Recently, the "Methane Emission Control Action Plan" (hereinafter referred to as the "Methane Plan") has been approved by the State Council and publicly released by the Ministry of Ecology and Environment in collaboration with relevant departments. The "Methane Plan" is the top-level design document for methane emission management and control in China.

 

Methane, as the second largest greenhouse gas in the world, has high warming potential and short lifespan, mainly sourced from fields such as coal, oil and gas production, agriculture, and waste treatment. China attaches great importance to methane emission control work, and the "China National Plan to Combat Climate Change" formulated in 2007 proposed requirements for controlling methane emissions; The work plans for controlling greenhouse gas emissions during the 12th and 13th Five Year Plans both propose measures to control non carbon dioxide greenhouse gases such as methane; The "14th Five Year Plan" and the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" all require methane control.

 

The preparation and release of the "Methane Plan" is an important measure to implement the decisions and deployments of the Party Central Committee and the State Council. It is an inherent requirement for promoting high-quality development in China and promoting coordinated efficiency in pollution reduction and carbon reduction. It is China's independent action to actively respond to climate change and also a positive contribution to global climate governance.

 

Next, we will organize the implementation of the "Methane Plan", continuously consolidate basic capabilities, strengthen methane emission management and control, handle the relationship between methane control and energy security, food security, industrial chain supply chain security, and ensuring people's lives, actively promote the implementation of methane control tasks and measures in key areas, promote carbon reduction, pollution reduction, green expansion, and growth, and make China's contribution to actively responding to global climate change.

 

 

 

Methane Emission Control Action Plan

In order to implement the "14th Five Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the Long Range Goals for 2035", the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", implement the national strategy of actively responding to climate change, strengthen the coordination between air pollution prevention and control and methane emission control, and scientifically, reasonably, and orderly control methane emissions, Develop this action plan.

 

1、 Facing the situation

Methane is the second largest greenhouse gas in the world, with high warming potential and short lifespan. Actively, steadily, and orderly controlling methane emissions combines the climate benefits of slowing down global temperature rise, the economic benefits of energy resource utilization, the environmental benefits of collaborative pollutant control, and the safety benefits of reducing production accidents. In recent years, China has achieved certain results in the utilization of methane resources, but methane emission control still faces problems such as weak statistical monitoring foundation and incomplete regulatory and standard system. Technical and management capabilities urgently need to be improved, and more powerful measures need to be taken to effectively improve the basic capabilities of methane emission statistical accounting, monitoring and supervision, and comprehensively and orderly promote methane emission control work, Actively participate in global governance to address climate change.

 

2、 Overall requirements
(1) Guiding ideology.   Guided by the comprehensive green transformation of economic and social development, with the consolidation of basic capabilities as the key, and with efficient utilization, technological innovation, and collaborative control as the means, we will accelerate the formation of a methane emission regulatory system, promote pollution reduction, carbon reduction, and synergy, and effectively control methane emissions in an orderly and effective manner.
(2) Working principles.
Adhere to overall planning and coordination. Adhere to a systematic concept, strengthen resource utilization and source control, and strengthen collaborative governance for pollution reduction and carbon reduction. Plan as a whole, take multiple measures simultaneously, and work together to create a new situation for comprehensive control of methane emissions.
Persist in consolidating the foundation. Based on the construction of laws and regulations, guided by technological innovation and application, and guaranteed by the construction of statistical accounting, monitoring and supervision capabilities, we will consolidate the foundation of methane emission control.
Adhere to the implementation of classified policies. Following the scientific laws of methane emission management, taking into account the characteristics and differences of different fields and regions, implementing classified policies, conducting pilot explorations, and solidly promoting methane emission control.
Adhere to stability and order. Fully consider the actual capabilities of the relevant industry, reasonably set work goals and tasks, scientifically identify key and difficult work points, adhere to a gradual and easy to difficult work rhythm, and achieve strong, orderly and effective progress.
Persist in risk prevention. Strengthen risk awareness, adhere to bottom line thinking, start from the actual situation of China, handle the relationship between methane emission control and energy security, food security, industrial chain supply chain security, and safe production, and prevent and resolve various major risks.

