Enterprises need to apply through the "Construction Project Environmental Impact Registration Form Filing System" (website: https://beian.china-eia.com/ ）Complete the registration and login according to the system guidelines, fill in the basic information of the construction project item by item, including project name, construction location, construction content, production scale, pollution prevention and control measures, etc. After confirming that the information is correct, submit it, and the system will automatically verify the completeness of the materials. After verification is passed, a record number and receipt will be generated immediately, and the enterprise can print and retain them on their own.

04. Change of Environmental Impact Assessment Registration

If there is a change in the legal representative or main person in charge of the construction unit, or if the project upgrade and renovation does not add new types of pollutants or increase the total amount of pollutant emissions, which does not belong to "major changes", it is necessary to re fill and submit registration and filing according to the above guidelines.

Pollutant Discharge Registration

01. Projects that require pollutant discharge registration

Enterprises need to refer to the "Classification Management List of Fixed Pollution Source Discharge Permits (2021 Edition)", and if the industry and process belong to the "registration management" category, they need to apply for discharge registration; Those belonging to "key management" and "simplified management" shall apply for a pollutant discharge permit in accordance with the law; Polluting units not listed in the directory do not need to apply for a pollutant discharge permit.

02. Registration time

Registration must be completed before the project is put into production and operation.

03. Processing procedures and processing time

Enterprises need to apply through the "National Pollutant Discharge Permit Management Information Platform - Enterprise End" (website: https://permit.mee.gov.cn/ ）Complete the registration and login according to the system instructions, select the "Pollutant Discharge Registration" module, truthfully fill in the basic information of the unit, production process flow chart, types and emissions of pollutants, operation status of pollution control facilities, etc. Upload the materials as required, verify the information is correct, and submit it. The platform will automatically review the filling content, and after approval, the pollutant discharge registration form and receipt will be generated immediately. The enterprise can print and retain them by themselves.

04. Change of pollutant discharge registration

If there is a change in the original pollutant discharge registration information, it is necessary to log in to the "National Pollutant Discharge Permit Management Information Platform - Enterprise" within 20 days after the information change, enter "Business Processing" ->"Pollutant Discharge Registration" ->"Registration Change" to complete the change filling.

05. Registration validity period

The validity period of pollutant discharge registration is 5 years. If production and operation continue after the expiration of the validity period, the registration can be renewed within 20 days before the expiration.

If a project belongs to the "Registration Form" category, it is necessary to apply for an Environmental Impact Assessment Registration Form; Those belonging to the categories of "report" and "report form" need to apply for environmental impact assessment approval in accordance with the law; Projects not included in this directory do not require environmental impact assessment procedures. 02. Handling fees

Self processing: Both of the above two processing platforms are official government service platforms and do not charge any fees. Enterprises do not need to pay registration, filling, receipt generation and other related fees.

Entrusted processing: Due to the relatively simple and time-consuming process of filling out the above two registration forms, the commission fee is usually low.
