The first national standard for plumbing blankets and mattresses will be officially implemented in August 2026

The first national safety standard for water heating blankets and water heating mattresses in China, GB/T 4706.127-2025 "Safety of household and similar electrical appliances - Part 127: Special requirements for water heating blankets, water heating mattresses and similar appliances", is used in conjunction with GB/T 4706.1 and will officially come into effect on August 1, 2026.

The new standard focuses on six new risks brought by water circulation: water leakage and conductivity, host overturning and dry burning, water pipe folding and blockage, surface overheating and scalding, misuse by infants and young children, and component failure and overheating. Set up corresponding tests for each type of risk to ensure effective protection under normal use and foreseeable misuse, safeguarding consumer safety.

Applicable product range

This standard is applicable to household and similar water heating blankets, water heating mattresses, and similar appliances, with a rated voltage not exceeding 250V. This standard also applies to the main unit provided with the appliance.

This standard does not apply to electric blankets (GB/T 4706.8) and waterbed heaters (GB/T 4706.58).

Definition of "water heating blanket": an appliance that uses circulating water as a heat transfer medium, is used for bed heating, is basically flat and soft, and is intended to form part of bedding. (Note: Water heating blankets usually include a main unit for heating water, interconnected water pipes, and a blanket body, and the blanket body does not contain electric heating elements.)

Definition of "Water Heating Mattress": An appliance that uses circulating water as a heat transfer medium to support bedding and has a soft cushion type flexible component with a heating bed. (Note: Water heating mattresses usually include a main unit for heating water, interconnected water pipes, and a mattress. The mattress does not contain electric heating elements.)

Key Technical Requirements

Signs and Instructions

The instrument host should be labeled with:

Rated voltage or rated voltage range, in volts (V);

Symbols for power properties, except for those marked with rated frequency;

Rated input power, in watts (W) or rated current, in amperes (A);

The name, trademark, or identification mark of the manufacturer or responsible underwriter;

Model or serial number of the instrument host;

The symbol 5172 (2003-02) specified in IEC 60417 is only marked on Class II appliances;

The IP code for waterproof rating is not marked with IPX0;;

The symbol 5180 (2003-02) specified in IEC 60417 is marked on Class III appliances. Appliances powered solely by batteries (primary batteries or rechargeable batteries charged outside the appliance) or appliances powered by rechargeable batteries charged inside the appliance do not require this marking.

Instruments should be labeled with rated input power. If the device has two devices connected to the power supply, the rated input power of each part should be marked separately and labeled on the same label. The rated input power can be expressed as 2X of the rated input power of each part, in watts (W). On the premise of not causing misunderstandings, other ways can also be used to represent the rated input power and total power.

The blanket and mattress should be labeled with the following information:

The name, trademark, or identification mark of the manufacturer or responsible underwriter;

ISO 7000:2004 0790 symbol or text "Read instructions for use":

The symbol or text shown in Figure 102 reads' Pin should not be inserted ';

The symbol "should not be used by infants and young children (0-3 years old)" or similar text;

The expected designated direction of use for blankets and mattresses (regardless of how they are placed on the bed, if the equipment complies with 11.101, this mark is not required);

It should be labeled with the symbol or text shown in Figure 101 as' should not be folded or wrinkled for use '

The main unit of the equipment should have a water level mark, or use other methods to indicate the rated volume of water injection; Unless the water injection volume of the appliance host does not exceed its rated capacity.

Blankets and mattresses with detachable hosts should be labeled with relevant information such as the host model or series used in conjunction with them.

Input power and current

Power test method: Use a 50cm long hose with the same diameter as the interconnected water pipes to replace the blanket body and interconnected water pipes, connecting to the water outlet and return port of the main unit for testing. The negative deviation in Table 1 is increased to 20% to accommodate the characteristics of the water circulation system.

If the blanket or mattress has two main units connected to the power supply, the input power specified in Table 1 for each part should be measured separately.

For main units with PTC characteristic heating elements, set to the highest preset temperature. The preheating period from the start of heating until the first action of the temperature controller is considered the representative period.

Test Conditions and Environmental Requirements

For water heating blankets and water heating mattress pads, the tests of Chapter 10 (input power and current), Chapter 11 (heating), and Chapter 19 (abnormal operation) shall be conducted at an ambient temperature of 15℃±5℃.

Fever

It should be ensured that the equipment does not pose a risk of skin burns or thermal shock to the user during use. Check its compliance through the following experiments.

The appliance should be operated at the most unfavorable voltage between 0.94 times and 1.06 times the rated voltage, and work under normal operating conditions until a stable state is established. The ambient temperature should be maintained at 15 ° C ± 2 ° C. The host should be adjusted to the highest recommended continuous use setting position. Measure the surface temperature of the blanket and mattress using a thermocouple welded to the center of a copper or brass sheet with dimensions of 300mmx300mx0.5mm. The copper sheet should be placed on top of the blanket and mattress.

For the blankets and mattresses within the 1/3 length area closest to the end of the bed, the temperature should not exceed 45 ° C, and for the remaining blankets and mattresses, the temperature should not exceed 37 ° C.

Abnormal operation

Conduct the experiment without adding water.

If the electronic switch fails in the off position or standby state, causing the appliance to continue working, the surface temperature of the blanket and mattress should not exceed the specified value of 65 ° C.

The structure of the appliance should ensure that the failure of a component does not cause overheating. Check its compliance through experiments.

The equipment should be operated according to the conditions in Chapter 11, heated to the highest temperature, and continuously operated for 1 hour. After that, the interconnected water pipes should be folded and blocked for 10 minutes, and there should be no water leakage.

Mechanical strength

The water-heated blanket shall be subjected to Test 21.101.

Structure

For a host intended to be placed on a desktop, there should be no openings at the bottom that allow small objects to enter and touch live parts. Check its compliance by visually inspecting and measuring the distance between the supporting surface and the live parts of the opening, which should be at least 6mm.

The connections of each water pipe should be firm, without cracks or liquid leakage. Enter the carpet body, mattress, host connection, and hose connection, and undergo a 30N non impact tensile test for 30 seconds. Apply the tensile force to each connecting pipe at a distance of not less than 100mm from the connection, and conduct 3 tests. During and after the test, there should be no detachment or leakage.

The structure of the appliance should be such that heating stops when the host is away from the horizontal support surface or tilted 45 degrees from the horizontal surface. Check its compliance through manual testing,

The equipment should be able to withstand the water pressure that occurs during normal use. Check its compliance through the following tests: disconnect the host from the connecting pipe, block one end of the interconnecting water pipe of the flexible component, connect the other end to the water pressure testing equipment, and uniformly increase the pressure to 1.2 times the maximum system water pressure for 1 minute. According to the working conditions in Chapter 11, run for 1 hour, disconnect the main engine from the interconnected water pipe, block one end of the interconnected water pipe, and connect the other end to the water pressure equipment. Gradually increase the pressure to 0.04 MPa and maintain it for 1 minute. The blanket and mattress should not have water leakage.

Power Connection and External Flexible Cord

If the mass of the appliance without water does not exceed 3 kg, the supply cord shall be at least a light polyvinyl chloride sheathed cord type 52 specified in IEC 60227.
