1、 Ministerial Regulation on Mandatory Requirements for Food Contact Paper to Meet Specific Industrial Standards in 2025


This ministerial level regulation stipulates that industrial products' food contact paper 'must comply with the requirements specified in TIS 2948-2562 (2019)' Food Contact Paper 'standard. This standard specifies the safety requirements for colorless pulp paper, cardboard, and paper containers used for ordinary food and hot filled food (including direct and indirect food contact). Such products have the possibility of substance migration into food when in contact with food.

 

2、 Ministerial Regulation on Mandatory Requirements for Cooking Paper to Meet Specific Industrial Standards in 2025


This ministerial level regulation stipulates that industrial products' high-temperature cooking paper 'must comply with the requirements specified in TIS 3438-2565 (2022)' Cooking Paper 'standard. This standard specifies the types, models, sizes and capacities, materials, chemical migration, specifications, packaging, labeling and labeling, sampling, hygiene requirements, and testing methods for paper, hard paper, and paper containers made from pure fibers or a mixture of pure fibers and non colored synthetic fibers (used for filtering hot liquids, heating, or cooking below 220 ℃ when in contact with food, which may cause chemical substances to migrate into food).

These two ministerial level regulations will come into effect on June 22, 2026. According to the announcement of the Thai Industrial Standards Association on January 13, 2026, the association has implemented an electronic licensing system that allows economic operators to submit factory inspection and product testing applications to demonstrate their compliance. It is recommended that stakeholders in the food contact material supply chain initiate these compliance procedures through online portals to ensure continued access to the Thai market.
