish a coordinated and cooperative working mechanism to organize the implementation of the action plan for controlling nitrous oxide emissions in the industrial sector, clarify task division, and coordinate the resolution of major issues encountered during implementation. Give full play to the role of industry associations and other social organizations, urge enterprises to consciously fulfill their social responsibilities, steadily and orderly carry out the control of nitrous oxide emissions in the industrial field, and ensure that key measures are implemented and effective. (2) Strengthen publicity and training. Popularize knowledge related to nitrous oxide emission reduction technology in the industrial sector, carry out capacity building activities for nitrous oxide emissions in the industrial sector, and steadily improve the quality of nitrous oxide emission data. Guide enterprises, universities, and research institutions to carry out industry university research cooperation and cultivate a group of technical talents in controlling nitrous oxide emissions in the industrial field. Strengthen the promotion of the climate, economic, and environmental benefits of controlling nitrous oxide emissions in the industrial sector. Promote typical experience and practices in controlling nitrous oxide emissions in the industrial sector. (3) Strengthen work scheduling.
