Starting from December 1, 2024, multiple national and local environmental laws, regulations, environmental norms, and standards will be officially implemented, covering areas such as dual-use item export control, urban public transportation, water pollutant discharge, solid waste pollution prevention and control, drainage and sewage treatment, dust pollution prevention and control, construction waste management, ship air pollution prevention and control, and water efficiency improvement.

National documents and standards
1. Regulations of the People's Republic of China on Export Control of Dual Use Items
In order to safeguard national security and interests, fulfill international obligations such as non-proliferation, strengthen and regulate the export control of dual-use items, and in accordance with laws such as the Export Control Law of the People's Republic of China, this regulation is formulated. This regulation applies to the export control of dual-use items by the state. The dual-use items referred to in these regulations refer to goods, technologies, and services that have both civil and military purposes or contribute to enhancing military potential, especially those that can be used for the design, development, production, or use of weapons of mass destruction and their means of delivery, including relevant technical information and data. This regulation shall come into effect on December 1, 2024.
2. Regulations on Urban Public Transport
In order to promote the high-quality development of urban public transportation, improve the level of urban public transportation services, ensure the safety of urban public transportation, better meet the basic travel needs of the public, and promote urban modernization construction, this regulation is formulated. The urban public transportation referred to in these regulations refers to the use of public transportation vehicles such as buses and trams, urban rail transit vehicles, and related systems and facilities within the designated areas determined by the urban people's government, operating according to approved routes, stations, times, ticket prices, etc., to provide basic travel services for the public. This regulation shall come into effect on December 1, 2024.
3. Amendment to the "Emission Standards for Water Pollutants in the Citric Acid Industry" (GB 19430-2013)
This standard is applicable to the environmental impact assessment, design of environmental protection facilities, acceptance of completed environmental protection facilities, issuance of pollutant discharge permits, and management of water pollutant emissions after the commissioning of citric acid industrial construction projects. This standard also applies to the management of water pollutant emissions from centralized treatment facilities for citric acid industrial wastewater. This amendment will be implemented from December 1, 2024.
4. Amendment to the Water Pollutant Discharge Standard for Starch Industry (GB 25461-2010)
This standard is applicable to the environmental impact assessment of starch industry construction projects, the design of environmental protection facilities, the acceptance of completed environmental protection facilities, the issuance of pollutant discharge permits, and the management of water pollutant emissions after production. This standard also applies to the management of water pollutant discharge from centralized sewage treatment facilities in the starch industry. This amendment will be implemented from December 1, 2024.
5. Amendment to the "Emission Standards for Water Pollutants in Yeast Industry" (GB 25462-2010)
This standard is applicable to the environmental impact assessment of yeast industry construction projects, the design of environmental protection facilities, the acceptance of completed environmental protection facilities, the issuance of pollutant discharge permits, and the management of water pollutant emissions after production. This standard also applies to the management of water pollutant emissions from yeast industrial wastewater centralized treatment facilities. This amendment will be implemented from December 1, 2024.
6. Emission Standards for Water Pollutants in Pesticide Industry (GB 21523-2024)
This standard specifies the requirements for water pollutant discharge control, monitoring, and supervision management in the pesticide industry. This standard is applicable to the water pollutant discharge management of existing pesticide industry enterprises and production facilities, as well as the environmental impact assessment, environmental protection facility design, completion of environmental protection facility acceptance, issuance of pollutant discharge permits, and water pollutant discharge management of pesticide industry construction projects after production. This standard shall come into effect on December 1, 2024.
7. Guidelines for the Recycling and Reuse of Plastic Waste (GB/T 30102-2024)
This standard provides guidance on source recycling and reuse, recycling quality, material standards, and product specifications in the process of plastic waste recycling and reuse. It also offers various ways to recycle and reuse plastic waste generated from sources before and after consumption, including material recycling and energy recovery. Among them, material recycling methods include mechanical reuse, physical reuse, chemical reuse, and biological reuse; Energy recovery is the process of replacing initial mineral fuel energy with plastic waste or derived fuels to generate heat, steam, or electricity. This standard shall come into effect on December 1, 2024.

