On January 25, 2024, the National Certification and Accreditation Administration issued the No. 3 adjustment of the applicable standards for the testing methods of the qualified assessment system for the restricted use of harmful substances in electrical and electronic products in 2024, involving a total of 8 series of standards. Starting from March 1, 2024, the testing methods for the qualified assessment activities for the restricted use of harmful substances in electrical and electronic products will be carried out in accordance with the GB/T 39560 series standards.

The main content of the announcement is as follows:

In order to maintain consistency with the international standards for the detection of harmful substances in electrical and electronic products, facilitate the industrial chain and supply chain, and facilitate service trade, it is decided to adjust the testing method standard of the qualified assessment system for the restricted use of harmful substances in electrical and electronic products from GB/T 26125 "Determination of Six Restricted Substances in Electronic and Electrical Products (Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated Biphenyls, and Polybrominated Diphenyl Ethers)" to GB/T 39560.1; GB/T39560.2; GB/T39560.301; GB/T39560.4; GB/T39560.5; GB/T39560.6; GB/T39560.701; GB/T 39560.702

There are a total of 8 series of standards for the determination of certain substances in electronic and electrical products (hereinafter referred to as GB/T 39560 series standards). The relevant requirements are hereby announced as follows:

Starting from March 1, 2024, the testing methods for the qualification assessment of hazardous substances in electrical and electronic products shall be carried out in accordance with the GB/T 39560 series standards.

Before March 1, 2024, for those who have completed the qualification assessment in accordance with GB/T 26125, standard conversion shall be completed through natural transition methods such as certificate renewal and product changes upon expiration.

Products that have already been manufactured or imported before March 1, 2024 do not require standard conversion.

Regulatory background

As early as March 14, 2022, the Working Group on Pollution Prevention and Control Standards for Electrical and Electronic Products of the Ministry of Industry and Information Technology held a video conference to deepen the management of harmful substances in electrical and electronic products. The conference proposed that the next step of China's RoHS work plan will be from four aspects: updating detection methods, adjusting labeling requirements, upgrading restricted substances, and implementing regulatory management.

This announcement officially determines the specific execution time for the update of the detection method.
