01 Administrative Measures for Permit of Urban Sewage Discharged into Drainage Pipe Network

According to the amendment of Decree No. 56 of the Ministry of Housing and Urban-Rural Development on December 1, 2022, it will come into force on February 1, 2023. 02 Supervision Measures for Industrial Energy Conservation

It was approved at the 8th ministerial meeting of the Ministry of Industry and Information Technology on November 28, 2022 and will be implemented from February 1, 2023. Issued by the State Administration of Market Supervision and Administration and the National Standardization Administration on July 1, 2022, and will be implemented on February 1, 2023. The new standard adds three indicators and requirements, including tetrachloroethylene and fine particles, from 19 to 22; The requirements for seven indicators including nitrogen dioxide, carbon dioxide, formaldehyde, benzene, inhalable particulate matter, total bacterial count and radon have been changed.

 

09 Packaging Recycling Mark

Implemented from February 1, 2023, and reported by the National Technical Committee for Packaging Standardization, focusing on the production, use and recycling needs of common packaging materials such as paper, plastic, metal, glass and composite materials, and combining the characteristics of different materials, the type of recycling marks, basic graphics and labeling requirements are specified, which will help waste classification and promote waste recycling.

 

10 Code for Management of Ecological Environment Archives Ecological Environment Protection of Construction Projects (HJ 8.3-2023)

It will be implemented from February 1, 2023. This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China, the Archives Law of the People's Republic of China, the Regulations on the Administration of Environmental Protection of Construction Projects, and the Measures for the Administration of Environmental Protection Archives, strengthen the scientific management of ecological environmental protection archives of construction projects, standardize the work of ecological environmental protection archives of construction projects, and serve the needs of the development of ecological environment. This standard specifies the basic requirements for the whole process management of the formation, accumulation, collation, filing and management, development and utilization of documents and materials with preservation value generated in the ecological environment protection of construction projects. This standard is a revision of the Code for Management of Environmental Protection Archives - Environmental Protection Management of Construction Projects (HJ/T 8.3-94). This standard was first issued in 1994, and this is the first revision. Annex A of this standard is normative, and Annex B to Annex D are informative. From the date of implementation of this standard, the Code for Management of Environmental Protection Archives and Environmental Protection Management of Construction Projects (HJ/T 8.3-94) is abolished.

 

11 Code for Management of Ecological Environment Archives Ecological Environment Instruments and Equipment (HJ 8.5-2023)

It will be implemented from February 1, 2023. This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China and the Archives Law of the People's Republic of China, improve the management level of the archives of ecological environment instruments and equipment, promote the standardization, scientization and institutionalization of the archives of ecological environment instruments and equipment, and give full play to the value of the archives of ecological environment instruments and equipment in the cause of ecological environment. This standard specifies the basic requirements for the whole process management of the formation and accumulation, collation, archiving, management, development and utilization of documents and materials with preservation value generated in the process of application and purchase, unpacking acceptance, installation and commissioning, use (operation), maintenance, modification, allocation and scrapping of ecological environment instruments and equipment. This standard is a revision of the Code for Management of Environmental Protection Archives Environmental Protection Instruments and Equipment (HJ/T 8.5-94). This standard was first issued in 1994, and this is the first revision. Annex A of this standard is normative, and Annex B to Annex D are informative. From the date of implementation of this standard, the Code for Environmental Protection Archives Management Environmental Protection Instruments and Equipment (HJ/T 8.5-94) is abolished.

12 Beijing Municipal Wastewater Treatment Plant Air Pollutant Discharge Standard (DB11/2007-2022)

According to the principle of technical accessibility and domestic leadership, the relevant departments in Beijing have proposed control requirements for the air pollutant emissions of urban sewage treatment plants from four aspects, which will be implemented from February 1, 2023, as a mandatory standard. After the implementation of the standard, it can promote urban sewage treatment plants to strengthen the collection and treatment of waste gas, reduce the emission of unorganized waste gas such as scattering, and is conducive to the green and standardized development of the industry and improve the ambient air quality.

 

13 Fujian Standard for Calculation of Quantities of Urban Drainage Pipe and Canal Rehabilitation Works (DBJ/T 13-408-2022)

It is prepared by Fuzhou Construction Project Cost Management Station and Fujian Construction Project Cost General Station, and will be implemented from February 1, 2023. The standard is applicable to the engineering measurement and bill of quantities preparation in the pricing activities of the development and implementation stages of the urban drainage pipe and canal repair project in Fujian Province. It is required that the pricing of the urban drainage pipe and canal repair project must be calculated according to the quantities specified in this standard.