1. Regulations on the Prevention and Control of Solid Waste Pollution in Liaoning Province
In order to protect and improve the ecological environment, prevent and control solid waste pollution, safeguard public health, maintain ecological security, promote ecological civilization construction, and promote high-quality economic and social development, this regulation is formulated in accordance with the Solid Waste Pollution Prevention and Control Law of the People's Republic of China and other laws and administrative regulations, combined with the actual situation of this province. The construction of centralized storage, utilization, and disposal facilities and sites for industrial solid waste and hazardous waste, as well as tailings ponds, domestic waste landfills, and construction waste disposal sites, shall comply with ecological environment zoning control requirements such as ecological protection red lines, environmental quality bottom lines, resource utilization limits, and ecological environment access lists. This regulation shall come into effect on December 1, 2024.
2. Regulations on the Enforcement and Application of Pollution Source Automatic Monitoring Data in Shanghai
In order to effectively utilize the effectiveness of the fixed pollution source automatic monitoring system and standardize the law enforcement application of pollution source automatic monitoring data, this regulation is formulated in accordance with laws and regulations such as the "Regulations on the Administration of Pollutant Discharge Permits", "Shanghai Environmental Protection Regulations", "Management Measures for Pollution Source Automatic Monitoring", "On site Supervision and Inspection Measures for Pollution Source Automatic Monitoring Facilities", and other relevant rules and regulations, combined with the actual situation of this city. The automatic monitoring data of pollution sources referred to in these regulations refers to the data and marked content generated during the operation of the automatic monitoring equipment installed by the polluting units. This regulation shall come into effect on December 1, 2024 and shall be valid until November 30, 2029.
3. Regulations on the Management of Urban Domestic Waste in Xinjiang Uygur Autonomous Region
In order to strengthen the management of urban household waste, improve the living environment, safeguard public health, enhance social civilization, promote ecological civilization construction and high-quality economic and social development, this regulation is formulated in accordance with the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the State Council's Regulations on Urban Appearance and Environmental Sanitation Management, and other laws and administrative regulations, combined with the actual situation of the autonomous region. This regulation applies to the management activities of urban household waste within the administrative area of the autonomous region. This regulation shall come into effect on December 1, 2024.
4. Measures for Urban Drainage and Sewage Treatment in Inner Mongolia Autonomous Region
In order to strengthen the management of urban drainage and sewage treatment, ensure the safe operation of urban drainage and sewage treatment facilities, prevent and control urban water pollution and waterlogging disasters, ensure the safety of citizens' lives, property and public safety, and protect the environment, this method is formulated in accordance with the "Water Pollution Prevention and Control Law of the People's Republic of China" and the "Regulations on Urban Drainage and Sewage Treatment" of the State Council and other laws and regulations, combined with the actual situation of the autonomous region. These measures shall come into effect on December 1, 2024.
5. Weihai City Sewage Drainage Management Measures
In order to strengthen the management of sewage drainage, ensure the safe and normal operation of urban sewage drainage and treatment facilities, safeguard the safety of citizens' lives, property, and public safety, and protect the ecological environment, this method is formulated in accordance with the "Water Pollution Prevention and Control Law of the People's Republic of China", "Regulations on Urban Drainage and Sewage Treatment" and other laws and regulations, combined with the actual situation of this city. These measures apply to the planning, construction, operation, maintenance, supervision and management of urban sewage drainage, treatment and related facilities within the administrative area of this city. These measures shall come into effect on December 1, 2024.
6. Regulations on the Prevention and Control of Solid Waste Pollution in Zhuhai Special Economic Zone
In order to prevent and control environmental pollution caused by solid waste, safeguard public health, maintain ecological security, promote the construction of ecological civilization, and promote high-quality and sustainable economic and social development, this regulation is formulated in accordance with the basic principles of relevant laws and administrative regulations, combined with the actual situation of Zhuhai Special Economic Zone. This regulation applies to the prevention, control, supervision and management activities of solid waste pollution in the administrative area of this city. This regulation does not apply to the prevention and control of solid waste pollution of the marine environment and the prevention and control of radioactive solid waste pollution of the environment. This regulation shall come into effect on December 1, 2024.
