On December 31, 2025, the United States Environmental Protection Agency (EPA) announced plans to regulate the use of five phthalates. The five phthalates included in the regulatory scope this time are BBP, DBP, DCHP, DEHP, and DiBP, which are commonly used as plasticizers to improve the flexibility of materials and are also widely used in adhesives and coating products.

EPA has also issued final risk assessment reports for each type of substance in accordance with the Toxic Substances Control Act (TSCA).

 

 

The five phthalates included in the regulatory scope this time are:

  • Butyl benzyl phthalate (BBP; CAS 85-68-7);
  • Dibutyl phthalate (DBP; CAS 84-74-2);
  • Dicyclohexyl phthalate (DCHP; CAS 84-61-7);
  • Di (2-ethylhexyl) phthalate (DEHP; CAS 117-81-7);
  • Diisobutyl phthalate (DiBP; CAS 84-69-5).

 

These phthalates are often used as plasticizers to improve the flexibility of materials, and are also widely used in adhesives and coating products. However, EPA assessments indicate that in specific exposure scenarios, they may lead to health hazards such as hormone deficiency and endocrine disruption.

 

 


This evaluation mainly targets the uses governed by the Toxic Substances Control Act (TSCA), excluding areas regulated by other agencies such as food, medical devices, cosmetics, etc. For the relevant purposes of ordinary consumers, no products with unreasonable risks caused by exposure levels have been found.
