The fourth phase of the mandatory energy efficiency labeling scheme of the Hong Kong Electrical and Mechanical Services Department has added three types of products, including LED lights, gas stoves, and instant gas water heaters, which will be fully implemented on December 1, 2024. The energy efficiency is divided into five levels, and LED lights have detailed technical requirements and testing standards.
The Hong Kong Electrical and Mechanical Services Department released the fourth phase of the mandatory energy efficiency labeling scheme, the "Code of Practice for Product Energy Labeling," in September 2023. The scheme includes products such as air conditioners, refrigerators, compact fluorescent lamps (CFLs), washing machines, dehumidifiers, televisions, water storage water heaters, induction cookers, LED lights, and gas cooking stoves.
The new LED lights, gas stoves, and instant gas water heaters in the fourth phase of the mandatory energy efficiency labeling scheme in Hong Kong will be implemented from September 1, 2023, with a 15 month transition period, and will be fully implemented on December 1, 2024. The energy label divides the energy efficiency of the same type of product into five levels, with the first level indicating the highest energy efficiency and the fifth level indicating the lowest energy efficiency. Since the launch of the mandatory labeling program, the number of energy-efficient product models in the market has continued to increase, providing consumers with more choices.

Detailed technical requirements for LED bulbs
15. Energy Efficiency Label for Light Emitting Diode (LED) Lights
15.1 Scope
15.1.1 Unless otherwise specified by the Director, paragraph 15 of the Code applies to LED lights as defined in the regulations (i.e. products specified in paragraph 15.1.2)
15.1.2 LED lights refer to lights that meet the following specifications——
(a) Using light-emitting diode technology (but not organic light-emitting diode technology) to emit light; and
(b) This lamp——
(i) Can provide general lighting;
(ii) Use mains power as the sole light source; and
(iii) The rated wattage value shall not exceed 60W
15.3 Required Tests
The tests specified in this paragraph must be conducted in accordance with IEC62612 or other equivalent international standards approved by the Director to verify the energy efficiency and functional characteristics of LED lights. According to Article 6 of the regulations, the test report to be submitted to the Director shall reflect the results of the following tests:
(a) Measure luminous flux (initial value);
(b) Measure power consumption (initial value);
(c) Measure standby power consumption (initial value);
(d) Measure the color rendering index (initial value and value at the end of 6000 hours);
(e) Measure color consistency (initial value and value at the end of 6000 hours);
(f) Measure displacement factor (initial value);
(g) Measure the number of switch cycles;
(h) Test the lumen maintenance rate after 6000 hours; as well as
(i) Test the survival rate after 6000 hours.
15.4.2 Division of Test Series
(d) If multiple LED lights have the same characteristics but different color temperatures, they must be tested separately due to their different energy efficiency performance. If multiple LED lights have the same energy efficiency and functional characteristics (including color temperature), but with different lamp heads, they can be considered as the same model series and the same test report can be used.
15.5 Energy Efficiency Rating
15.5.1 The energy efficiency level of LED lights shall be determined according to Table 15.1, with Level 1 performing the best and Level 5 performing the worst.
15.5.2. To determine the energy efficiency level in accordance with paragraph 15.5.3 of the code, the measured luminous efficiency (Em) obtained in paragraph 15.4 of the code must be compared with the rated luminous efficiency (Er) determined based on the rated luminous flux and rated wattage of the same product model
The energy efficiency level is determined by using the measured luminous efficiency (Em) or rated luminous efficiency (Er) of the lamp, whichever is lower.
15.5.3. The luminous efficiency measured above refers to the average value (including luminous flux and power consumption) of the LED lamp measured at the end of the stable period.
15.5.4. The lumen maintenance rate measured above refers to the average value measured by the LED lamp at the end of its stable period.
15.5.5 Unless otherwise instructed, the provisions set forth in the code apply to LED lights that operate at maximum power without adjustable brightness and/or adjustable color.

15.6 Relevant Regulations
15.6.1 In the test report submitted to the Director in accordance with Article 6 of the Regulation, the results of the tests conducted in accordance with CIE84, IEC62612, IEC62301 or other equivalent international standards approved by the Director must show that the relevant model of LED lamp meets the following performance requirements:
(a) The initial luminous flux measured by each individually tested LED lamp in the sample shall not be less than 10% of the rated luminous flux. The average initial luminous flux measured by all tested lamps shall not be less than 7.5% of the rated luminous flux.
(b) The initial power consumption measured for each individually tested LED lamp in the sample shall not exceed the rated power consumption by more than 10%. The average initial power consumption measured by all tested lamps shall not exceed the rated power by more than 7.5%.
(c) In standby mode, the average initial standby power consumption measured by the lamp shall not exceed 0.5 watts.
(d) The color rendering index (initial value and value at the end of 6000 hours) measured for each individually tested LED lamp in the sample shall not be less than 80.
(e) The chromaticity distribution (initial value and value at the end of 6000 hours) measured by each individually tested LED lamp in the sample must be maintained within the 6th order Mac Adam ellipse.