(3) Main objectives.
During the 14th Five Year Plan period, policies, technologies, and standard systems for methane emission control were gradually established, and basic capabilities such as methane emission statistics, accounting, monitoring, and regulation were effectively improved. Positive progress was made in the utilization of methane resources and emission control work. The methane emission intensity of agricultural products from planting and aquaculture units has steadily decreased, and the utilization rate of urban domestic waste resources and the harmless disposal rate of urban sludge in China have continued to improve.
During the 15th Five Year Plan period, the methane emission control policy, technology, and standard system were further improved, and the basic capabilities of methane emission statistics, accounting, monitoring, and supervision were significantly improved. The methane emission control and management capabilities were effectively improved. The utilization level of coal mine gas has further improved, and the methane emission intensity of agricultural products from planting and breeding units has further decreased. Afterwards, the oil and gas extraction industry strives to gradually achieve zero conventional torches for onshore oil and gas extraction.

 

3、 Key Tasks
(1) Strengthen the construction of methane emission monitoring, accounting, reporting, and verification systems.
1. Strengthen methane emission monitoring. Exploring pilot projects for methane emission monitoring and promoting methane emission source monitoring in key areas. Based on the characteristics of methane emissions in China, we will carry out methane environmental concentration monitoring under the existing ecological environment monitoring system, and gradually establish a sky ground integrated methane monitoring system that includes ground monitoring, drones, and satellite remote sensing.
2. Research and establish a methane emission accounting, reporting, and verification system. Research and promote the establishment of a methane emission accounting and reporting system for key industry enterprises, and promote regular reporting of methane emission data from large emission sources such as coal mines, oil and gas fields, aquaculture farms, landfill sites, and sewage treatment plants. In conjunction with the preparation of national and provincial greenhouse gas inventories, we will gradually achieve normalized accounting of methane emissions. Organize data verification, spot checks, and on-site inspections to steadily improve the quality of methane emission data.
3. Improve the information management level of methane emission data. Promote the construction of a comprehensive management system for greenhouse gas emission data, strengthen the integration of methane emission data collection, analysis, and utilization information, and promote cross departmental data sharing. Explore and carry out research on atmospheric methane concentration inversion emission models, and strengthen the verification of inversion data against accounting data.

(2) Promote methane emission control in the energy sector.
4. Strengthen the comprehensive utilization of methane. Promote the control of methane emissions from oil and gas field venting, encourage enterprises to carry out recycling and utilization of associated gas and venting air according to local conditions. If it cannot be recycled or is difficult to recycle, it should be vented after combustion. Encourage and guide coal enterprises to increase the utilization of coal mine gas extraction. By 2025, the annual utilization of coal mine gas will reach 6 billion cubic meters; By 2030, the associated gas gathering rate of the oil field will reach the international advanced level.
5. Promote the application of leak detection and repair technology. Explore the gradual improvement of the technical specification system for leak detection and repair in the oil and gas field, and promote the normalized application of leak detection and repair throughout the entire industrial chain. Strengthen the research and application of advanced maintenance and repair technologies and equipment for pipelines, effectively improving the ability to control methane leakage.
6. Promote the gradual reduction of conventional flares in the oil and gas system. Optimize the construction and management of surface engineering in oil and gas fields, and reduce the natural gas combustion in the flare system. Scientifically plan and design new oil and gas operation projects, while ensuring production safety, strive to gradually reduce the discharge of conventional torches.

