Singapore enforces mandatory energy efficiency control for household water heaters and commercial storage refrigerators!

Household water heaters and commercial storage refrigerators that enter the Singapore market for sale after March 31, 2026, must undergo mandatory registration and meet the new energy efficiency requirements.

The Ministry of Sustainable Development and Environment of Singapore has updated the Energy Conservation (Regulated Commodities) Order in accordance with the Energy Conservation Act 2012. This revision is implemented through Order S 112/2025, which includes household water heaters and commercial storage refrigerators in the Singapore Energy Efficiency Control Goods List. The new regulations will officially come into effect on April 1, 2025.

Two types of products that have been produced, imported, or planned to be produced before April 1, 2025 are exempt from registration, labeling, and energy efficiency testing requirements before March 31, 2026, and do not need to meet the new regulations to enter the market for sale.

Products that enter the market for sale after March 31, 2026 must undergo mandatory registration and meet the new energy efficiency requirements.

01. Household water heater

Water heater: An appliance used to heat water below its boiling point, with a voltage limit of ≤ 250V (single-phase) or ≤ 480V (non single-phase).

Types and conditions for inclusion in regulation:

Electric heating instant type: input power ≤ 12kW

Electric water storage type: input power ≤ 12kW, water storage capacity ≤ 500 kg

Gas instant heating type: input power ≤ 59kW

Heat pump water heater: input power ≤ 6kW, water storage capacity ≤ 500 liters

Attention: Solar water heaters are not within the scope of this regulation.

The unified energy efficiency factor (UEF) of household water heaters needs to reach 0.40 or above.

02. Commercial storage refrigerated cabinet

Scope of application:

Thermal insulation device using steam compression cycle, used to maintain food temperature between -18 ° C and 5 ° C.

Specially designed for non household food storage (not suitable for display or retrieval to customers).

May include transparent/opaque doors/drawers and multiple compartments.

The energy efficiency index (EEI) of commercial storage refrigerators must not exceed 95.