7. Regulations on River Management in Wuxi City
In order to strengthen river management and protection, standardize development and utilization, ensure flood control and water supply safety, improve water ecological environment, and build beautiful and happy rivers and lakes, this regulation is formulated in accordance with the Water Law of the People's Republic of China, the Flood Control Law of the People's Republic of China, the Regulations on River Management of the People's Republic of China, the Regulations on River Management of Jiangsu Province and other laws and regulations, combined with the actual situation of this city. This regulation shall come into effect on December 1, 2024.
8. Management Measures for Dust Pollution Prevention and Control in Lianyungang City
In order to protect and improve the atmospheric environment, prevent and control dust pollution, safeguard public health, promote ecological civilization construction, and promote sustainable economic and social development, the "Lianyungang City Dust Pollution Prevention and Control Management Measures" were issued by the Lianyungang Municipal People's Government on October 28, 2024, and will come into effect on December 1, 2024. It is reported that these measures apply to the prevention and control of dust pollution and its supervision and management within the administrative area of this city. The dust pollution referred to in the regulations refers to atmospheric environmental pollution caused by exposed ground in urban built-up areas, or particulate matter generated during construction, material transportation and stacking, road cleaning, greening construction and maintenance, mining, archaeological excavation and other activities.
9. Regulations on the Prevention and Control of Dust Pollution in Xuzhou City
In order to effectively prevent and control dust pollution, protect and improve the atmospheric environment, safeguard public health, promote ecological civilization and beautiful Xuzhou construction, and promote sustainable economic and social development, this regulation is formulated in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Jiangsu Province Air Pollution Prevention and Control Regulations, combined with the actual situation of this city. This regulation shall come into effect on December 1, 2024.
10. Decision of the Standing Committee of the People's Congress of Hainan Province on Amending the Regulations on Prohibiting Disposable Non Degradable Plastic Products in Hainan Special Economic Zone
Add one article as the third article: "The people's governments at or above the county level and their relevant departments shall encourage research on the degradation mechanisms and impacts of different types of degradable plastics, and promote the transformation of degradation technology achievements that comply with relevant national regulations. The provincial people's government shall adjust the list of prohibited disposable non degradable plastic products as appropriate based on the transformation of achievements." Delete the second, third, and fourth paragraphs of Article 4. This decision shall come into effect on December 1, 2024.
11. Implementation Rules for Quality Inspection and Management of Construction Projects in Jiangxi Province
In order to strengthen the management of construction project quality inspection, this detailed rule is formulated in accordance with relevant regulations such as the "Construction Law of the People's Republic of China", "Regulations on Construction Project Quality Management", "Regulations on Seismic Management of Construction Projects", "Management Measures for Construction Project Quality Inspection", "Qualification Standards for Construction Project Quality Inspection Institutions", "Notice of the General Office of the Ministry of Housing and Urban Rural Development on Relevant Issues Concerning the Implementation of the" Management Measures for Construction Project Quality Inspection "and" Qualification Standards for Construction Project Quality Inspection Institutions ". These rules shall come into effect from December 1, 2024.
12. Regulations on the Promotion of Advanced Manufacturing Industry in Shandong Province
In order to accelerate the promotion of new industrialization, cultivate and develop new quality productive forces, build a modern industrial system, and build an advanced manufacturing province, this regulation is formulated in accordance with relevant laws and administrative regulations, combined with the actual situation of this province. Our province supports and guides the manufacturing industry towards high-end, intelligent, and green development, adopting advanced manufacturing models, applying new production factors, and accelerating the formation of an industrial production system and new industrial forms with new quality productivity as the core driving force. This regulation shall come into effect on December 1, 2024.
