China Customs Export Supervision Requirements
According to the Notes to Tax Rules, the electric blanket is classified under the tax No. 6301.1000.
Export tariff rate: 0%
Export tax rebate rate: 13%
Requirements for standardized application elements: 1. Product name; 2. Type (electric blanket); 3. Composition; 4. Brand (Chinese or foreign name).
European Union
As a kind of household appliance, the European Union market adopts the CE certification access mode for the electric blanket, which includes five parts: low-voltage directive (LVD 2014/35/EU), electromagnetic compatibility directive (EMCD 2014/30/EU), energy efficiency directive (ErP), directive restricting the use of certain harmful ingredients in electronic and electrical products (RoHS) and electronic and electrical products waste directive (WEEE).
CE certification is mandatory in the EU market. Whether products produced by enterprises within the EU or products produced in other countries want to circulate freely in the EU market, they must pass the CE certification and affix the "CE" mark to indicate that the products meet the basic requirements of the EU harmonized standards.
EU harmonized standard directives related to electric blankets mainly include EN 60335-1, EN 60335-2-17, EN 55014, EN 61000, etc.
The manufacturer of electric blanket can carry out the product conformity test according to the requirements of the EU harmonized standard directive, at the same time, adopt the appropriate conformity assessment mode to carry out conformity assessment, provide the EU official with the relevant technical documents and declaration of conformity, and affix the CE mark on the product, so that it can be exported to the EU. Enterprises can also apply for CE certification from qualified certification bodies to improve the convenience of trade and circulation.
Britain
From January 1, 2023, the UKCA mark will completely replace the CE mark as the conformity assessment mark for most goods in Great Britain (England, Wales and Scotland). Similar to CE certification, UKCA is also a mandatory certification.
The manufacturer of the electric blanket is responsible for ensuring that the product meets the standards specified in SI 2016 No. 1091/1101/3032, and after making a self declaration according to the specified procedures, the product is marked with UKCA. The manufacturer can also seek the test of a qualified third-party laboratory to prove that the product conforms to the relevant standards, and issue the certificate of conformity, which is the basis for the manufacturer's self declaration.
U.S.A
FCC is the abbreviation of the Federal Communications Commission of the United States. It is a mandatory certification. All radio application products, communication products and digital products need FCC certification to enter the U.S. market, focusing on electromagnetic compatibility (EMC) of products.
Electric blankets with Wi Fi, Bluetooth, RFID, infrared remote control and other functions need FCC certification before entering the U.S. market.
As a consumer product, the electric blanket must also be subject to the safety supervision of the Consumer Product Safety Commission (CPSC) when it is listed and sold in the United States. The manufacturer and exporter shall confirm that the products meet the requirements of safety standards, so as to prevent the products from being recalled and/or detained due to the substantial product hazards caused by defects.
When CPSC investigates product safety accidents, it often uses UL standards as the evaluation basis. CPSC encourages products entering the American market to pass the North American safety certification, i.e. the safety certification conducted by the National Accreditation Test Laboratory (NRTL) of the United States, such as UL, Intertek, MET, TUV South Germany, TUV Rhine, SGS, etc. The UL certification standards involved in the electric blanket mainly include UL60335, UL964, etc.
Japan
PSE certification is a mandatory safety certification in Japan, which is used to prove that motor and electronic products have passed the safety standard test of Japanese Electrical Supplies Safety Law (DENAN) or international IEC standards. The purpose of DENAN Law is to prevent the occurrence of hazards caused by electrical appliances by standardizing the production and sales of electrical appliances and introducing a third-party certification system.
According to the DENAN Law, a third-party certification agency authorized by the Ministry of Economy and Industry of Japan (METI) must carry out product certification, as well as factory review and product testing before the product is launched, such as JET, JQA, JECTEC, COSMOS, etc. Electrical appliances can be divided into two categories: specific electrical appliances (Class A, 116 types at present, with prismatic PSE logo affixed) and non specific electrical appliances (Class B, 341 types at present, with round PSE logo affixed). The electric blanket belongs to the electric heating appliances in Class B, and the standards involved mainly include J60335-2-17 (H20), JIS C 9335-2-17, etc.
