National documents and standards

1. Technical Specification for Application and Issuance of Pollutant Discharge License Industrial Noise (HJ 1301-2023)

This standard is formulated to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Law on the Prevention and Control of Noise Pollution of the People's Republic of China, and the Regulations on the Management of Pollution Discharge Permits, improve the technical support system for pollution discharge permits, and guide and standardize the application and issuance of industrial noise related content in pollution discharge permits. This standard specifies the basic requirements for filling in and issuing emission permits for industrial noise emission units, methods for determining emission limits for industrial noise permits, as well as environmental management requirements such as self monitoring, environmental management ledger, and emission permit execution report. It also proposes technical requirements for pollution prevention and control and compliance judgment methods. This standard will be implemented from October 1, 2023.

 

2. Technical Specification for Quality Assessment of Seawater, Marine Sediments, and Marine Life (HJ 1300-2023)

This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, and the Fisheries Law of the People's Republic of China, prevent and control marine ecological environment pollution, improve ecological environment quality, and standardize the technical methods for evaluating marine environmental quality. This standard specifies the main content, technical requirements, and methods for evaluating the quality of seawater, marine sediment, and marine biological conditions. This standard will be implemented from October 1, 2023.

 

3. Technical Specification for Monitoring of Livestock and Poultry Farming Wastewater (GB/T27522-2023)

This document specifies the technical requirements for the development of monitoring plans, monitoring items, sampling points, sample collection, sample transportation, handover and preservation, quality control, etc. for livestock and poultry breeding wastewater, and describes the testing and confirmation methods for monitoring livestock and poultry breeding wastewater. This document is applicable to the resource utilization of livestock and poultry breeding wastewater, standard discharge, monitoring of farmland irrigation, and reference use for monitoring the resource utilization of manure slurry. This standard will be implemented from October 1, 2023.

 

4. Soil Quality Decision Unit - Multipoint Incremental Sampling Method (GB/T 42489-2023)

This document establishes the basic principles and workflow of the decision-making unit multi-point incremental sampling method, and specifies the technical methods for pollution identification, sampling plan preparation, on-site sampling, laboratory secondary sampling and analysis, data quality assessment, and soil pollution assessment. This document is applicable to soil pollution investigation, soil pollution remediation and risk control monitoring, and effectiveness evaluation of agricultural and construction land at the field or plot scale. This document is not applicable to sampling of soil radioactive and biological contamination. This standard will be implemented from October 1, 2023.

 

5. Standard Test Methods for Drinking Water (GB/T 5750.1~5750.13-2023)

The "Standard Inspection Methods for Drinking Water" (GB/T 5750.1~5750.13-2023) is a series of supporting inspection methods and standards for China's "Hygienic Standards for Drinking Water" (GB/T 5749-2022). It includes 13 parts, describes the basic principles and requirements for drinking water quality inspection, provides technical guidance for water sample collection and preservation, as well as quality control for water quality analysis, and provides measurement of sensory properties and physical indicators in drinking water The standard inspection methods for inorganic non-metallic indicators, metal and metalloid indicators, comprehensive indicators of organic matter, organic matter indicators, pesticide indicators, disinfection by-products indicators, disinfectant indicators, microbial indicators, and radioactive indicators are important technical foundations for carrying out drinking water hygiene and safety assurance work in China, Technical support has been provided for the implementation of the "Sanitary Standards for Drinking Water" (GB 5749-2022) and national monitoring of drinking water hygiene. This standard will be implemented from October 1, 2023.

1. Measures for the Administration of Domestic Waste Treatment Fees in Hebei Province

This measure will be implemented from October 1, 2023, and is valid for five years.

 

2. Regulations on Rewards for Reporting Violations of Ecological Environment in Shandong Province

In order to strengthen social supervision, encourage public participation, punish ecological and environmental violations in accordance with the law, protect the environmental rights and interests of the people, and effectively improve environmental quality, in accordance with relevant provisions such as the Environmental Protection Law of the People's Republic of China, the Environmental Protection Regulations of Shandong Province, and the Guiding Opinions of the General Office of the Ministry of Ecology and Environment on the Implementation of the Reporting and Rewarding System for Ecological and Environmental Violations, and in combination with practical work, this regulation is formulated. This regulation shall come into effect from October 1, 2023, and shall be valid until September 30, 2028.

 

3. Regulations on the Prevention and Control of Noise Pollution in Yinchuan City

In order to prevent and control noise pollution, ensure public health, protect and improve the living environment, maintain social harmony, promote ecological protection and high-quality development, in accordance with relevant laws and regulations such as the "Law of the People's Republic of China on the Prevention and Control of Noise Pollution", and in combination with the actual situation of this city, this regulation is formulated. This regulation applies to the prevention and control of noise pollution within the administrative area of this city. The prevention and control of noise hazards caused by engaging in production and business operations shall be governed by other relevant laws and regulations such as labor protection. This regulation shall come into effect on October 1, 2023.

