The national mandatory standards of "Emission Standards for Air Pollutants from Lead and Zinc Industry" (GB25466.1-2025) and "Emission Standards for Air Pollutants from Refractory Industry" (GB46790-2025) will come into effect for newly established enterprises on January 1, 2026, and the transition period for existing enterprises will be until July 1, 2027.

The Ministry of Ecology and Environment recently issued Announcement No. 22 of 2025, approving two national mandatory standards: the "Emission Standards for Air Pollutants from Lead and Zinc Industries" (GB25466.1-2025) and the "Emission Standards for Air Pollutants from Refractory Materials Industry" (GB46790-2025). The new regulations will come into effect for newly established enterprises on January 1, 2026, and the transition period for existing enterprises will be until July 1, 2027. At that time, they will replace the existing relevant standards and promote the upgrading of air pollution control in the two major industries.

Announcement on the release of two national air pollutant emission standards, including the "Lead and Zinc Industry Air Pollutant Emission Standards"

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control air pollution, and improve the quality of the ecological environment, two standards including the "Emission Standards for Air Pollutants from Lead and Zinc Industries" are now approved as national air pollutant emission standards, and jointly issued by the Ministry of Ecology and Environment and the State Administration for Market Regulation.

The names and numbers of the standards are as follows:

1、 Emission Standards for Air Pollutants from Lead and Zinc Industries (GB 25466.1-2025);

2、 Emission Standards for Air Pollutants in the Refractory Industry (GB 46790-2025).

According to relevant laws and regulations, the above standards have compulsory enforcement effect.

Newly established enterprises will implement the above standards from January 1, 2026, while existing enterprises will implement them from July 1, 2027. From the date of implementation of the above standards, the emission control of air pollutants in the lead and zinc industry will no longer comply with the relevant provisions of the "Emission Standards for Air Pollutants in the Lead and Zinc Industry" (GB 25466-2010) and its amendments, and the emission control of air pollutants in the refractory material industry will no longer comply with the relevant provisions of the "Comprehensive Emission Standards for Air Pollutants" (GB 16297-1996) and the "Emission Standards for Air Pollutants in Industrial Furnaces and Kilns" (GB 9078-1996).

Standard Interpretation


(1) Standard Core Information

  • Implementation time and effectiveness

Starting from January 1, 2026, newly established enterprises must meet emission standards before they can be put into operation; The existing enterprise will have a transition period until July 1, 2027, during which it will need to complete technological upgrades to meet the requirements. Both standards are mandatory national pollutant emission standards, which are supervised and implemented by the ecological environment department. Enterprises that fail to meet the standards will be disposed of in accordance with the law.

 

  • Replacing old standards

The lead and zinc industry will no longer implement the relevant provisions of the "Emission Standards for Pollutants from Lead and Zinc Industries" (GB25466-2010) and its amendments. The refractory material industry will no longer comply with the relevant provisions of the Comprehensive Emission Standards for Air Pollutants (GB16297-1996) and the Emission Standards for Air Pollutants from Industrial Furnaces and Kilns (GB9078-1996).

 


(2) Lead and zinc industry standards: revision and upgrading, strict pollution control throughout the entire process

As a targeted revision of the 2010 version of the standard, the new regulations focus on pollution control throughout the entire process of lead and zinc smelting, with core changes reflected in four aspects.

  • Strict and organized emission limits

Clarify the emission limits for nine types of pollutants, including particulate matter, sulfur dioxide, and nitrogen oxides. The emission limits for lead and its compounds are as low as 1-2mg/m ³, while mercury and its compounds are only 0.03mg/m ³, significantly tightening the pollution emission thresholds.

  • Add unorganized emission control

In terms of material storage, windproof and dust suppression nets or covering measures should be installed in ore and waste rock yards, and powdered materials must be stored in a sealed manner; During the process of rock drilling and blasting, wet dust reduction is required, and crushing and screening are placed in enclosed spaces with supporting gas collection and dust removal facilities; In terms of transportation requirements, the roads within the factory must be hardened, and transportation vehicles must be cleaned before leaving the factory. Dust removal should be collected and transported in a sealed manner.

  • Improve monitoring and standard determination

The height of the exhaust pipe shall not be less than 15 meters, and the exhaust gas treatment system shall operate synchronously with the production equipment. It is prohibited to set up bypass exhaust; Clarify monitoring method standards and require enterprises to establish environmental management ledgers, record information such as exhaust gas volume and treatment parameters, and keep the ledgers for no less than 5 years.

  • Define the scope of application

Suitable for lead-zinc mining, smelting, and valuable metal recovery enterprises, excluding areas such as regenerated lead-zinc and lead-zinc rolling processing.

 


(3) Refractory Industry Standard: First Release, Filling the Industry Gap

As the first exclusive air pollution emission standard in the industry, the new regulations cover the entire industry chain of raw material mining, processing, and burning, and build a comprehensive control system of "organized+unorganized".

 

  • Setting emission limits for different scenarios

According to the classification and control of production processes and kiln temperatures, the emission limit for particulate matter is uniformly set at 20mg/m ³, and the maximum limit for nitrogen oxides is 300mg/m ³. At the same time, control requirements for characteristic pollutants such as VOCs, formaldehyde, and phenols have been added.

 

  • Strengthen the governance of unorganized emissions

In terms of particulate matter control, powdered materials should be stored in a sealed manner, and the transfer and transportation should be enclosed or covered. Dust collection and dust removal facilities should be provided at the dust production points; In terms of VOCs control, materials such as resin and asphalt should be stored in a sealed manner, and containers should be covered and sealed when not in use. Mixing and molding should be done in a sealed manner; Ammonia control requires that the loading, unloading, and transportation processes be sealed and equipped with leak detection devices.

 

  • Clarify the requirements for special working conditions

The cold start of the kiln shall not exceed 36 hours, and the hot start shall not exceed 8 hours. The emission concentration shall be determined based on the measured value; The efficiency of VOCs treatment facilities should not be less than 80% (calculated from the emission rate of 2kg/h in key areas).

  • Technological transformation: Existing enterprises need to upgrade their waste gas collection and treatment facilities in accordance with the limit requirements, with a focus on improving unorganized emission control measures.
  • Monitoring preparation: Construct permanent sampling ports and testing platforms according to standard requirements, equip with monitoring equipment that meets regulations, and establish a self-monitoring system.
  • Ledger management: Detailed records of operating parameters, dosage of chemicals, monitoring results, and other information of pollution treatment facilities to ensure traceability.
  • Pollutant Discharge Permit: The change of pollutant discharge permit must be completed before the implementation of the standard to ensure that the permit items are consistent with the requirements of the new standard.