(3) Promote methane emission control in the agricultural sector.
7. Promote the resource utilization of livestock and poultry manure. Focusing on large-scale livestock and poultry farms, we will improve the storage and treatment facilities and equipment of livestock and poultry manure, promote technologies such as closed treatment of manure, gas collection and utilization, or treatment, establish a ledger for the resource utilization of manure, explore the implementation of nutrient balance management of livestock and poultry manure, and improve the level of livestock and poultry manure treatment and resource utilization. Developing rural biogas according to local conditions, encouraging the construction of large-scale biogas/bio natural gas projects in areas with conditions, exploring incentive and constraint mechanisms for the terminal utilization of biogas/bio natural gas, and promoting the application of biogas centralized gas supply and heating, power generation and grid connection, as well as the integration of bio natural gas vehicles or gas pipelines. By 2025, the comprehensive utilization rate of livestock and poultry manure will reach over 80%, and by 2030, it will reach over 85%. 
8. Scientific control of methane emissions from intestinal fermentation. Focusing on large-scale livestock and poultry farms, breeding and promoting high yield and low emission livestock and poultry varieties, promoting low protein diets, whole plant silage and other technologies, reasonably using feed additives based on plant extracts, probiotics, and multifunctional nutrient licking bricks, improving livestock and poultry feeding management, implementing precise feeding, exploring high yield and low emission technology models, and guiding the reduction of intestinal methane emissions per unit of livestock products. 
9. Promote orderly control of methane emissions from rice fields. Focusing on the main rice producing areas, we will strengthen water management in rice fields, promote water-saving irrigation techniques in rice fields according to local conditions, shorten anaerobic environment time in rice fields, and reduce methane production and emissions per unit of rice. Improve fertilization management in rice fields and promote the return of organic fertilizers to the field. Breeding and promoting high-yield, high-quality, water-saving and drought resistant rice varieties, demonstrating key technologies such as aerobic cultivation, and forming a high-yield and low emission rice planting model.

(4) Strengthen methane emission control for garbage and sewage treatment.
10. Promote methane emission control in waste treatment. Promote the reduction, classification, recycling, and resource utilization of domestic waste at the source, and improve the resource utilization system of urban domestic waste. Promote the construction of kitchen waste treatment facilities in an orderly manner. Strengthen the comprehensive renovation of domestic waste landfills and improve the level of landfill gas recycling and utilization. By 2025, the resource utilization rate of urban domestic waste in China will reach around 60%.
11. Strengthen the collection and utilization of methane in the field of sewage treatment. Comprehensively improve the efficiency of urban domestic sewage collection and treatment, and steadily improve the level of harmless and resource utilization of sludge. Encourage conditional sewage treatment projects to use anaerobic digestion of sludge and other methods to generate biogas, and strengthen recycling and utilization. By 2025, the harmless disposal rate of urban sludge will reach over 90%.

(5) Strengthen the collaborative control of pollutants and methane.
12. Strengthen collaborative control measures between pollutants and methane. Fully utilize existing ecological environmental regulations, standards, and policies to build a governance system that integrates pollutant reduction and methane emission control. Strengthen the collaborative control of volatile organic compounds and methane, and properly dispose of methane containing combustible gases generated in industrial production. Promote the collaborative control of odor pollutants and methane in landfill sites. Encourage industries with high organic content and good biodegradability in wastewater to negotiate with urban sewage treatment plants on the concentration of water pollutants in accordance with the law and regulations, in order to reduce methane production. Promote the improvement of power system technology for motor vehicles and ships, and achieve coordinated control of pollutants and methane. By 2025, the collaborative control capabilities of pollution control and methane emissions will significantly improve.
13. Optimize the collaborative governance technology route. Develop technical guidelines for the coordinated control of pollutants and methane in key areas. Promote the use of integrated control technologies in the field of oil and gas extraction, such as hydrocarbon vapor recovery and utilization, closed operation transformation, and safe oxidation and combustion. Promote the separation of solid and liquid from livestock and poultry manure, separate quality treatment, and deep application of returning to the field treatment processes. Promote the use of high concentration organic industrial wastewater efficient methane production technology and supporting efficient treatment technologies.

