1. National Hazardous Waste List (2025 Edition)
According to the relevant provisions of the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, this directory is formulated. Solid waste (including liquid waste) that meets any of the following conditions shall be included in this list: (1) those with one or more hazardous characteristics such as toxicity, corrosiveness, flammability, reactivity, or infectivity; (2) It cannot be ruled out that hazardous waste may have harmful effects on the ecological environment or human health and needs to be managed as hazardous waste. This directory will be implemented from January 1, 2025.
2. Supervision and Management Measures for Sea Discharge Outlets (Trial)
In order to strengthen the supervision and management of discharge outlets into the sea, protect the marine ecological environment, and in accordance with the "Marine Environmental Protection Law of the People's Republic of China" and the "Implementation Opinions of the General Office of the State Council on Strengthening the Supervision and Management of Discharge Outlets into Rivers and Seas", these measures are formulated. The term 'discharge outlet into the sea' referred to in these measures refers to the outlet that directly or through pipelines, ditches, channels, or other discharge channels discharges sewage into the marine environment. These measures shall come into effect on January 1, 2025.
3. Energy Law of the People's Republic of China
In order to promote high-quality energy development, ensure national energy security, promote green and low-carbon transformation and sustainable development of the economy and society, actively and steadily promote carbon peak and carbon neutrality, and meet the needs of building a socialist modernized country comprehensively, this law is formulated in accordance with the Constitution. The energy referred to in this law refers to various resources that directly or through processing and conversion obtain useful energy, including coal, oil, natural gas, nuclear energy, hydropower, wind energy, solar energy, biomass energy, geothermal energy, ocean energy, as well as electricity, heat, hydrogen energy, etc. This law shall come into effect on January 1, 2025.
4. Catalogue of Encouraged Industries in Western Regions (2025 Edition)
In order to promote the formation of a new pattern in the development of the western region, promote the development of characteristic advantageous industries, develop emerging industries according to local conditions, and accelerate industrial transformation and upgrading, this catalog is formulated. This catalog consists of two parts: one is the encouraged industries in the existing national industrial catalog, and the other is the newly added encouraged industries in the western region. On the premise of complying with market access policies, this catalog is generally applicable to enterprises engaged in production and operation in the western region, among which foreign-invested enterprises shall be implemented in accordance with the Catalogue of Industries Encouraged for Foreign Investment. This catalog shall come into effect on January 1, 2025.
5. Management Measures for Bid Evaluation Experts and Bid Evaluation Expert Database
In order to strengthen the management of bid evaluation experts and the bid evaluation expert database, improve the overall quality of the bid evaluation expert team, promote the sharing of bid evaluation expert resources, ensure the fairness and impartiality of bid evaluation activities, and improve the quality of bid evaluation, this method is formulated in accordance with laws and regulations such as the Tendering and Bidding Law of the People's Republic of China and the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China. This method applies to the selection, selection, and management of evaluation experts, as well as the establishment, use, sharing, and supervision of the evaluation expert database. This method will be implemented from January 1, 2025.
6. Performance Evaluation Standards for Urban Water Supply and Use (GB/T 44129-2024)
This standard specifies the procedures and technical requirements for evaluating the performance of urban water supply and use. This standard is applicable to the evaluation of urban water supply and usage performance. Among them, urban water supply includes but is not limited to urban public water supply units and self built facility water supply units; Urban water use includes but is not limited to residential areas, industrial enterprises, business service units, and administrative agencies. This standard will be implemented from January 1, 2025.
7. Regulations on Network Data Security Management
In order to standardize network data processing activities, ensure network data security, promote the lawful, reasonable and effective use of network data, protect the legitimate rights and interests of individuals and organizations, safeguard national security and public interests, this regulation is formulated in accordance with the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China and other laws. This regulation shall come into effect on January 1, 2025.
8. Safety Regulations for Disposal of Radioactive Solid Waste in Caverns (GB 13600-2024)
In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, and the Nuclear Safety Law of the People's Republic of China, prevent and control radioactive waste pollution, and improve environmental quality, this standard is formulated. This standard specifies the general requirements for the site selection, design, construction, operation, closure, monitoring, monitoring, safety evaluation, safety process system analysis, and quality assurance of low-level radioactive solid waste rock cave disposal facilities. This standard also specifies specific requirements for the disposal of small amounts of intermediate level radioactive solid waste in low-level radioactive solid waste rock cave disposal facilities. This standard will be implemented from January 1, 2025.
