EU releases draft list of 731 candidate substances of concern in PPWR packaging

The European Chemicals Agency (ECHA) has released a draft list of 731 candidate substances of concern (SoCs) in packaging for the implementation of the EU Packaging and Packaging Waste Regulation (PPWR) on August 12, 2026.
The EU's Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) officially came into effect on August 12, 2026, stipulating that all packaging placed on the EU market and Northern Ireland in the UK must identify "Substances of Concern" (SoCs) in products and take effective measures to reduce their presence and concentration.
On July 16, 2026, the European Chemicals Agency (ECHA) released a draft list of 731 candidate Substances of Concern (SoCs) in packaging and opened it for public consultation.
PPWR's requirements for "substances of concern"
Article 5 of PPWR requires that packaging be manufactured to minimize the presence and concentration of Substances of Concern (SoCs) in packaging materials or any packaging components. Apart from four heavy metals and per- and polyfluoroalkyl substances (PFAS), there is currently no definitive list of Substances of Concern for compliance with PPWR.
According to Article 5(2) of PPWR, the European Commission, with the support of the European Chemicals Agency (ECHA), must publish a report on Substances of Concern in packaging and packaging components by December 31, 2026. This report may indicate whether such substances are likely to (1) affect chemical safety or (2) negatively impact the reuse or recycling of packaging materials. The establishment of this list is also significant for labeling, as future packaging placed on the EU market containing Substances of Concern must be digitally indicated on the packaging label.
"Substances of Concern" List Launches Public Consultation
The draft list of 731 substances for ECHA is currently undergoing public consultation. ECHA explicitly requires stakeholders to submit factual information covering four core dimensions for each substance under review:
Current usage of the substance in packaging: whether the substance is actually used in the listed packaging materials, material categories, and forms.
Whether the substance is intentionally added (IAS): Confirm whether the substance was intentionally added during the manufacturing process or exists as an unintentional impurity or process residue.
The packaging material, material type, and form of the substance used.
The technical functions of the substance in the packaging matrix, such as plasticizers, flame retardants, colorants, lubricants, stabilizers, and coating additives.
The results of this ECHA investigation will serve as the basis for the preparation of the European Commission report, which will be forwarded to the European Parliament and the Council and may lead to future legislative measures.
