Small power motor CCC certification, officially accepted from July 1, 2026!

Starting from January 1, 2027, 16 types of products, including low-power motors, must obtain CCC certification and affix the CCC mark before they can be shipped, sold, imported, or used in other business activities. Starting from July 1, 2026, certification bodies will officially accept CCC certification commissions for 16 products, and must complete the conversion of all CCC certification certificates before December 31, 2026.
According to Announcement No. 57 of 2025 by the State Administration for Market Regulation, the certification mode for 16 products in the Compulsory Certification (CCC) catalog will be adjusted from the previous self declaration by enterprises to a third-party certification evaluation method. Starting from January 1, 2027, 16 types of products, including low-power motors, must obtain CCC certification and affix the CCC mark before they can be shipped, sold, imported, or used in other business activities.
Starting from July 1, 2026, certification bodies will officially accept CCC certification commissions for 16 types of products. Enterprises can submit CCC certification applications for related products and must complete the conversion of all CCC certification certificates before December 31, 2026.

小功率电动Small power motors require CCC certification for domestic sales to be sold normally. Small power motors include all types of small motors for household, similar purposes, and industrial applications, such as single-phase asynchronous motors, three-phase asynchronous motors, single-phase series-wound motors, and DC motors.
CCC certification for small power electric motors
The Implementation Rules for CCC Certification of Small Power Motors CNCA-C04-01:2026 will be officially implemented on July 1, 2026, covering the full process requirements of product scope, certification mode, unit division, type testing, factory quality assurance capability, and post certification supervision.
1. The standards for certification are:
GB/T 12350 "Safety Requirements for Small Power Electric Motors"
GB/T 14711 General Safety Requirements for Small and Medium sized Rotating Electrical Machines
2. Scope of application:
Suitable for low-power electric motors with a rated voltage greater than 36V (DC or AC RMS) and less than 1500V DC and 1000V AC for driving purposes. including:
(1) When the speed is converted to 1500r/min, various types of AC asynchronous motors and AC synchronous motors with a maximum continuous rating not exceeding 1.1kW (rated power ≤ synchronous speed x 1.1kW/1500r/min);
(2) AC commutator motors and DC motors with a maximum continuous rating not exceeding 1.1 kW.
3. Authentication mode:
Type testing+initial factory inspection+post certification supervision.
The initial factory inspection includes checking the factory's quality assurance capability and product consistency.
Post certification supervision refers to one or a combination of tracking inspections and on-site sampling inspections after certification.
4. Unit division:
In principle, the units should be divided according to the type, purpose, safety structure (shell protection level, cooling method, protection method), shell material (metal, non-metal), winding material (copper wire, aluminum wire, copper-clad aluminum wire), thermal classification, voltage level, and working system of the electric motor. Products produced by different certification clients, producers, or production enterprises should be classified into different certification units.

5. Implementation Plan for Self Declaration to CCC Certification Certificate
To assist enterprises in efficiently and compliantly completing certificate conversion, a special conversion implementation plan has been developed for small power motors, providing explanations on important matters such as conversion requirements, application requirements, type testing, and factory inspections.
(1) Determine whether the self declaration report meets the requirements. If it is uploaded to the certification body for review and meets the requirements, the sample will be sent to the laboratory for a qualified 3C report. After the factory inspection, the 3C certificate will be obtained.
(2) If the self declaration report does not meet the requirements for dividing units, it will be completely split and processed as a new application. The original data cannot be accepted and the report must be directly issued. Sampling must be conducted for type testing.
(3) Factory inspections shall be carried out according to actual requirements.

It should be noted that after obtaining CCC certification, there is an annual supervision and inspection (annual inspection).
7. CCC certification fee for motor:

(3) Testing fee: Depending on the specific situation of the product
(4) Initial factory inspection fee
(5) Sampling fee for type test

July 1, 2026- Acceptance Start
Certification agencies have begun accepting CCC certification commissions for low-power motors.
December 31, 2026- Conversion deadline
Enterprises should complete the conversion of CCC certification certificate before December 31, 2026, and promptly and proactively cancel the corresponding self declaration. For products that have already left the factory and are no longer in production within the validity period of the self declaration, there is no need to convert them and they can continue to be sold. All existing CCC self declaration certificates will become invalid on December 31, 2026 and must be converted to regular third-party CCC certification.
January 1, 2027- Fully implemented
Products that have not obtained the CCC certification certificate for small power motors and are marked with the CCC certification mark shall not be manufactured, sold, imported, or used in other business activities. The self declarations of relevant products in the "Mandatory Certification Product Compliance Self Declaration Information Reporting System" will be uniformly cancelled.
