Attention to composting of kitchen waste, garden waste and sludge!

The Ministry of Ecology and Environment issued the national ecological environment standard Technical Specification for Pollution Control of Biomass Waste Composting (HJ 1266-2022).

Recently, the Ministry of Ecology and Environment issued the national ecological environment standard Technical Code for Pollution Control of Biomass Waste Composting (HJ 1266-2022), which states that kitchen waste, garden waste and non recyclable paper in domestic waste, livestock manure, straw and other crop residues in agricultural solid waste, sludge from urban sewage treatment plants, anaerobic digestion biogas residue of kitchen waste and food processing waste are suitable for composting treatment, Such solid wastes are collectively referred to as "biomass wastes".

 

Biomass waste treated by composting should be classified and collected at the source and clearly marked. Biomass waste should be properly pretreated according to the subsequent composting method. The pretreatment process includes sorting, crushing and mixing. The pretreatment device shall be equipped with local airtight and gas collection devices. The leachate and non biodegradable impurities generated in the pretreatment process shall be collected for treatment. In addition, hazardous wastes and residues of hazardous waste utilization and disposal shall not directly enter the biomass waste composting device.

 

During the storage and transportation of biomass waste, appropriate sealing measures shall be taken according to its type to avoid waste spilling, odor leakage and liquid leakage. Leachate produced during storage can be sent to the fermentation plant for treatment as compost raw materials without affecting the fermentation effect. The ground of biomass waste unloading and storage site should also be treated for seepage prevention, and there should be no water blocking and water storage defects.

 

The standard requires that the pollutant content of biomass waste compost products should meet the following control requirements:

a) If sludge from urban sewage treatment plants is used as raw material, it shall meet the requirements of Discharge Standard of Pollutants for Urban Sewage Treatment Plants GB18918;

b) If other types of biomass wastes are used as raw materials, the requirements of Organic Substrates for Greening (GB/T33891) shall be met.

 

If the composting product of biomass waste will be used for land, the following requirements shall be met:

a) The mortality rate of ascaris eggs and the number of fecal coliforms should meet the requirements of Limit Requirements for Toxic and Harmful Substances in Fertilizers (GB38400);

b) Seed germination index shall meet the requirements of Organic Fertilizer NY/T525;

c) Aerobic respiration shall not exceed 20mg O2/(g organic matter);

d) Impurity content index: the mass percentage of impurities (glass, plastic, metal, rubber with particle size > 2mm) shall not exceed 0.5% (calculated by dry sample), the mass percentage of plastic impurities (particle size > 2mm) shall not exceed 0.1% (calculated by dry sample), and the area mass ratio of plastic impurities shall not exceed 25cm2/(kg wet compost).
