The Guangdong Province Construction Waste Pollution Prevention and Control Work Plan (2024-2030) has been released!

Guangdong has released a plan for the prevention and control of construction waste, covering 21 cities to 2030, including production forecasting, classification and treatment. By 2026, the resource utilization rate will reach over 60%, and by 2030, it will reach over 75%. Demonstration cities will use recycled building materials to replace natural sand and gravel by no less than 30%.

In October 2024, the Department of Housing and Urban Rural Development of Guangdong Province issued a notice on the issuance of the Guangdong Province Construction Waste Pollution Prevention and Control Work Plan (2024-2030). The "Plan" takes the whole process management as the main line, clarifies the requirements for site selection and construction of construction waste collection and disposal facilities, environmental pollution prevention and control, safety and health protection, and proposes management systems, institutional mechanism construction requirements, and planning guarantee measures. This "Plan" is a guiding document for the prevention and control of environmental pollution caused by construction waste in Guangdong Province. The scope of the "Plan" includes 21 prefecture level cities in the province that are listed, with a planning base year of 2023 and a planning period of 2024-2030. 2024-2026 is the short-term planning period, and 2027-2030 is the long-term planning period.

Planning content: This plan mainly includes the prediction of construction waste production, source reduction, classification and treatment, comprehensive utilization, layout and construction of consumption equipment and places, safety risk assessment, and management system construction.

In 2023, the total amount of construction waste generated in Guangdong Province was 274.1081 million cubic meters. As of the end of 2023, there are a total of 36 construction waste transfer facilities in the province with a designed transfer capacity of approximately 125 million cubic meters; There are a total of 52 construction waste disposal sites (including temporary ones) with a total disposal capacity of approximately 81 million cubic meters and a remaining disposal capacity of approximately 70 million cubic meters; There are a total of 263 construction waste resource utilization projects, with a total designed processing capacity of approximately 187 million cubic meters per year, and an actual processing capacity of approximately 36 million cubic meters in 2023. Only five cities in the province, including Guangzhou, Shenzhen, Zhuhai, Shanwei, and Zhaoqing, have construction waste transfer facilities; There are no construction waste disposal sites in 8 cities including Shantou, Foshan, Heyuan, Shanwei, Dongguan, Zhongshan, Chaozhou, and Jieyang, and no construction waste resource utilization projects in Shaoguan city.

Recent goal: By 2026, the mechanism for reducing construction waste in various regions of Guangdong Province will be basically established, with a resource utilization rate of over 60%, a comprehensive utilization rate of over 70%, and a safe disposal rate of 100% for construction waste throughout the province. The proportion of recycled building materials from construction waste that replace natural sand and gravel building materials in demonstration and pilot cities for construction waste management shall not be less than 25%. Various regions have taken measures such as controlling payments, promoting the use of recycled construction waste products, and encouraging social investment in construction projects to use recycled construction waste products.

Long term goal: By 2030, the management and comprehensive utilization system of construction waste in various regions of Guangdong Province will be further improved, with a resource utilization rate of over 75%, a comprehensive utilization rate of over 90%, and a safe disposal rate of 100%. The amount of construction waste discharged from new construction sites has been decreasing year by year, and the amount of construction waste discharged from prefabricated construction sites has also been decreasing year by year. The proportion of recycled building materials from construction waste that replace natural sand and gravel building materials in demonstration and pilot cities for construction waste management shall not be less than 30%.