(6) Strengthen technological innovation and methane emission control regulation. 
14. Strengthen key technological innovation. Strengthen research on the characteristics and laws of methane emissions in different fields, continue to carry out research and innovation in key technologies such as resource utilization, high-yield and low-emission breeding, and monitoring, strengthen the construction of methane emission control technology demonstration projects, incorporate methane emission control related technologies into the national key low-carbon technology catalog, and accelerate the integration and industrialization of methane emission control equipment and technology in key fields, Deploy and construct a batch of national key R&D innovation projects and major projects. 
15. Strengthen methane emission control and supervision. We will comprehensively implement standards such as coal mine gas emission limits, pollution control for domestic waste landfills, and pollutant emissions from urban sewage treatment plants, strengthen the quality supervision of methane emission data, and explore the use of satellite remote sensing and other technologies to carry out methane abnormal emission supervision. Ensure funding for methane emission regulation and continuously enhance professional regulatory capabilities. 

(7) Accelerate the construction of a regulatory and standard policy system.
16. Strengthen the construction of regulations and systems. Improve methane emission control regulations and systems. Timely promote the revision of coal mine safety related regulations and standards. Research and introduce regulations and systems related to the reduction of organic waste at the source and efficient resource utilization.
17. Establish and improve a technical standard system. Further improve the methane emission standards for coal mine gas and oil gas methane leakage in a timely manner, and strictly control methane emission requirements. Develop technical specifications for methane emission control in rice, livestock and poultry breeding, and waste resource utilization. Develop and revise technical specifications for monitoring, accounting, reporting, and verification of methane emissions, improve the accounting methods for greenhouse gas emissions reduction in methane utilization projects, and timely update default emission factors. 
18. Innovate and improve economic incentive policies. Promote the inclusion of projects with methane emission reduction benefits in the ecological environment oriented development project library. Explore and study methane emission reduction incentive and subsidy policies in the main production areas of ruminant animal breeding and rice cultivation. Improve the voluntary greenhouse gas emission reduction trading mechanism, and support eligible methane utilization and emission reduction projects to carry out voluntary greenhouse gas emission reduction trading. Encourage climate investment and financing for methane emission control engineering projects. 

(8) Strengthen global methane governance and cooperation.
19. Actively participate in global methane governance. Adhere to multilateralism, adhere to the principles of common but differentiated responsibilities, fairness, and respective capabilities, and actively and constructively participate in global methane governance.
20. Conduct global methane exchange and cooperation. Through South South cooperation on climate change, the "the Belt and Road" International Alliance for Green Development and other platforms, we will jointly promote global methane exchange and cooperation. Participate in dialogue and cooperation on methane low emission technologies, equipment, and product certification standards.

 

4、 Organizational implementation
(1) Strengthen overall coordination. The Ministry of Ecology and Environment, in conjunction with relevant departments, establishes a coordination and cooperation mechanism, organizes the implementation of methane emission control action plans, and coordinates the resolution of major problems encountered during implementation. Fully leverage the role of industry associations and other social organizations to urge enterprises to consciously fulfill their social responsibilities.
(2) Strengthen the implementation of responsibilities. All relevant departments, key industries, and enterprises in various regions should fully understand the importance of methane emission control, steadily and orderly carry out methane emission control work, clarify the division of tasks, and ensure that all key measures are implemented and effective.
(3) Strengthen publicity and training. Popularize knowledge related to the preparation of methane emission inventories, and provide training on the establishment of methane emission monitoring, accounting, reporting, and verification systems, as well as pollutant and methane control. Guide enterprises, universities, and research institutions to carry out industry university research cooperation, and cultivate a group of technical talents in energy, agriculture, and waste methane emission control. Strengthen the promotion of climate, economic, environmental, and safety benefits for methane emission control. Promote typical experience and practices in methane emission control.
(4) Improve evaluation and supervision. The Ministry of Ecology and Environment, together with relevant departments, will strengthen the tracking, scheduling and analysis of the implementation of action plans, and regularly schedule the progress of implementing methane emission control targets.
