The "Technical Specification for Application and Issuance of Pollutant Discharge Permits - Industrial Noise" (HJ 1301-2023) has been implemented since October 1, 2023, and the requirement for industrial noise to be included in the management of pollutant discharge permits has been implemented at the level of technical specifications.

Recently, the Ministry of Ecology and Environment issued the "Technical Specification for Application and Issuance of Pollution Discharge Permits - Industrial Noise" (HJ 1301-2023) (hereinafter referred to as the "Technical Specification"). This standard is the first to be issued and has been implemented since October 1 of this year. The requirement for industrial noise to be included in the management of pollution discharge permits has been implemented at the level of technical specifications.


This standard specifies the basic requirements for filling in and issuing emission permits for industrial noise emission units, methods for determining emission limits for industrial noise permits, as well as environmental management requirements such as self monitoring, environmental management ledger, and emission permit execution report. It also proposes technical requirements for pollution prevention and control and compliance judgment methods. Appendices A to D of this standard are informative.

 


Applicable scope

 

This standard specifies the basic requirements for filling in and issuing emission permits for industrial noise emission units, methods for determining emission limits for industrial noise permits, as well as environmental management requirements such as self monitoring, environmental management ledger, and emission permit execution report. It also proposes technical requirements for pollution prevention and control and compliance judgment methods.

 

This standard is applicable to guiding industrial noise emission units to fill in the application information related to industrial noise emission permits, and to guiding the approval department to review and determine the management requirements for industrial noise emission permits of industrial noise emission units.

In the "14th Five Year Plan for the Prevention and Control of Noise Pollution" (hereinafter referred to as the "Action Plan") issued in January this year, it was also pointed out to promote the implementation of emission permits and management of key emission units for industrial noise, issue application and technical specifications for industrial noise emission permits, issue emission permits or carry out emission registration in accordance with the law, and strengthen supervision.

 

The relevant person in charge of the Atmospheric Department of the Ministry of Ecology and Environment clearly stated that the publication of the "Technical Specifications" is to implement the relevant requirements of the "Noise Law" and the "Action Plan", meet the needs of comprehensive licensing of multiple environmental factors for fixed pollution sources and "one certificate" management, and meet the requirements of strengthening industrial noise environmental management.

 

The Technical Specifications stipulate that industrial noise emission units should fill in the application system of the National Pollution Discharge License Management Information Platform with information such as noise generating units and their numbers, main noise generating facilities, and quantities. Du Yunhui, Director of the Emission Permit Technology Department of the Environmental Engineering Assessment Center of the Ministry of Ecology and Environment, told reporters that the introduction of the concept of noise generating units is a characteristic that distinguishes the "Technical Specifications" from other application and issuance technical specifications.

 

There are numerous and scattered noise generating facilities in pollutant discharge units. If each facility that generates noise is reported one by one, it will bring a great burden to the pollutant discharge units, and such reporting will not play a significant role in subsequent environmental management. Designate appropriate noise generating units based on industry attributes and production line conditions

 

The Technical Specification specifies that industrial noise emission units should fill in and report noise generating units based on production lines, production units, or factories. Du Yunhui introduced that the delineation of noise generating units needs to consider multiple factors.

 

Firstly, it is necessary to consider the industry to which the pollutant discharge unit belongs. Industries such as electronic component production and pharmaceuticals require a closed and clean production environment. These closed factories or workshops have good sound insulation and noise reduction effects, and are suitable for reporting according to the factory building. Du Yunhui introduced that pollutant discharge enterprises can also consider existing production lines or units in the pollutant discharge license, and report the atmosphere according to the pollutant discharge unit The production lines and units that have already been filled in during the water permit content are used to fill in the noise generating units, reducing the workload for enterprises to fill in.

 

In addition, pollutant discharge units can also report noise generating units other than factories, production lines, and production units based on their own noise generating characteristics, "Du Yunhui introduced.
According to the Technical Specifications, industrial noise emission units also need to fill in the main noise generating facilities and quantities corresponding to the noise generating units based on the actual situation. It is worth mentioning that if the main noise generating facilities enter a closed factory and the automatic monitoring data of boundary noise emissions is 10 decibels lower than the industrial noise emission limit for one consecutive year, the pollutant discharge enterprise only needs to fill in the category and production period of the sound environment functional zone outside the factory boundary, without filling in the main noise generating facilities and main pollution prevention and control facilities.

 

It is difficult for pollutant discharge units to meet the conditions for exemption from basic situation reporting. The industrial noise environmental management ledger is classified and recorded according to monitoring technology. Under different monitoring techniques, the requirements for recording information during monitoring periods vary.

 

Among them, manual monitoring requires recording of abnormal operating conditions, event causes, whether to report, and response measures during the monitoring period, while automatic monitoring requires recording of industrial noise emission values exceeding the standard, including the reasons for exceeding the standard, whether to report, and response measures. For those using automatic monitoring methods, it is also necessary to record the abnormal situation of the automatic monitoring equipment, including the start and end time of the abnormal situation, the abnormal situation, whether to report, and response measures.
