Notes on Filling in Annual Executive Report
01. Submission object
Polluting units that have been licensed for more than 3 months in 2023 (the first time the license is issued is before October 1, 2023, and the first time the permit is applied for by the polluting unit).

Before January 15, 2024.
03. Submission method
Log in to the National Pollutant Discharge License Management Information Platform:（ http://permit.mee.gov.cn/ ）Click the "Execution Report" and "Annual Report" buttons in sequence, select "2023" for the year, and complete the filling and submission of the 2023 annual execution report.
04. Submission Content
According to Article 22 of the Regulations on the Administration of Pollutant Discharge Permits, pollutant discharge units shall submit a report on the implementation of pollutant discharge permits to the approval department in accordance with the content, frequency, and time requirements stipulated in the pollutant discharge permit, truthfully reporting the behavior, concentration, and amount of pollutant discharge. If production is suspended during the validity period of the pollution discharge permit, the polluting unit shall truthfully report the changes in pollutant emissions and explain the reasons in the implementation report of the pollution discharge permit.
05. Legal Liability
Article 37 of the Regulations on the Administration of Pollutant Discharge Permits stipulates that if a pollutant discharge unit violates the provisions of this Regulation and commits one of the following behaviors, the ecological environment department shall order it to make corrections and impose a fine of not less than 5000 yuan but not more than 20000 yuan each time; If there are other provisions in the law, they shall prevail:
（1） Failure to establish an environmental management ledger system, or failure to record in accordance with the provisions of the pollution discharge permit;
（2） Failure to truthfully record the operation of major production facilities and pollution prevention and control facilities, as well as the concentration and amount of pollutant emissions;
（3） Failure to submit a pollution discharge permit execution report in accordance with the regulations of the pollution discharge permit;
（4） Failure to truthfully report pollutant emission behavior or pollutant emission concentration and amount.
Frequently Asked Questions for Annual Executive Reports
01. What if the system lags and cannot be filled in?
Suggest staggered reporting, early reporting, or replacing networks, browsers, computer devices, etc. Based on previous years of reporting experience, serious system congestion, prolonged lack of response, and data loss often occur during reporting. To avoid similar problems, pollution discharge units are advised to carry out reporting work in advance or try to staggered reporting work during non working hours to avoid missing the specified time.
02. What if there is no self monitoring data?
Please contact professional organizations as soon as possible to carry out self monitoring! Attention: The self monitoring period is calculated based on natural years, not from the date of certification. Each unit must compare the self monitoring requirements (factor+frequency) with the copies one by one to ensure they are fully implemented.

04. Do you want to upload the attachment?
Yes! Upload self monitoring point maps, actual emission calculation processes, self monitoring reports, and other relevant supporting materials.
What should I do if the content of the annual report is different from the actual situation?
Check if there are any errors in the content of the pollution discharge permit. If the permit does not match the actual situation, you should immediately apply to the management department for a change in the permit or reapply for a new permit.
06. What should I do if I fill it out?
Don't rush to submit yet. Conduct an internal audit of the company to check for any logical issues or incomplete information. The paper version of the execution report should be signed and stamped by the legal representative or main person in charge of the pollutant discharge unit before being kept for inspection. If any issues are found in the report after submission, you can proactively contact the management department to return and modify it. Otherwise, it will be treated as a problem in accordance with the law and regulations.
07. Is it necessary to fill in the report for production stoppage?
Yes! If production is suspended during the validity period of the pollution discharge permit, the pollutant discharge unit shall truthfully report the changes in pollutant emissions and explain the reasons in the execution report.
