Notes on Filling in Annual Executive Report
01. Submission object
Polluting units that have been licensed for more than 3 months in 2023 (the first time the license is issued is before October 1, 2023, and the first time the permit is applied for by the polluting unit).

04. Submission Content
According to Article 22 of the Regulations on the Administration of Pollutant Discharge Permits, pollutant discharge units shall submit a report on the implementation of pollutant discharge permits to the approval department in accordance with the content, frequency, and time requirements stipulated in the pollutant discharge permit, truthfully reporting the behavior, concentration, and amount of pollutant discharge. If production is suspended during the validity period of the pollution discharge permit, the polluting unit shall truthfully report the changes in pollutant emissions and explain the reasons in the implementation report of the pollution discharge permit.
05. Legal Liability
Article 37 of the Regulations on the Administration of Pollutant Discharge Permits stipulates that if a pollutant discharge unit violates the provisions of this Regulation and commits one of the following behaviors, the ecological environment department shall order it to make corrections and impose a fine of not less than 5000 yuan but not more than 20000 yuan each time; If there are other provisions in the law, they shall prevail:
(1) Failure to establish an environmental management ledger system, or failure to record in accordance with the provisions of the pollution discharge permit;
(2) Failure to truthfully record the operation of major production facilities and pollution prevention and control facilities, as well as the concentration and amount of pollutant emissions;
(3) Failure to submit a pollution discharge permit execution report in accordance with the regulations of the pollution discharge permit;
(4) Failure to truthfully report pollutant emission behavior or pollutant emission concentration and amount.

Don't rush to submit yet. Conduct an internal audit of the company to check for any logical issues or incomplete information. The paper version of the execution report should be signed and stamped by the legal representative or main person in charge of the pollutant discharge unit before being kept for inspection. If any issues are found in the report after submission, you can proactively contact the management department to return and modify it. Otherwise, it will be treated as a problem in accordance with the law and regulations.
07. Is it necessary to fill in the report for production stoppage?
Yes! If production is suspended during the validity period of the pollution discharge permit, the pollutant discharge unit shall truthfully report the changes in pollutant emissions and explain the reasons in the execution report.
