Mexico updates mandatory energy efficiency standards for multiple products, including air conditioners, water pumps, and electric motors

Mexico has officially included four new energy efficiency standards in the entry customs control catalog, involving products such as water pumps, air conditioners, and electric motors, which must meet NOM mandatory certification before customs clearance.

The Ministry of Economy of Mexico published an announcement in the Official Gazette of the Federation (DOF) to update Annex 2.4.1 of the "General Rules and Guidelines for Foreign Trade", which will take effect on the day following its publication. This revision officially incorporates 4 new energy efficiency standards into the import customs control catalog, involving products such as water pumps, air conditioners, and electric motors, which must meet the mandatory NOM certification to clear customs.

4 new energy efficiency standards

NOM-004-ENER-2025

Applicable to electric pump units and electric pumps for clear water pumping, covering equipment with power from 1/5 to 2 horsepower.

NOM-011-ENER-2025

Applicable to central, package, or split air conditioning systems with a cooling capacity ranging from 5275 watts to 19050 watts, the ducted system specifies the minimum seasonal energy efficiency ratio (REEE2) and labeling requirements.

NOM-014-ENER-2025

Suitable for single-phase AC motors.

NOM-016-ENER-2025

Applicable to three-phase alternating current motors, it specifies the minimum energy efficiency values for asynchronous motors ranging from 0.746 kilowatts to 373 kilowatts.

In coordination with the standard update, the Agreement has synchronously adjusted the relevant tariff headings: as submersible pumps no longer fall within the scope of the new pump standard, tariff heading 8413.60.01 has been deleted from the Annex, while motor tariff headings such as 8501.51.02 and 8501.51.99 have been explicitly included to facilitate port supervision.

Regarding transitional arrangements, the Agreement explicitly maintains the recognition of currently valid product certificates and sets up a "transition period" in accordance with the various NOM-ENER transitional provisions: valid certificates issued based on the old standards NOM-004-ENER-2014, NOM-011-ENER-2006, NOM-014-ENER-2004, and NOM-016-ENER-2016 before the new standards take effect may continue to be used until their expiration date according to the terms at the time of their issuance.

In addition, according to the Mexican Law on Quality Infrastructure, the existing Integrated System of Standardization and Conformity Assessment (SINEC) will be replaced by the Integrated Technical Platform for Quality Infrastructure (PLATIICA). This digital window will centrally manage the directory of registered laboratories, calibration and verification, test result reports, and information on certification bodies recognized by international agreements.

Our country is an important source country of electromechanical products such as water pumps, air conditioners, and electric motors for Mexico. Relevant exporting enterprises should promptly pay attention to the update dynamics of the aforementioned four energy efficiency standards, conduct product assessments in comparison with the energy efficiency limits, test methods, and labeling requirements of the new standards, and orderly complete the certification update during the transition period to avoid affecting customs clearance and market access due to certificate invalidity or non-compliance with the new requirements.
