Belgium revises lead and cadmium limit requirements for food contact ceramics
Time:
2026-10-20
Belgium has revised the lead and cadmium limit requirements for ceramic products in contact with food, with retrospective effect: ceramic tableware, cooking utensils, and storage containers placed on the Belgian market from May 29, 2026, must comply with the new limit requirements. Belgium, the Netherlands, and Luxembourg markets implement unified specific migration limit requirements.
On September 11, 2026, the Belgian Federal Public Service Health, Food Chain Safety and Environment published the Royal Decree of July 19, 2026 (C−2026/006323) to amend the lead and cadmium limit requirements for ceramic articles intended to come into contact with food, with the provisions having retroactive effect: ceramic tableware, cookware, and storage containers placed on the Belgian market from May 29, 2026, must comply with the new limit requirements.

The Netherlands and Luxembourg implemented unified specific migration limit requirements on May 29, 2026. Belgium is the third Benelux country to incorporate these limits into its domestic law. The revised lead and cadmium limit requirements are stricter than the EU Directive 84/500/EEC & 2005/31/EC, and the specific limit requirements are shown in the table below:
| C−2026/006323 | 84/500/EEC&2005/31/EC | |||
| Product Type | Cadmium migration amount | Lead migration amount | Cadmium migration amount | Lead migration amount |
| Non fillable products, products with a depth ≤ 25mm | 4μg/dm² | 6μg/dm² | ≤0.07mg/dm² | ≤0.8mg/dm² |
| All fillable products | 20μg/L | 30μg/L | ≤0.3mg/L | ≤4.0mg/L |
| Cookware, products with a capacity exceeding 3L | 7μg/L | 10μg/L | ≤0.1mg/L | ≤1.5mg/L |
This time, the limit has been significantly tightened, which is a unified and synchronized update for the Benelux countries. Ceramic tableware and kitchenware exported to the Belgian, Dutch, and Luxembourg markets, for new shipment batches after May 29, 2026, must undergo lead and cadmium migration testing according to the new limits.