 

4. Regulations on the Prevention and Control of Environmental Pollution by Solid Waste in Nanjing City

In order to protect and improve the ecological environment, make rational use of resources, prevent and control solid waste pollution, safeguard public health, maintain ecological safety, promote ecological civilization construction, and promote sustainable economic and social development, in accordance with laws and regulations such as the Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution Environment and the Jiangsu Province Regulations on the Prevention and Control of Solid Waste Pollution Environment, and in combination with the actual situation of this city, this regulation is formulated. This regulation shall come into effect on October 1, 2023.

 

5. Shanghai Municipal Regulations on the Prevention and Control of Soil Pollution

In order to protect and improve the ecological environment, prevent and control soil pollution, safeguard public health, promote the sustainable use of soil resources, promote ecological civilization construction, promote sustainable and high-quality economic and social development, and build a beautiful Shanghai where people and nature coexist harmoniously, this regulation is formulated in accordance with relevant laws and administrative regulations such as the Soil Pollution Prevention and Control Law of the People's Republic of China, and in combination with the actual situation of this city. This regulation applies to the prevention and control of soil pollution and related activities within the administrative area of this city. This regulation shall come into effect on October 1, 2023.

 

6. Regulations on Ecological Protection and High Quality Development of the Yellow River Basin in Gansu Province

In order to strengthen the ecological protection of the Yellow River Basin in Gansu Province, ensure the long-term stability of the Yellow River, promote the conservation and intensive use of water resources, enhance the ability of water conservation and soil and water conservation, promote high-quality development, protect and inherit the Yellow River culture, achieve harmonious coexistence between humans and nature, and make the Yellow River a happy river for the people, in accordance with laws and administrative regulations such as the "Yellow River Protection Law of the People's Republic of China", and in combination with the actual situation of this province, this regulation is formulated. This regulation applies to various activities related to ecological protection and high-quality development in the Yellow River Basin within the administrative region of this province. This regulation shall come into effect on October 1, 2023.

 

7. Regulations on Sichuan Tianfu New Area

The Sichuan Tianfu New Area Regulations are a comprehensive provincial-level local regulation that guarantees the construction and development of Sichuan Tianfu New Area. It is divided into nine chapters: general principles, management system, planning and construction, technological innovation, industrial development, open cooperation, ecological livability, service guarantee, and supplementary provisions.   Protect the high-quality development of Tianfu New Area in Sichuan with the power of the rule of law. This regulation shall come into effect on October 1, 2023.

 

8. Implementation Measures for the Pilot Reform of Water Resources Tax in Ningxia Hui Autonomous Region

This measure shall come into effect from October 1, 2023, and shall be valid until September 30, 2028.

 

9. Water Pollutant Discharge Standards for Aquaculture Industry in Sichuan Province (DB51/3061-2023)

The Sichuan Provincial Department of Ecology and Environment has issued the "Sichuan Aquaculture Water Pollutant Discharge Standard", which will be implemented from October 1st. This document specifies the discharge classification and limit values, emission control requirements, monitoring requirements, and implementation and supervision requirements of water pollutants in the aquaculture industry in Sichuan Province. Applicable to the management of tail water pollutant emissions from closed aquaculture units that discharge to external public waters.

 

10. Regulations on Safety Production in Guangdong Province

The 4th meeting of the 14th Standing Committee of the People's Congress of Guangdong Province revised and passed the "Guangdong Province Safety Production Regulations". The Regulations specify that people's governments at or above the county level should establish special funds for safety production and establish a sound mechanism for assessing safety production responsibilities. In addition, the chemical park implements closed management and should establish a professional emergency rescue team; Catering enterprises that fail to install combustible gas alarm devices will face punishment. The Regulations have improved the reporting and rescue system for production safety accidents, clarifying that production safety accidents shall not be concealed, falsely reported, or delayed, and shall not intentionally damage the accident site or destroy relevant evidence. The Regulations will come into effect on October 1, 2023.

 

11. Management Measures for Qualification Certification Project Parameters of Inspection and Testing Institutions of Guangdong Provincial Market Supervision Administration (Trial)

In order to standardize the parameter management of qualification certification projects for inspection and testing institutions, in accordance with the Metrology Law of the People's Republic of China and its implementation rules, the Product Quality Law of the People's Republic of China, the Certification and Accreditation Regulations of the People's Republic of China, and the Management Measures for Qualification Certification of Inspection and Testing Institutions, and in combination with the actual work of our province, this method is formulated. The term "inspection and testing institutions" referred to in these Measures refers to professional technical organizations established in accordance with relevant standards or technical specifications, utilizing technical conditions such as instruments and equipment, environmental facilities, and professional skills to conduct inspection and testing of products or specific objects specified by laws and regulations. This method will be implemented on October 1, 2023, and is valid for 3 years.