(f) If the rated power exceeds 2 watts and is less than or equal to 5 watts, the average displacement factor shall not be less than 0.4; If the rated power exceeds 5 watts and is less than or equal to 25 watts, the average displacement factor shall not be less than 0.7; If the rated power exceeds 25 watts, the average displacement factor shall not be lower than 0.9.
(g) For LED lamps with a rated lamp life exceeding or equal to 30000 hours, the number of switching cycles for each individually tested LED lamp must exceed or equal to 15000 times. For LED lamps with a rated lamp life of less than 30000 hours, the number of switching cycles for each individually tested LED lamp must exceed or equal to half of the rated lamp life (in hours).
(h) The average lumen maintenance rate measured after 6000 hours shall not be less than 80%.
(i) The survival rate of the electric light measured after 6000 hours shall not be less than 90%.
15.6.2 The rated power consumption, rated luminous flux, rated chromaticity coordinates, rated color rendering index, rated displacement factor, and rated lamp life claimed by manufacturers or manufacturers must comply with the requirements of paragraph 15.6.1 of the code.
15.8 Quantity of test samples
15.8.1 According to Article 6 of the regulations, when submitting product information for a certain model, multiple sample test reports for that model must be submitted. Table 15.2 shows the minimum number of test samples.
15.8.2 The test results of the sample must be determined in accordance with the provisions of Table 15.3 and comply with the performance requirements of paragraph 15.6 of the code.
15.8.3 The measurement of luminous efficiency must be determined by the ratio calculated based on the average value of luminous flux and the average value of power consumption (both determined in accordance with paragraph 15.4 of the code). The quotient obtained must be adjusted to the nearest integer (lumens/watt).
15.10 Test results comply with regulations
15.10.1 In the supervisory testing conducted by the Director, if the test results of a certain listed model of LED light meet the following criteria, the listed model will be accepted as complying with the relevant regulations:
(Note: The minimum number of samples and the determination of test results are shown in Tables 15.2 and 15.3, respectively.)
(a) The initial luminous flux measured by each individually tested LED lamp in the sample shall not be less than 10% of the rated luminous flux. The average initial luminous flux measured by all tested lamps shall not be less than 7.5% of the rated luminous flux.
(b) The initial power consumption measured for each individually tested LED lamp in the sample shall not exceed the rated power consumption by more than 10%. The average initial power consumption measured by all tested lamps shall not exceed the rated power by more than 7.5%.
(c) In standby mode, the average initial standby power consumption measured by the lamp shall not exceed 0.5 watts.
(d) The color rendering index (initial value and value at the end of 6000 hours) measured for each individually tested LED lamp in the sample shall not be less than 80.
(e) The chromaticity distribution (initial value and value at the end of 6000 hours) measured by each individually tested LED lamp in the sample must be maintained within the 6th order MacAdam ellipse.
(f) If the rated power exceeds 2 watts and is less than or equal to 5 watts, the average displacement factor shall not be less than 0.4; If the rated power exceeds 5 watts and is less than or equal to 25 watts, the average displacement factor shall not be less than 0.7; If the rated power exceeds 25 watts, the average displacement factor shall not be lower than 0.9.
(g) For LED lamps with a rated lamp life exceeding or equal to 30000 hours, the number of switching cycles for each individually tested LED lamp must exceed or equal to 15000 times. For LED lamps with a rated lamp life of less than 30000 hours, the number of switching cycles for each individually tested LED lamp must exceed or equal to half of the rated lamp life (in hours).
(h) The average lumen maintenance rate measured after 6000 hours shall not be less than 80%.
(i) The survival rate of the electric light measured after 6000 hours shall not be less than 90%.
(j) The energy efficiency level calculated in the monitoring test is equal to or better than the energy efficiency level determined by the test results submitted by the designated person to the Director.
15.10.2 If the Director has reasonable grounds to believe that the relevant LED lamp does not comply with the specified information or documents submitted to the Director, or their latest information, the Director may remove the reference number of the listed model of the LED lamp from the record book. The designated person may provide an explanation for the failure of the product to pass the monitoring test specified in paragraph 15.10.1 and apply for further testing of the relevant model for consideration by the Director.
15.10.3 If approval is obtained for further testing, the designated person shall conduct the testing and bear all costs based on the quantity of samples of the same model shown in Table 15.2 of the Code, and shall determine the test results according to the method shown in Table 15.3. If the further test results of a certain listed model of LED light meet the following criteria, the listed model will be accepted as complying with relevant regulations:
(a) The initial luminous flux measured by each individually tested LED lamp in the sample shall not be less than 10% of the rated luminous flux. The average initial luminous flux measured by all tested lamps shall not be less than 7.5% of the rated luminous flux.
(b) The initial power consumption measured for each individually tested LED lamp in the sample shall not exceed the rated power consumption by more than 10%. The average initial power consumption measured by all tested lamps shall not exceed the rated power by more than 7.5%.
(c) In standby mode, the average initial standby power consumption measured by the lamp shall not exceed 0.5 watts.
(d) The color rendering index (initial value and value at the end of 6000 hours) measured for each individually tested LED lamp in the sample shall not be less than 80.
