1、 Definition
1. Standard status
It refers to the state when the temperature is 273K and the pressure is 101 325Pa. All standard values specified in this standard are based on dry air under standard conditions
2. Unorganized emission
It refers to the irregular discharge of atmospheric pollutants without passing through the exhaust funnel. The emission of low exhaust funnel belongs to organized emission, but under certain conditions, it can also cause the same consequences as unorganized emission. Therefore, during the implementation of the "concentration limit for unorganized emission monitoring" index, the increase of pollutant concentration at the monitoring point caused by the low exhaust funnel will not be deducted.
3. Monitoring point of unorganized emission
In accordance with the provisions of Appendix C of the Integrated Emission Standard of Air Pollutants (GB 16297-1996), the monitoring points are set up to determine whether the fugitive emission exceeds the standard.
4. Monitoring concentration limit of unorganized emission
It refers to the limit that the average concentration of pollutants at the monitoring point in any hour shall not exceed.
5. Pollution source
It refers to the facilities that discharge air pollutants or the building structures (such as workshops) that discharge air pollutants.
6. Unit perimeter
It refers to the boundary between the unit and the external environment. Generally, the boundary shall be determined according to legal procedures; If there is no legal procedure, it shall be determined according to the current actual boundary.
7. Unorganized emission sources
It refers to facilities with unorganized emission in the open air environment, or refers to building structures with unorganized emission (such as workshops, work sheds, etc.).
2、 Sampling of unorganized emission monitoring points
1. Sampling for monitoring of unorganized emission monitoring points and reference points generally adopts the average value of continuous 1-hour sampler;
2. If the concentration is low, the sampling time can be appropriately extended if necessary;
3. If the analytical method has high sensitivity and only needs to collect samples for a short time, equal time interval sampling shall be carried out to collect the average value of 4 samples.
3、 Distribution of unorganized emission monitoring points
1. Setting method of unit perimeter monitoring points
(1) Setting principle of unit perimeter monitoring points
a. Generally, it should be set within 10m outside the unit perimeter in the downwind direction of the emission source. However, if the site conditions do not allow (for example, the perimeter is distributed along the river bank), the monitoring point can be moved to the inside of the perimeter.
b. The monitoring point shall be set at the highest concentration point of the perimeter.
c. If it is estimated that the maximum ground concentration area of unorganized emission exceeds 10m, the monitoring point shall be set in this area.
d. In order to determine the highest concentration point, up to 4 actual monitoring points can be set.
e. The set point height ranges from 1.5m to 15m.
(2) Schematic Diagram of Point Setting
a. When there is obvious wind direction and speed, the points can be set according to Figure C1.
b. When there is no obvious wind direction and speed, 4 points can be set at the highest possible concentration according to the situation.
c. The measured results from four monitoring points are calculated based on the highest concentration point among them.
2. The method of setting reference points and monitoring points respectively in the upwind and downwind directions of the emission source.
(1) The following points are the principles that must be followed:
a. The reference point shall be set in the upwind direction of the unorganized emission source, and the monitoring point shall be set in the downwind direction.
b. The monitoring point shall be set at the highest concentration point in the downwind direction of the emission source, which is not limited by the unit perimeter.
c. In order to determine the highest concentration point, a maximum of 4 monitoring points can be set.
d. The reference point shall not be affected by the measured unorganized emission source and can represent the background concentration of the monitoring point. Only one reference point is set
e. The nearest distance between monitoring point and reference point and unorganized emission shall not be less than 2m.
(2) When there is obvious wind direction and speed, C2 can be referred to.
(3) The value is calculated by the difference between the measured value of the highest concentration point in the four monitoring points and the concentration of the reference point.
4、 Distribution of unorganized emission monitoring points in cement enterprises
The reference point shall be set at the upwind direction and the monitoring point shall be set at the downwind direction 20 m outside the plant boundary for particulate matters.
The ammonia monitoring point is set at the highest concentration point within 10m outside the plant boundary in the downwind direction.
5、 Monitoring points for unorganized emission of industrial furnaces
Unorganized emission from industrial furnaces: refers to the leakage of smoke, productive dust and harmful pollutants that do not pass through chimneys or exhaust systems.
The monitoring points for unorganized emission of smoke and dust and productive dust are set at the door and window outlets of the plant where the industrial furnace is located, and the maximum concentration is selected; If the industrial furnace is set in the open air (or with a roof but without a wall), the monitoring point should be selected at any point 5m away from the smoke (powder) dust emission source and 1.5m at the lowest height. The continuous acquisition time of each monitoring point is 1~4h/time, and the total sampling time is 4h; Select the maximum concentration value of 1h mean value at the monitoring point.
6、 Monitoring points for unorganized emission of coke oven
The sampling points for the unorganized emission from the top of conventional mechanical coke oven and heat recovery coke oven shall be set at 1/3 and 2/3 of the top coal charging tower, the end machine side of the coke oven and both sides of the coke side; A measuring point shall be set on the top of single furnace for semi coke carbonization furnace. Sampling shall be carried out under normal working conditions. The monitoring frequency of particulate matter, B [a] p and benzene soluble matter shall be 3 times a day, and each time shall be continuously sampled for 4 hours; The monitoring frequency of hydrogen sulfide and ammonia is 3 times a day for 30 minutes each time. The monitoring results of the top of mechanical coke oven and heat recovery coke oven are calculated as the highest value of the measured points.
7、 Monitoring points for unorganized emission of odor pollutants
Unorganized emission source refers to the emission source without exhaust funnel or with exhaust funnel height less than 15m.
The unorganized emission monitoring points of odor pollutants are arranged at the downwind side of the factory boundary or the boundary line of the odor direction.
The continuous emission source shall be sampled once every 2h, 4 times in total, and the maximum measured value shall be taken;
The interval emission source shall be sampled within the maximum odor time, and the sample shall be collected at least three times, and the maximum measured value shall be taken;
For the monitoring of water areas (including oceans, rivers, lakes, drainage ditches and canals), the bank shall be taken as the boundary line of the plant, and the setting of sampling points and sampling frequency shall be the same as those for the monitoring of unorganized emission sources
