Australia and New Zealand have announced that the new Energy Rating Regulatory Enforcement and Compliance Management Platform (RECAP) will be officially launched on October 6, 2026. The current energy rating product registration system will be temporarily suspended from September 28, 2026 to October 5, 2026. At that time, all completed applications and submitted records will be transferred to the new RECAP system.

The Australian Department of Climate Change, Energy, the Environment and Water (DCCEEW) and the New Zealand Energy Efficiency and Conservation Authority (EECA) jointly announced that the brand-new Energy Rating Regulatory Enforcement and Compliance Management Platform (RECAP) will officially go live on October 6, 2026, replacing the current energy efficiency product registration system.

 

The current energy rating product registration system will suspend its services from September 28, 2026, to October 5, 2026. At that time, all completed applications and submitted records will be transferred to the new RECAP system.

Key Time Points 

 

 

12:00 PM on September 27, 2026 (Australian Eastern Time):

The submission deadline for applications in the current registration system (including drafts). Draft applications must be submitted before 12:00 (AEST) on September 27. After the old system is shut down, all unsubmitted draft applications will be cleared and cannot be migrated to the new platform.

 

September 28 - October 5, 2026:

The current energy rating product registration system will be suspended. Due to the decommissioning of the existing system, data migration, and preparations for the launch of the new platform, users will be unable to access either the current old system or the new system RECAP during this period.

 

Starting from October 6, 2026:

The new system for registering energy-rated products, RECAP, has officially launched. All new product registrations and related activities must be completed through the energy rating RECAP.

 

All applications and submitted records completed in the current energy rating product registration system will be transferred to the new system RECAP. Submitted applications that are still under assessment will also be migrated. Draft applications that have not yet been submitted will not be migrated.

 

If you are unable to timely submit any saved draft applications before 12:00 (AEST) on 27 September 2026, it is recommended to save a copy of the application information so that it can be recreated in RECAP after the system goes live.
