Major adjustment! The CCC certification mode for 16 products has been adjusted from self-declaration to third-party certification

On January 7, 2026, the State Administration for Market Regulation issued the "Announcement on Adjusting the Certification Mode of Some Products in the Compulsory Product Certification Catalogue", making significant adjustments to the certification mode of 16 products in the Compulsory Product Certification (CCC) catalogue, including power tools and automotive safety components. The CCC certification mode was adjusted from the previous self-declaration by enterprises to a third-party certification evaluation method.

On January 7, 2026, the State Administration for Market Regulation issued the "Announcement on Adjusting the Certification Mode of Some Products in the Compulsory Product Certification Catalogue", making significant adjustments to the certification mode of 16 products, including power tools and automotive safety components, within the Compulsory Product Certification (CCC Certification) catalogue.

The CCC certification model has been adjusted from the previous enterprise self-declaration to a third-party certification evaluation approach. From January 1, 2027, relevant products must obtain a CCC certification certificate and affix the CCC mark before they can be shipped, sold, imported, or used in other business activities. From July 1, 2026, designated certification bodies began accepting CCC certification applications for relevant products.

Announcement of the State Administration for Market Regulation on Adjusting the Certification Mode of Some Products in the Compulsory Product Certification Catalogue

To further strengthen the supervision of product quality and safety, in accordance with the relevant provisions of the Regulation of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to adjust the certification mode for some products within the China Compulsory Certification (CCC) catalogue and implement a third-party certification evaluation approach. The relevant requirements are hereby announced as follows:

I. From January 1, 2027, 16 types of products, including fuse links, low-power motors, electric drills, electric grinders, electric hammers, DC arc welding machines, TIG arc welding machines, MIG/MAG arc welding machines, plasma arc cutting machines, automotive safety glass, automotive seat belts, external lighting and light signaling devices for motor vehicles, devices for indirect vision of motor vehicles, automotive seats and headrests, automotive driving recorders, and reflective markings on vehicle bodies, shall obtain CCC certification and bear the CCC certification mark before they can be shipped, sold, imported, or used in other business activities. The self-declarations of relevant products in the "Compulsory Certification Product Conformity Self-Declaration Information Submission System" (hereinafter referred to as the "System") will be uniformly cancelled.

II. From July 1, 2026, designated certification bodies will begin accepting CCC certification applications for the aforementioned 16 products (certification bodies will be designated separately). For products with valid self-declarations, the designated certification bodies shall actively accept and issue CCC certification certificates based on the evaluation results of the self-declarations, provided that the certification quality and risks are controllable. The system will no longer accept or generate self-declarations for related products.

III. Enterprises shall complete the conversion of CCC certification certificates by December 31, 2026, and promptly and proactively cancel the corresponding self-declarations. For products that have been shipped and are no longer being produced within the validity period of the self-declaration, no conversion is required, and they can continue to be sold.
