The Ministry of Ecology and Environment has reviewed and approved three national ecological environmental standards, including the Guiding Opinions on Further Promoting Rural Domestic Sewage Treatment, the Guidelines for Rural Black and Odor Water Treatment, the Technical Specifications for Pollution Control of Waste Sulfuric Acid Utilization and Disposal, and the Safety and Protection of Radioactive Logging Radiation Eight national ecological environment monitoring standards, including the "Technical Specification for Continuous Automatic Monitoring of Organic Carbon and Elemental Carbon in Environmental Air Particles (PM2.5)".

On November 21st, Minister of Ecology and Environment Huang Runqiu presided over a ministerial executive meeting, which reviewed and approved in principle the "Guiding Opinions on Further Promoting Rural Domestic Sewage Treatment" (hereinafter referred to as the "Guiding Opinions"), the "Guidelines for the Treatment of Rural Black and Odor Water Bodies" (hereinafter referred to as the "Guidelines"), and the "Technical Specifications for Pollution Control of Waste Sulfuric Acid Utilization and Disposal" (hereinafter referred to as the "Technical Specifications") Three national ecological environmental standards, including "Radiation Safety and Protection for Radioactive Logging", and eight national ecological environmental monitoring standards, including "Technical Specification for Continuous Automatic Monitoring of Organic Carbon and Elemental Carbon in Environmental Air Particles (PM2.5)".

The treatment of rural domestic sewage is an important part of rural living environment improvement and an important measure to implement the rural revitalization strategy. It is of great significance for deepening the battle against agricultural and rural pollution control and promoting the construction of beautiful rural areas. We need to learn and apply the experience of the "Ten Million Project", deeply plan and promote rural domestic sewage treatment work, increase governance and supervision efforts, and focus on improving the level of rural domestic sewage treatment. We must adhere to adapting measures to local conditions and implementing policies according to different categories, prioritize the use of technically feasible and economically reasonable governance models, firmly oppose formalism, and do not pursue a "one size fits all" approach. We need to strengthen the training and promotion of the Guiding Opinions, provide policy interpretation and guidance, and use methods such as law enforcement monitoring and normalized research and evaluation to supervise and guide local governments to do a solid job and achieve results.

Eliminating black and odorous water bodies in rural areas is of great significance in solving prominent ecological environmental problems at the doorstep of the people, improving the quality of rural living environment, and enhancing the people's sense of ecological environment acquisition. The "Guidelines" clarify the workflow and requirements from aspects such as identification, investigation, inventory preparation, cause analysis, governance, effectiveness acceptance, and establishment of long-term management and protection mechanisms for black and odorous water bodies, which is conducive to systematic, standardized, and solid promotion of rural black and odorous water body governance. After the issuance of the "Guidelines", it is necessary to strengthen policy promotion and interpretation, provide personnel training and technical guidance through multiple channels, strengthen tracking and evaluation, and urge and promote local improvement of long-term management and protection mechanisms. We need to coordinate and promote the comprehensive and systematic treatment of rural black and odorous water bodies, rural domestic sewage, and agricultural non-point source pollution, effectively consolidate and improve the effectiveness of rural black and odorous water body treatment, and ensure the overall improvement of rural water ecological environment.

Establishing a sound environmental management standard system for hazardous waste is an important measure to implement the spirit of the National Ecological Environment Protection Conference and strictly prevent and control environmental risks. The "Technical Specifications" clarify the requirements for pollution control throughout the entire process of waste sulfuric acid utilization and disposal, which plays an important role in promoting the improvement of hazardous waste environmental risk prevention and control capabilities and environmental management level. We should focus on the implementation of the Technical Specifications and departmental collaboration, and fully leverage their important technical support role in environmental impact assessment, emission permits, and business license issuance for hazardous waste related construction projects. We need to strengthen guidance and assistance for enterprises, promote the resource utilization and proper disposal of waste sulfuric acid, and promote the improvement of the ability and level of hazardous waste utilization and disposal in enterprises.

Three national ecological environmental standards (hereinafter referred to as "the three standards"), including "Radiation Safety and Protection in Radioactive Logging", "Technical Specification for Acceptance of Environmental Protection Facilities after Construction Projects", "Nuclear Technology Utilization", and "Regional Electromagnetic Environment Investigation and Evaluation Methods (Trial)", respectively stipulate the radiation safety and protection requirements in radioactive logging work, and standardize the radiation safety management procedures and contents of nuclear technology utilization projects, The methods and requirements for regional electromagnetic environment investigation and assessment have been clarified, and the national ecological environment standard system has been further improved, which is of great significance for strengthening the prevention and control of radioactive pollution. We need to strengthen the promotion and interpretation of the "three standards", provide comprehensive policy training and technical guidance, further consolidate the main responsibilities of relevant units, implement various measures for ecological environment protection, ensure the stable, effective, and reliable operation of environmental facilities, and ensure the safety of the radiation environment.
