1. Measures for the Administration of Pollutant Discharge Permits
In order to standardize the management of pollutant discharge permits, this method is formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, special pollution prevention and control laws on air, water, solid waste, soil, noise, etc., as well as the Regulations on the Management of Pollutant Discharge Permits. The application, approval, execution, and supervision and management related to pollutant discharge permits shall be governed by these Measures. This method shall come into effect on July 1, 2024.

 

2. Technical Guidelines for Environmental Impact Assessment of Greenhouse Gas Emissions from Construction Projects in the Thermal Power Industry (Trial)
In order to thoroughly implement the requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Battle of Pollution Prevention and Control", "National Adaptation to Climate Change Strategy 2035", "Guiding Opinions on Coordinating and Strengthening the Work of Responding to Climate Change and Ecological Environment Protection" (Environmental Comprehensive [2021] No. 4), and "Opinions on Further Optimizing Environmental Impact Assessment Work" (Environmental Impact Assessment [2023] No. 52) and other documents, further standardize and improve the technical methods for environmental impact assessment of greenhouse gas emissions from key industry construction projects, coordinate the content of greenhouse gas and pollutant emission assessment, and promote the coordinated efficiency of pollution reduction and carbon reduction from the source, this guideline is formulated. This guide specifies the general workflow, content, methods, and technical requirements for conducting environmental impact assessments of greenhouse gas emissions for construction projects in the thermal power industry. This guideline will be implemented from July 1, 2024.

 

3. Amendment to Three National Pollutant Emission Standards, including the Petroleum Refining Industry Pollutant Emission Standards
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, and improve the quality of the ecological environment, three national pollutant emission standards, namely the Emission Standards for Pollutants in the Petroleum Refining Industry (GB 31570-2015), the Emission Standards for Pollutants in the Petrochemical Industry (GB 31571-2015), and the Emission Standards for Pollutants in the Synthetic Resin Industry (GB 31572-2015), are hereby approved and jointly issued by the Ministry of Ecology and Environment and the State Administration for Market Regulation. The above standard modification form will be implemented from July 1, 2024.

 

4. Technical Guidelines for Identification and Assessment of Ecological Environment Damage - Ecosystems - Part 1: Agricultural Ecosystems (GB/T 43871.1-2024)
In order to implement laws and regulations such as the Civil Code of the People's Republic of China, the Environmental Protection Law of the People's Republic of China, the Soil Pollution Prevention and Control Law of the People's Republic of China, as well as documents such as the Reform Plan for the Ecological Environment Damage Compensation System and the Regulations on the Management of Ecological Environment Damage Compensation, and to standardize the identification and evaluation of agricultural ecosystem damage caused by ecological destruction or environmental pollution, this standard is formulated. This standard specifies the content, work procedures, methods, and technical requirements for the identification and assessment of damage to agricultural ecosystems. This standard will be implemented from July 1, 2024.

 

5. Technical Guidelines for Supervision and Verification of Mobile Sources in Key Industries (HJ 1321-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, actively respond to heavy pollution weather, improve environmental air quality, and promote precise, scientific, and lawful pollution control, this standard is formulated. This standard specifies the requirements for the construction of access control and video surveillance systems, regulatory systems, and verification technologies for key industry enterprises. This standard will be implemented from July 1, 2024.

 

6. Technical Specification for Remote Monitoring of Emissions from Non Road Mobile Machinery (HJ 1322-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control the pollution of non road mobile machinery exhaust to the environment, standardize remote monitoring technology for mechanical emissions, and improve air quality, this standard is formulated. This standard specifies the general requirements for remote monitoring of emissions from non road mobile machinery, as well as the functional, performance, and safety requirements for on-board terminals and enterprise platforms, as well as testing methods, communication protocols, and data formats for data transmission. This standard will be implemented from July 1, 2024.

 

7. Technical specifications for continuous automatic monitoring of organic carbon and elemental carbon in ambient air particulate matter (PM2.5) (HJ 1327-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the continuous automatic monitoring of organic carbon and elemental carbon in ambient air particulate matter (PM2.5), this standard is formulated. This standard specifies the technical requirements for the method, principle, system composition, technical performance, installation, commissioning, trial operation and acceptance, daily operation and maintenance of the system, quality assurance and control, and data validity judgment of the continuous automatic monitoring system for organic carbon and elemental carbon in ambient air particulate matter (PM2.5). This standard will be implemented from July 1, 2024.

