New Zealand releases three proposals to limit persistent organic pollutants (POPs)

New Zealand plans to include the three newly added persistent organic pollutants (POPs) under the Stockholm Convention in Annex 2A of the Hazardous Substances and New Organisms (HSNO) Framework for control.
The New Zealand Environmental Protection Agency (EPA) launched a new round of public consultation on March 17, 2026, proposing to include the three newly added persistent organic pollutants (POPs) under the Stockholm Convention in Schedule 2A of the Hazardous Substances and New Organisms (HSNO) Framework for control, in order to fulfill the obligations of the Stockholm Convention. The consultation period will last until April 17, 2026.

New Zealand is required to prohibit or restrict the manufacture, import, export, and use of these substances, and the relevant measures are expected to take effect on December 16, 2026.
02. Specific exemptions and transitional provisions
The Environmental Protection Agency is soliciting opinions from stakeholders to decide whether to adopt specific exemptions allowed by the Stockholm Convention.
The proposed MCCPs exemption may cover the use of flexible PVC, adhesives, sealants, coatings, metalworking fluids, and certain applications in the aerospace and defense sectors. Some uses may be allowed for a limited period of time, and in some cases, the period may be extended beyond 2030.
For long-chain perfluorocarboxylic acids (LC-PFCAs), exemptions are also being considered for critical applications, as there may be no alternatives available for these applications.
Most exemptions will have a time limit, typically valid for five years from the effective date.
In addition, the proposal includes provisions allowing the continued use of items that have been put into use and contain MCCPs or LC-PFCAs until the end of their lifecycle. This approach aims to minimize interference while preventing new uses.
The EPA is specifically seeking opinions on the scope, duration, and potential impacts of exemptions on affected industries, including agriculture, plastics and polymers, coatings, electronics, and other industries that rely on these substances.
