six national standards of the Ministry of Ecology and Environment will be implemented

Recently, the Ministry of Ecology and Environment approved the release of six national ecological and environmental standards, including the Technical Specification for Receiver Model Method Based on Manual Monitoring for Source Analysis of Environmental Air Particles. These 6 standards will be implemented from May 1, 2024.

01 "Technical Specification for Receiver Model Method Based on Manual Monitoring for Source Analysis of Environmental Air Particles" (HJ 1351-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, strengthen the prevention and control of air pollution, protect and improve the ecological environment, ensure human health, and standardize the source analysis of environmental air particulate matter based on manual monitoring using the receptor model method, this standard is formulated. This standard belongs to one of the series of standards for source apportionment of ambient air particulate matter, which specifies the receptor model method for source apportionment of ambient air particulate matter based on manual monitoring. Appendix A to Appendix D of this standard are informative appendices. This standard is first published. This standard will be implemented from May 1st.
 

02 "Technical Specification for Data Processing and Inspection of Receiver Model Method Based on Manual Monitoring for Source Analysis of Environmental Air Particles" (HJ 1352-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, strengthen the prevention and control of air pollution, protect and improve the ecological environment, ensure human health, and standardize the source analysis of environmental air particulate matter based on manual monitoring using the receptor model method, this standard is formulated. This standard belongs to one of the series of standards for source apportionment of ambient air particulate matter, which specifies the processing and inspection of monitoring data in the source apportionment of ambient air particulate matter based on manual monitoring and using the receptor model method. This standard is first published. This standard will be implemented from May 1st.

03 "Technical Guidelines for Calculation of Positive Definite Matrix Factorization Models for Source Analysis of Environmental Air Particles" (HJ 1353-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, strengthen the prevention and control of air pollution, protect and improve the ecological environment, ensure human health, and standardize the calculation of positive definite matrix factorization (PMF) models in the source analysis of environmental air particulate matter, this standard is formulated. This standard belongs to the series of standards for source apportionment of particulate matter in ambient air, and specifies the calculation method of PMF model. Appendix A and Appendix B of this standard are informative appendices. This standard is first published. This standard will be implemented from May 1st.

04 "Technical Guidelines for Calculation of Chemical Mass Balance Models for Source Analysis of Environmental Air Particles" (HJ 1354-2024)

This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, strengthen the prevention and control of air pollution, protect and improve the ecological environment, ensure human health, and standardize the calculation of chemical mass balance (CMB) models in the source apportionment of environmental air particulate matter. This standard belongs to the series of standards for source apportionment of particulate matter in ambient air, and specifies the calculation method of the CMB model. Appendix A to Appendix D of this standard are informative appendices. This standard is first published. This standard will be implemented from May 1st.

05 "Design Requirements for Spent Fuel Transport Containers" (HJ 1355-2024)

In order to implement the Environmental Protection Law of the People's Republic of China, the Law on the Prevention and Control of Radioactive Pollution of the People's Republic of China, the Nuclear Safety Law of the People's Republic of China, and the Regulations on the Safety Management of Transport of Radioactive Materials, prevent and control radioactive pollution, ensure human health, protect the ecological environment, and regulate the design activities of spent fuel transport containers, this standard is formulated. This standard is developed based on the "Regulations on the Safe Transport of Radioactive Materials" (GB 11806-2019) and with reference to domestic and international guidelines for the safe transport of radioactive materials such as the "Regulations on the Safe Transport of Radioactive Materials" (IAEA SSR-6). It specifies the design criteria and requirements for spent fuel transport containers, including material requirements, structural design requirements, thermal design requirements, containment design requirements, shielding design requirements, critical safety design requirements, and manufacturing requirements. Appendix A of this standard is an informative appendix. This standard is first published. This standard will be implemented from May 1st.

06 "Technical Specification for Remote Sensing Investigation of Ecological Environment Protection Law

Enforcement and Supervision in Drinking Water Source Areas" (HJ 1356-2024)
In order to implement the Environmental Protection Law of the People's Republic of China and the Water Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, improve the quality of the ecological environment, standardize and guide the remote sensing investigation work of ecological environment protection law enforcement and supervision in drinking water source areas, this standard is formulated. This standard specifies the workflow, data preparation, remote sensing interpretation, clue screening, clue generation, and result archiving requirements for remote sensing investigations of ecological environment protection law enforcement and supervision in drinking water source areas using remote sensing technologies such as satellites and drones. Appendix A of this standard is a normative appendix, and Appendix B to Appendix E are informative appendices. This standard is first published. This standard will be implemented from May 1st.