 

8. Technical specification for continuous automatic monitoring of water-soluble ions in ambient air particulate matter (PM2.5) (HJ 1328-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, regulate the continuous automatic monitoring of water-soluble ions (Cl?, NO-3, SO2? 4, Na+, NH+4, K+, Mg2+, Ca2+) in ambient air particulate matter (PM2.5), this standard is formulated. This standard specifies the technical requirements for the method, principle, system composition, technical performance, installation, commissioning, trial operation and acceptance, daily operation and maintenance, quality assurance and control, data validity judgment, and waste disposal of the continuous automatic monitoring system for water-soluble ions in ambient air particulate matter (PM2.5). This standard will be implemented from July 1, 2024.

 

9. Technical Specification for Continuous Automatic Monitoring of Inorganic Elements in Environmental Air Particles (PM2.5) (HJ 1329-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the continuous automatic monitoring of inorganic elements in ambient air particulate matter (PM2.5), this standard is formulated. This standard specifies the technical requirements for the method, principle, system composition, technical performance, installation, commissioning, trial operation and acceptance, daily operation and maintenance, quality assurance and control, and data validity judgment of the continuous automatic monitoring system for inorganic elements in ambient air particulate matter (PM2.5). This standard will be implemented from July 1, 2024.

 

10. "Determination of ammonia and hydrogen chloride in exhaust gas from fixed pollution sources - Portable Fourier transform infrared spectroscopy method" (HJ 1330-2023)
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize portable determination methods for ammonia (NH3) and hydrogen chloride (HCl) in exhaust gas from fixed pollution sources. This standard specifies a portable Fourier transform infrared spectroscopy method for the determination of NH3 and HCl in exhaust gases from fixed pollution sources. This standard will be implemented from July 1, 2024.

 

11. "Determination of total hydrocarbons, methane, and non methane total hydrocarbons in exhaust gas from fixed pollution sources - Portable catalytic oxidation hydrogen flame ionization detector method" (HJ 1331-2023)
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the determination methods of total hydrocarbons, methane, and non methane total hydrocarbons in exhaust gas from fixed pollution sources. This standard specifies the portable catalytic oxidation hydrogen flame ionization detector method for determining total hydrocarbons, methane, and non methane total hydrocarbons in organized emissions of exhaust gases from fixed pollution sources. This standard will be implemented from July 1, 2024.

 

12. "Determination of total hydrocarbons, methane, and non methane total hydrocarbons in exhaust gas from fixed pollution sources - Portable gas chromatography hydrogen flame ionization detector method" (HJ 1332-2023)
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize portable determination methods for total hydrocarbons, methane, and non methane total hydrocarbons in exhaust gas from fixed pollution sources. This standard specifies the portable gas chromatography-hydrogen flame ionization detector method for determining total hydrocarbons, methane, and non methane total hydrocarbons in organized emissions of exhaust gases from fixed pollution sources. This standard will be implemented from July 1, 2024.

 

13. "Water quality - Determination of perfluorooctanoic acid and perfluorooctanoic acid and their salts - Isotope dilution/liquid chromatography triple quadrupole mass spectrometry method" (HJ 1333-2023)
In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, and the Marine Environment Protection Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the determination methods of perfluorooctanesulfonic acid and its salts, perfluorooctanoic acid and its salts in water, this standard is formulated. This standard specifies the isotope dilution/liquid chromatography-triple quadrupole mass spectrometry method for the determination of straight chain perfluorooctanoic acid and its salts, as well as straight chain perfluorooctanoic acid and its salts, in surface water, groundwater, domestic sewage, industrial wastewater, and seawater. This standard will be implemented from July 1, 2024.

 

14. "Determination of perfluorooctanoic acid and perfluorooctanoic acid and their salts in soil and sediment by isotope dilution/liquid chromatography triple quadrupole mass spectrometry" (HJ 1334-2023)
In order to implement the Environmental Protection Law of the People's Republic of China and the Soil Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, standardize the determination methods of perfluorooctyl sulfonic acid and its salts, perfluorooctyl acid and its salts in soil and sediment, this standard is formulated. This standard specifies the isotope dilution/liquid chromatography-triple quadrupole mass spectrometry method for the determination of straight chain perfluorooctanoic acid and its salts, as well as straight chain perfluorooctanoic acid and its salts in soil and sediment. This standard will be implemented from July 1, 2024.

