On November 15, 2023, the UK Secretary of State issued Regulation S I. 2023 No. 1217, Revised the UK Persistent Organic Pollutants (POPs) Regulation (EU) 2019/1021 Appendix I Part A, adding new limit items related to perfluorohexanesulfonic acid (PFHxS), its salts, and PFHxS related compounds (CAS No. 355-46-4, etc.). The revision will take effect on November 16, 2023.
The details are as follows:
Limitations:
Prohibit the production, marketing, and use of perfluorohexanesulfonic acid (PFHxS), its salts, and PFHxS related compounds, whether in themselves or in mixtures or articles, unless:
The sum of concentrations of PFHxS and any of its salts is ≤ 0.025 mg/kg (0.0000025%) by weight, and
The sum of concentrations of all PFHxS related compounds is ≤ 1 mg/kg (0.0001%) by weight.
For the concentrated fire foam mixture to be used or being used to produce other fire foam mixtures, the sum of the concentration of PFHxS, its salt and PFHxS related compounds is ≤ 0.1 mg/kg (0.00001%) (by weight).
Definition:
"Perfluorohexanesulfonic acid (PFHxS), its salts, and PFHxS related compounds" refer to:
Perfluorohexanesulfonic acid, including branched isomers;
Its salts;
It refers to any substance that contains the chemical group C6F13SO2- in its structure and may degrade into PFHxS.
Perfluorohexyl sulfonic acid (PFHxS), its salts and PFHxS related compounds have been found to be used in fire fighting foam, metal coating, textiles, leather and linings, polishing agents and cleaning/detergent, coating, impregnation/protection (for moisture-proof, mildew proof, etc.), electronic products and semiconductors manufacturing and other applications. Other potential applications may include insecticides, flame retardants, paper and packaging, petroleum industry, and hydraulic oil.
