Three food contact material standards are publicly soliciting opinions, including one food contact material product standard and two food contact material testing standards. Recycled cellulose materials and products used in food contact will be subject to control.
On April 17, 2026, the Secretariat of the National Food Safety Standard Evaluation Committee issued a letter soliciting comments on 37 food safety national standards (draft for comments), including the "National Food Safety Standard for Pasteurized Milk," which comprises 1 product standard for food contact materials and 2 testing standards for food contact materials.

Materials and articles of regenerated cellulose for food contact
Status:
First formulated, filling the national standard gap for this type of material.
Scope of Application:
Under normal conditions of use, materials and articles primarily made of regenerated cellulose obtained from dissolved and regenerated natural cellulose, which have already or are likely to come into contact with food or food additives, or whose components may migrate into food. Examples include regenerated cellulose films (cellophane) for food packaging and regenerated cellulose casings.

Physical and Chemical Indicators:

The residue indicators of regenerated cellulose materials and products used in food contact should comply with the provisions of Table 3.
Recycled cellulose materials and products used in food contact should comply with the physical and chemical indicators such as specific migration limits (SML), specific migration total limits (SML (T)), and maximum residue levels (QM) specified in GB 9685 and relevant announcements for additives.
Recycled cellulose materials and products used in food contact with materials such as coatings, inks, and/or adhesives shall comply with the corresponding national food safety standards for coatings, inks, and/or adhesives.

A new detection method for two specific harmful substances, 1,4-dichlorobenzene and 2-methyl-1,3-butadiene, has been added.
The deadline for feedback on the above draft standards is June 6, 2026.
