Australian EESS system

The export of household appliances to Australia must comply with the regulatory requirements of the Electrical Equipment Safety System (EESS). The EESS categorizes regulated products into three risk levels—Level 1, Level 2, and Level 3—with Level 3 representing the highest risk. Products under each risk level must meet the corresponding compliance requirements as specified, and all covered products must bear the RCM mark to demonstrate conformity with Australian regulations.

Level 0 Product

Commercial and industrial products, as well as household appliances with voltage ranges between AC 50V~~1000V or DC 120V~1500V, are not under EESS control and are also referred to as Level 0 products. Level 0 products do not require registration in the EESS data system, but manufacturers can still voluntarily register them in the EESS system.

Violation Registration Situation

Level 0 registrations that do not meet the criteria include the following situations:

1. The products that should belong to Level 1, Level 2, and Level 3 are registered as Level 0 products in the EESS system.

2. Belonging to Level 0 products, the EESS registration did not correctly list the testing standards that were met. The standards that meet the requirements should be:

Australian AS safety standards or Australian AS/NZS safety standards;

IEC standards can only be used in the absence of AS/NZS safety standards. For example, products tested according to IEC 62368-1 should be registered as AS/NZS 62368 in the EESS system.

The registration standards should ensure that they are the latest version. Once a new version of the standard is implemented, suppliers should promptly update their compliance documents and registration.

3. Each EESS registration must first list AS or AS/NZS or IEC standards (in the absence of AS or AS/NZS standards), and on this basis, other standards can also be listed; Registration for Australian ACMA (Communications and Media) standards and EMC standards alone is not considered a valid EESS registration.

EESS registration must also have compliance documents proving that the product meets the corresponding standards, including test reports, etc.

Compliance Recommendations

Relevant manufacturers or importers need to conduct self-examination as soon as possible and complete registration information correction in the EESS system to comply with regulations. After August 30, 2026, all Level 0 registrations that do not meet the criteria will be uniformly deleted. Manufacturers can re register if they meet the registration requirements.
