Uruguay holds consultations on the draft resolution on food contact with silicone
On March 13, 2023, the Ministry of Industry, Energy and Mines of Uruguay announced draft resolution 06/22 on food contact with silicone materials and items. The key points of several important clauses are as follows:
Range
Silicone used in materials, containers, coatings, and equipment in contact with food:
Exemption from coating cellulose materials as these coatings must comply with the technical regulations of the Southern Common Market regarding cellulose materials, containers, and equipment
General provisions
General safety requirements
Only the substances listed in Parts I to V of this Regulation can be used for manufacturing and comply with any of its specifications;
Colorants that comply with the technical regulations for food contact plastic colorants in the Southern Common Market can be used;
Authorize the use of money, calcium, magnesium, potassium, carp, and sodium salts (including double salts and acid salts) of acids, phenols, or alcohols as additives;
Authorize aluminum (AI), barium (Ba), cobalt (Co), copper (Cu), iron (Fe), lithium (Li), manganese (Mn), nickel (Ni), and zinc (Zn) salts (including double and acid salts) of acids, phenols, or alcohols to be used as additives, but they must meet the following total specific migration limit ((T) SML):
≤ 1 mg/kg (aluminum)
≤ 1 mg/kg (barium)
≤ 0.05 mg/kg (cobalt)
≤ 5 mg/kg (copper)
≤48 mg/kg (Fe)
≤0.6 mg/kg (Li)
≤0.6 mg/kg (Mn)
≤ s0.02 mg/kg (nickel)
≤ 5 mg/kg (zinc)
≤ 0.5% volatile organic compounds (VOM)
≤ 0.5% extractable compounds
≤ 0.01 mg/kg (sum of primary aromatic amines)

It consists of five parts, each with a positive list and specifications:
Part I "Silicone oil (fluid) and its respective lotion"
Part 2 "Silicone Resin"
Part 3 "Elastic Silicone (Silicone Gel)"
Part 4 "Additives, Fillers, and Filler Additives"
Part 5 "Monomer"