 

15. Technical Specification for Pollution Control of Waste Sulfuric Acid Utilization and Disposal (HJ1335-2023)
This standard is formulated to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, improve ecological environment quality, and standardize and guide environmental management for the utilization and disposal of waste sulfuric acid. This standard specifies the pollution control requirements for waste sulfuric acid during the process of entry, storage, transfer, utilization, and disposal, as well as the pollution control requirements for waste sulfuric acid utilization products and environmental monitoring and management requirements. This standard will be implemented from July 1, 2024.

 

16. Naming Specification for Environmental Management of Chemical Substances (HJ 1357-2024)
In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, standardize the naming of chemical substances in environmental management, support the registration of new chemical substance environmental management, the management of the "List of Existing Chemical Substances in China", and the assessment and control of chemical substance environmental risks, this standard is formulated. This standard specifies the naming requirements for chemical substances in the field of environmental management. This standard will be implemented from July 1, 2024.

 

17. Technical Guidelines for Environmental Impact Assessment - Highway Construction Projects (HJ 1358-2024)
In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, and the Regulations on Environmental Protection Management of Construction Projects, standardize and guide the environmental impact assessment work of highway construction projects, prevent environmental pollution and ecological damage, this standard is formulated. This standard combines the characteristics of highway construction, operation, and environmental impact, and specifies the general principles, work procedures, content, methods, and technical requirements for environmental impact assessment of highway construction projects. This standard will be implemented from July 1, 2024.

1. Regulations on the Prevention and Control of Environmental Pollution by Industrial Solid Waste in Foshan City
In order to prevent and control environmental pollution caused by industrial solid waste, safeguard public health, make rational use of resources, maintain ecological security, promote ecological civilization construction, and promote sustainable economic and social development, in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, and in combination with the actual situation of this city, this regulation is formulated. This regulation applies to the prevention and control of environmental pollution caused by industrial solid waste within the administrative area of this city, as well as its supervision and management. This regulation shall come into effect on July 1, 2024.

 

2. Shenzhen Landmark "Classification and Evaluation Specification for Climate Investment and Financing Projects" (DB4403/T 452-2024)
This document specifies the classification rules, evaluation principles, evaluation processes, evaluation indicators, evaluation implementation, and content and requirements of evaluation reports for climate investment and financing projects. This document is applicable to the classification and evaluation of climate investment and financing projects implemented by enterprises and institutions registered and headquartered within the administrative area of Shenzhen. This standard shall come into effect on July 1, 2024.

 

3. Measures for the Classification and Management of Domestic Waste in Chaozhou City
In order to strengthen the management of household waste classification, promote the integration of urban and rural development of garbage classification, construct a garbage classification system tailored to local conditions, achieve the reduction, resource utilization, and harmless treatment of household waste, promote ecological civilization construction and sustainable economic and social development, in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China and the Guangdong Province Urban and Rural Household Waste Management Regulations, combined with the actual situation of this city, this method is formulated. This method shall come into effect on July 1, 2024.

 

4. Regulations on the Protection of the Yellow River in Shandong Province
In order to strengthen the ecological protection of the Yellow River Basin, ensure the safety of the Yellow River, promote the conservation and intensive use of water resources, promote high-quality development, protect, inherit and promote the Yellow River culture, and achieve harmonious coexistence between humans and nature, in accordance with the Yellow River Protection Law of the People's Republic of China and other laws and administrative regulations, combined with the actual situation of this province, this regulation is formulated. This regulation applies to various activities related to ecological protection and high-quality development in the Yellow River Basin within the administrative region of this province. The regulations will come into effect on July 1, 2024.

 

5. Anhui Province Landmark "Emission of Air Pollutants from Automobile Maintenance Industry" (DB34/4808-2024)
This document specifies the requirements for air pollutant emission control, monitoring, and implementation and supervision in the automotive maintenance industry. This document is applicable to the management of atmospheric pollutant emissions by existing automobile maintenance operators, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, issuance of pollutant discharge permits, and atmospheric pollutant emission management after new, renovated, and expanded projects are put into operation. This document does not apply to operators engaged in the maintenance of dangerous goods transportation vehicles such as oil tank trucks and chemical transport vehicles. The emission of odor pollutants by automobile maintenance operators is not applicable to this document, and shall be carried out in accordance with the corresponding national or local pollutant emission standards. This standard shall come into effect on July 1, 2024.

 

6. Anhui Province Landmark "Emission Standards for Air Pollutants in Shoe Industry" (DB34/4809-2024)
This document specifies the emission limits, monitoring and control requirements, as well as the implementation and supervision of standards for air pollutants from footwear industry enterprises or production facilities. This document is applicable to the management of atmospheric pollutant emissions in footwear industry enterprises or production facilities, as well as the environmental impact assessment, design of environmental protection facilities, completion of environmental protection acceptance, issuance of pollutant discharge permits, and management of atmospheric pollutant emissions after new construction, renovation, and expansion projects. This standard shall come into effect on July 1, 2024.

