The national standard GB/T 24067-2024 "Requirements and Guidelines for Quantifying the Carbon Footprint of Greenhouse Gas Products" (hereinafter referred to as the "General Standard"), which was formulated under the guidance of the Ministry of Ecology and Environment, has been officially released recently and will be implemented from October 1, 2024.

 

The frequent occurrence of trade policies involving product carbon footprint internationally poses challenges to China's product exports. It is urgent to find out the carbon footprint of China's products through scientific methods.

The development of the "General Principles and Standards" refers to the ISO 14067 international standard published by the International Organization for Standardization (ISO), which specifies the research scope, principles, and quantification methods of product carbon footprint, laying the foundation for the standardization of product carbon footprint accounting methods and the international exchange and mutual recognition of product carbon footprint data.

·Compared to international standards, this standard adds a reference framework for developing specific product carbon footprint standards, recommendations for data geographic boundary information, etc., making the content more comprehensive and operational.

·The standard also stipulates the content of appraisal review, product carbon footprint declaration, and specific product carbon footprint standard framework, providing sufficient guidance for all parties to implement and apply the standard.

 

 

The General Principles and Standards fill the gap in the general standards for product carbon footprint accounting in China. Under the guidance of the General Principles and Standards for Product Carbon Footprint Accounting, we will accelerate the development of specific product carbon footprint accounting standards and data accounting, and understand the "bottom line" of product carbon emissions. This is an important foundation for accelerating the construction of China's product carbon footprint management system, which is conducive to exploring the energy-saving and carbon reduction potential of enterprises and upstream and downstream industrial chains, helping to achieve carbon peak and carbon neutrality goals, and helping enterprises cope with international green trade barriers, improve product low-carbon competitiveness and trade competitive advantages.

 

 

The country will gradually improve the carbon footprint management standard system, and accelerate the establishment and formulation of carbon footprint accounting standards for basic energy, upstream raw materials, and key foreign trade products with urgent needs in accordance with the principles of system promotion, urgent needs first, and open collaboration.

The carbon footprint management standards in our country cover a wide range of fields. Following the principle of prioritizing urgent needs, we will focus on key products such as electricity, fuel, steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, coal chemical industry, power batteries, photovoltaics, new energy vehicles, electronic appliances, etc. We will organize relevant industry associations, enterprises, scientific research units, etc. to develop and publish industry standards or group standards for product carbon footprint accounting.