 

12. Beijing Municipal Code for Evaluation of the Operation of Domestic Waste Incineration Plants (DB11/T 2109-2023)

This document specifies the evaluation methods and requirements for the operation of Beijing Municipal Solid Waste Incineration Plant. This document is applicable to the evaluation of new, expanded, and renovated domestic waste incineration plants that have been in commercial operation for more than 1 year. This standard will be implemented from October 1, 2023.

 

13. Shanghai "Aquaculture Tailwater Discharge Standards" (DB 31/1405-2023)

This document specifies the discharge control requirements, monitoring requirements, result determination, implementation and supervision of aquaculture wastewater in Shanghai. This document is applicable to the discharge of tail water from freshwater aquaculture within the city. The document specifies that the aquaculture tail water discharged into all surface water areas within the city shall be subject to unified discharge limits, and the sampling points for aquaculture tail water quality shall be fixed at the discharge outlet position at the tail water treatment end, and graphical signs shall be set up in accordance with relevant regulations. This standard will be implemented from October 1, 2023.

 

14. Regulations on the Approval Procedure for Environmental Impact Reports (Forms) of Construction Projects by the Department of Ecology and Environment of Anhui Province (Trial)

In order to standardize the approval behavior of environmental impact reports (forms) for construction projects, implement the deepening of the "streamlining management and service" reform, optimize the business environment requirements, and protect the legitimate rights and interests of citizens, legal persons, and other organizations, in accordance with the Administrative Licensing Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on the Management of Environmental Protection for Construction Projects, and relevant laws and regulations on ecological environment protection, this regulation is formulated. This method will be implemented on a trial basis starting from October 7, 2023.

 

15. Interim Measures for the Supervision and Management of Social Ecological Environment Monitoring Institutions in Zaozhuang City

In order to further strengthen and improve the ecological environment monitoring work within the jurisdiction of Zaozhuang City, promote the healthy development of environmental monitoring activities, and improve the authority, impartiality, scientificity, and traceability of monitoring data, the Zaozhuang Ecological Environment Bureau and the Zaozhuang Market Supervision and Administration Bureau have studied and formulated the "Interim Measures for the Supervision and Administration of Social Ecological Environment Monitoring Institutions in Zaozhuang City", which will come into effect on October 10, 2023.

 

16. Notice of the Guangzhou Municipal People's Government on the Implementation of National III Emission Standard Diesel Truck Traffic Restriction Management Measures

In order to improve the environmental air quality of our city, effectively reduce high emission vehicle pollution, and promote green development, in accordance with laws and regulations such as the Air Pollution Prevention and Control Law of the People's Republic of China, the Road Traffic Safety Law of the People's Republic of China, the Air Pollution Prevention and Control Regulations of Guangdong Province, and the Ecological Environment Protection Regulations of Guangzhou City, our city has decided to implement the national III emission standard diesel truck traffic restriction management measures. This notice shall come into effect on October 15, 2023, and shall be valid for 5 years.

 

17. Opinions of the Shandong Provincial Department of Ecology and Environment on Deepening the Management of Soil Environment for Construction Land and Providing High Quality Development Services

In order to implement relevant requirements such as the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, the Shandong Province Regulations on the Prevention and Control of Soil Pollution, the 14th Five Year Plan for Soil, Groundwater, and Rural Ecological Environment Protection, and the Accounting Method for Safety Utilization Indicators of Key Construction Land during the 14th Five Year Plan, deepen soil environmental management of construction land, improve the quality of soil pollution investigation reports, and promote the speed and efficiency of safe utilization of construction land, To serve the high-quality development of local areas, the following opinions are proposed. This opinion shall come into effect on October 19, 2023 and shall be valid until October 18, 2026.

 

18. Technical Standards for Testing Ultra Low Energy Buildings in Heilongjiang Province (DB23/T3559-2023)

In order to implement the relevant regulations and policies of the country and Heilongjiang Province to promote ultra-low energy buildings, improve the standard system of ultra-low energy buildings in Heilongjiang Province, and ensure the quality of ultra-low energy building projects in Heilongjiang Province, this document is formulated. This document specifies the basic regulations for the detection of ultra-low energy buildings in Heilongjiang Province, including indoor environment detection, lighting detection, enclosure structure detection, heat recovery fresh air unit detection, renewable energy detection, and estimation of building energy consumption detection. This document is applicable to the detection of ultra-low energy buildings in Heilongjiang Province. This standard will be implemented on October 20, 2023.

 

19. Hainan Province Compulsory Local Standard "Emission Standard of Air Pollutants for Catering Industry" (DB46/613-2023)

In order to strengthen the control and management of air pollutant emissions from the catering industry in Hainan Province, guide and promote technological progress in pollution control of the catering industry, and improve the living environment and atmospheric environment quality, this document is formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Hainan Free Trade Port Law of the People's Republic of China, and the Air Pollution Prevention and Control Regulations of Hainan Province, taking into account the actual situation of Hainan Province. This standard will be implemented on October 31, 2023.
