GB/T 28219.1-2025 "Technical Requirements and Evaluation of Intelligent Home Appliances - Part 1: General Requirements" and GB/T 46505.1-2025 "Application Scenarios of Intelligent Home Appliances - Part 1: General Requirements" are two national standards that clearly define intelligent home appliances from two key dimensions: "intelligent capability" and "scenario effect". They establish a unified evaluation standard for intelligent home appliances, establish a quantitative grading system, end the chaos of "pseudo intelligence", and safeguard the healthy development of intelligent home appliances.

Definition of Smart Home Appliances
The new standard clearly defines smart home appliances from two dimensions: "intelligent capability" and "scenario effect," specifying that they refer to household and similar electrical appliances that utilize intelligent technology to achieve smart functions. These appliances must possess four key capabilities: data management, human-machine interaction, intelligent control, and smart operation and maintenance. Experts point out that these capabilities collectively endow home appliances with "human-like intelligence."
Smart appliances typically integrate technologies such as microprocessors, sensors, and network communication. Their level of intelligence is mainly reflected in their "smart control" capability, which refers to the device's ability to adjust and control functions based on its own perception without relying on human intervention.

GB/T 28219.1—2025 "Technical Requirements and Evaluation for Intelligence of Intelligent Home Appliances Part 1: General Requirements"
This standard specifies the requirements, marking, and instructions for intelligent technology in smart household appliances and describes the evaluation methods. This document applies to smart household appliances with a rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances.
"Intelligent Technical Requirements and Evaluation for Smart Household Appliances - Part 1: General Requirements" specifies that smart appliances must possess key capabilities such as data management, human-machine interaction, intelligent control, and smart operation and maintenance. It establishes a five-level intelligent grading system from L1 to L5, with comprehensive scoring to determine the level, allowing consumers to easily assess the product's intelligence. Additionally, it requires manufacturers to clearly label specific functions of smart features, network access methods, and information security risk warnings to ensure convenient usage for consumers.

GB/T 46505.1—2025 "Application Scenarios of Intelligent Home Appliances Part 1: General Requirements"
This standard specifies the terminology and definitions, types and implementation methods, implementation requirements, describes scene functions, provides evaluation guidelines, and is applicable to the design, development, construction, and operation of intelligent home appliance application scenarios in homes and similar environments.
This standard divides the application scenarios of smart home appliances into four categories based on hierarchy: major category scenarios, medium category scenarios, minor category scenarios, and sub category scenarios. Three application scenario implementation methods have been specified: standalone mode, linkage mode, and system mode. And propose implementation requirements for multiple typical application scenarios, including human-computer interaction, intelligent control, environmental management, health management, load management, energy resource management, intelligent operation and maintenance, and scenario customization. A quantitative evaluation system for scenarios has been established, using a hierarchical calculation model of "sub category scenario score → sub category scenario score → medium category scenario score". The intelligence level of application scenarios is divided into five levels: L1, L2, L3, L4, and L5, with L5 being the highest level.
This standard provides a clear framework for product development and ecological interconnection. Taking the environmental management scenario as an example, it is required that the temperature fluctuation does not exceed ± 2 ° C, the measured value of particulate matter clean air volume is not less than 90% of the nominal value, and the upper limit of noise in the bedroom and living room areas is specified, as well as the accuracy of light adjustment is not less than 80%, to ensure that the intelligent interconnection effect can be measured and evaluated.
