The United States has revised the regulations on hydrofluorocarbons in refrigeration equipment, requiring AC and VRF manufacturers to submit recycling reports to CARB and comply with the R4 plan to use certified recycled refrigerants. By 2025, VRF must meet the requirement of using 25% certified recycled refrigerants.
In July 2024, the United States issued a notice revising the "Regulations Prohibiting the Use of Certain Hydrofluorocarbons in Fixed Refrigeration, Fixed Air Conditioning, and Other End Use Applications".
This regulation requires manufacturers of air conditioning (AC) and variable refrigerant flow (VRF) equipment to submit an annual recycling report to the California Air Resources Board (CARB) in accordance with Section 95376 (c) of California Regulation 17, and meet the refrigerant recycling and reuse (R4 program) requirements by July 1, 2024.
The R4 program requires equipment manufacturers subject to the end use prohibitions of "other AC" and "VRF" listed in Table 3 of Regulation 95374 (c) to use the prescribed minimum amount of certified recycled refrigerant in the maintenance of new or existing equipment.
Manufacturers of air conditioning equipment subject to the January 1, 2025 ban in Table 3 of Regulation 95374 (c) are required to comply with a 10% certification requirement for the use of recycled refrigerants in both 2023 and 2024.
Manufacturers of VRF equipment subject to the January 1, 2025 ban in Table 3 of Regulation 95374 (c) are required to comply with a 15% certified recycled refrigerant usage requirement in 2023 and 2024, and a 25% certified recycled refrigerant usage requirement in 2025.