 

7. Tianjin Landmark "Emission Standards for Air Pollutants from Gas Stations" (DB12/1302-2024)
This document specifies the emission control requirements, emission limit requirements, monitoring requirements, and supervision management requirements for gasoline (including gasoline containing alcohol) at gas stations. Applicable to the management of gasoline (including gasoline containing alcohol) emissions from existing gas stations, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, issuance of pollutant discharge permits, and post construction oil and gas emissions management for new, renovated, and expanded gas station projects. This standard shall come into effect on July 1, 2024.

 

8. Jiangxi Province Landmark "Online Monitoring of Gas Flow Rate from Fixed Pollution Sources by Light Scintillation Method" (DB36/T 1931-2024)
This document specifies the terms and definitions, method principles, composition, technical indicators and performance requirements, installation requirements, debugging and testing of the optical scintillation gas flow meter for online monitoring of exhaust gas flow rate from fixed pollution sources, acceptance and precautions of the optical scintillation gas flow meter. This document is applicable for online monitoring of exhaust gas flow rate from fixed pollution sources with a flow rate range of 0.2m/s to 40m/s. This standard shall come into effect on July 1, 2024.

 

9. Jiangxi Province Landmark - Determination of Environmental Air Particles - Beta Ray Method (DB36/T 1932-2024)
This document specifies the terms and definitions, method principles, interference and elimination, reagents and materials, instruments and equipment, sampling and measurement, result calculation and representation, quality assurance and quality control, and precautions for the beta ray method for measuring particulate matter in ambient air. This document is applicable to the determination of particulate matter in ambient air and also to the determination of particulate matter in unorganized emissions. This standard shall come into effect on July 1, 2024.

 

10. Several Measures to Promote Energy Conservation and Carbon Reduction in the Construction Industry of Chengdu City
The document requires strengthening the energy-saving management of new buildings on one hand, revising the "Guidelines and Review Points for Energy Efficiency Design of Chengdu Civil Buildings", increasing the energy-saving design standards for urban new buildings from 72% to 75%, and incorporating them into the implementation of land construction conditions from 2025; On the other hand, to promote the improvement of energy efficiency in existing buildings, government funds should be involved in the implementation of renovation projects for old residential areas. With the consent of residents, energy-saving renovation of windows should be implemented. This regulation applies to the prevention and control of air pollution and its supervision and management activities within the administrative area of this city. This regulation shall come into effect on July 1, 2024.

 

12. Measures for the Prevention and Control of Urban Noise Pollution in Suizhou City
In order to prevent and control noise pollution, protect and improve the ecological environment of urban residents, maintain social harmony, promote ecological civilization construction, and promote sustainable economic and social development, in accordance with laws and regulations such as the Noise Pollution Prevention and Control Law of the People's Republic of China, and in combination with the actual situation of this city, these measures are formulated. This method is applicable to the prevention and control of noise pollution in urban built-up areas within this administrative region. If there are other provisions in laws and regulations, they shall prevail. This method shall come into effect on July 1, 2024.

 

13. Measures for Water Conservation Management of Urban Water Supply in Shiyan City
In order to promote the development of urban water supply, strengthen the management of urban water supply and water conservation, and ensure the safety and quality of urban water supply, this method is formulated in accordance with relevant provisions such as the Urban Water Supply Regulations, Hubei Province Urban Water Supply Regulations, Hubei Province Water Conservation Regulations, and Hubei Province Urban Secondary Water Supply Management Office, combined with the actual situation of this city. This method applies to urban water supply, water use, secondary water supply, water conservation, and related management activities within the administrative area of this city. This method shall come into effect on July 1, 2024.

 

14. Management Measures for Sludge Treatment and Disposal of Suining Sewage Treatment Plant
The method is applicable to the collection, transportation, storage, treatment, disposal, and supervision management of sludge generated during the sewage treatment process in urban domestic sewage treatment plants, rural domestic sewage treatment plants, and industrial sewage treatment plants (sewage treatment plants with a designed industrial wastewater inflow ratio of not less than 30%). If the sludge generated by industrial sewage treatment plants is recognized as hazardous waste, or if relevant laws and regulations require special treatment, relevant regulations shall be followed. This method will come into effect on July 13, 2024, and is valid for five years.