13. Management Measures for Environmental Credit Evaluation of Enterprises and Institutions in Anhui Province (Trial)
In order to strengthen the construction of the credit system in the field of ecological environment, standardize environmental credit evaluation work, and promote enterprises and institutions to consciously fulfill their legal obligations and social responsibilities for ecological environment protection, this method is formulated in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Environmental Protection Regulations of Anhui Province, combined with the actual situation of ecological environment protection in Anhui Province. The environmental credit evaluation of enterprises and institutions referred to in these measures refers to the ecological environment management activities in which the ecological environment management department evaluates the ecological environment behavior information of enterprises and institutions based on prescribed evaluation indicators, methods, and procedures, determines the environmental credit rating, and discloses it to the society. These measures shall come into effect on December 1, 2024.
14. Anhui Province landmark "Emission Standards for Electroplating Water Pollutants" (DB34/4966-2024)
This standard is applicable to the discharge management, discharge permit management, construction project environmental impact assessment, construction project environmental protection facility design, construction project completion environmental protection acceptance, and post production water pollution control and management of water pollutants in electroplating discharge units and centralized sewage treatment plants specialized in treating electroplating wastewater. This document shall be implemented from December 1, 2024 for the construction (including renovation and expansion) of electroplating wastewater discharge units and centralized sewage treatment plants specialized in treating electroplating wastewater. Existing electroplating wastewater discharge units and centralized sewage treatment plants specialized in treating electroplating wastewater shall be given a certain transitional period for renovation, which shall be implemented from December 1, 2025.
15. Management Measures for Urban Construction Waste in Sichuan Province
In order to strengthen the standardized management and resource utilization of urban construction waste in Sichuan Province, continuously improve the quality of living environment, and build a resource-saving and environmentally friendly society, this method is formulated in accordance with the relevant requirements of the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Regulations on the Management of Urban Construction Waste, the Solid Waste Pollution Prevention and Control Regulations of Sichuan Province, and the Comprehensive Management Regulations of Urban and Rural Environment in Sichuan Province, combined with the actual situation in Sichuan Province. This method applies to the generation, collection, storage, transportation, utilization, and disposal of construction waste within urban built-up areas in Sichuan Province. These measures shall come into effect on December 10, 2024 and shall be valid for five years.
16. Management Measures for the Prevention and Control of Atmospheric Pollution from Ships in Cangzhou City
In order to strengthen the prevention and control of pollution from ships and their related operations, protect and improve the atmospheric environment in coastal areas, and in accordance with the provisions of the "Air Pollution Prevention and Control Law of the People's Republic of China", "Marine Environment Protection Law of the People's Republic of China", "Several Provisions of the Standing Committee of the People's Congress of Hebei Province on Strengthening the Prevention and Control of Air Pollution from Ships" and other regulations, combined with the actual situation of this city, these measures are formulated. These measures apply to the prevention and control of air pollution from non military vessels within the waters under the jurisdiction of this city. These measures shall come into effect on December 12, 2024.
17. Water Efficiency Improvement Plan for Key Water Use Areas in Zhejiang Province (2024-2027)
In order to comprehensively strengthen the conservation and intensive utilization of water resources, the Water Resources Department of Zhejiang Province, together with the Provincial Development and Reform Commission, the Provincial Department of Economy and Information Technology, the Provincial Department of Construction, and the Provincial Department of Agriculture and Rural Affairs, recently jointly issued the "Water Efficiency Improvement Plan for Key Water Use Areas in Zhejiang Province (2024-2027)", which will be implemented from December 15, 2024. The "Water Efficiency Improvement Plan" aims to build a water-saving benchmark province in the southern region with abundant water resources. It specifies six key water efficiency indicators for key water use areas by 2027, and proposes 16 key tasks from the aspects of promoting water efficiency improvement in different fields, vigorously developing water-saving industries, and improving water efficiency improvement policies and mechanisms. From 2024 to 2027, the province plans to implement more than 4300 water efficiency improvement projects in 12 key water use areas, promoting the level of intensive and economical utilization of water resources through project-based approaches.