9. Safety Requirements for Lifting and Tying Devices of Radioactive Material Transport Containers (HJ 1385-2024)
In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, and the Nuclear Safety Law of the People's Republic of China, prevent contamination by radioactive substances, safeguard human health, protect the ecological environment, and standardize the safety management of lifting and fastening devices for radioactive material transportation containers, this standard is formulated. This standard is a refinement of the requirements of the "Regulations for the Safe Transport of Radioactive Materials" (GB 11806) standard, which specifies the safety requirements for the design, manufacturing, and maintenance of lifting devices and fastening devices for radioactive material transport containers. This standard will be implemented from January 1, 2025.
10. Decision of the State Council on Amending and Abolishing Some Administrative Regulations
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, implement the reform spirit of the Party and state institutions, promote strict, standardized, fair and civilized law enforcement, optimize the rule of law business environment, and ensure high-level opening up to the outside world, the State Council has sorted out the administrative regulations involved. The application, approval, execution, and supervision and management of pollutant discharge permits within the administrative area of this province shall be subject to these measures. These measures shall come into effect on January 1, 2025.
2. Regulations on Prevention and Control of Noise Pollution in Gansu Province
In order to prevent and control noise pollution, safeguard public health, protect and improve the living environment, maintain social harmony and tranquility, promote ecological civilization construction, and promote sustainable economic and social development, this regulation is formulated in accordance with the "Noise Pollution Prevention and Control Law of the People's Republic of China" and other laws and administrative regulations, combined with the actual situation of this province. The prevention and control of noise pollution within the administrative area of this province shall be governed by these regulations. If laws and administrative regulations have provisions for the prevention and control of noise pollution, they shall be implemented in accordance with their provisions. This regulation shall come into effect on January 1, 2025.
3. Regulations on Ecological Environment Protection in Ningxia Hui Autonomous Region
In order to protect and improve the ecological environment, prevent and control pollution and other public hazards, safeguard public health and ecological environment rights, promote ecological civilization construction, and promote sustainable economic and social development, this regulation is formulated in accordance with relevant laws and administrative regulations such as the Environmental Protection Law of the People's Republic of China, combined with the actual situation of the autonomous region. This regulation applies to ecological environment protection and its supervision and management activities within the administrative area of the autonomous region. This regulation shall come into effect on January 1, 2025.
4. Measures for the Implementation of the Groundwater Management Regulations in Ningxia Hui Autonomous Region
In order to strengthen groundwater management, prevent groundwater overexploitation and pollution, ensure groundwater quality and sustainable utilization, promote ecological civilization construction, and in accordance with laws and regulations such as the Yellow River Protection Law of the People's Republic of China and the Regulations on Groundwater Management, combined with the actual situation of the autonomous region, this method is formulated. This method applies to activities such as groundwater investigation and planning, conservation and protection, overexploitation control, pollution prevention and control, and supervision and management within the administrative region of the autonomous region. The groundwater referred to in these measures refers to water that exists below the surface. These measures shall come into effect on January 1, 2025.
5. Regulations on the Prevention and Control of Solid Waste Pollution in Heilongjiang Province
In order to protect and improve the ecological environment, prevent and control solid waste pollution, conserve and rationally utilize resources, safeguard public health, maintain ecological security, promote ecological civilization construction, promote high-quality development and sustainable revitalization, this regulation is formulated in accordance with relevant laws and administrative regulations, and combined with the actual situation of this province. This regulation applies to the prevention and control of environmental pollution caused by solid waste within the administrative area of this province. This regulation does not apply to the prevention and control of environmental pollution caused by radioactive solid waste. If laws and administrative regulations have other provisions on the prevention and control of environmental pollution caused by solid waste, those provisions shall prevail. This regulation shall come into effect on January 1, 2025.
6. Regulations on Air Pollution Prevention and Control in Baotou City
In order to protect and improve the atmospheric environment, prevent and control air pollution, safeguard public health, promote ecological civilization construction, and promote high-quality economic and social development, this regulation is formulated in accordance with relevant laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Regulations on Air Pollution Prevention and Control of Inner Mongolia Autonomous Region, combined with the actual situation of this city. This regulation shall come into effect on January 1, 2025.
7. Regulations on Promoting Green and Low Carbon Transformation in Zhejiang Province
In order to promote the comprehensive green and low-carbon transformation of economic and social development, advance the modernization of harmonious coexistence between humans and nature, promote common prosperity and provincial modernization, and in accordance with relevant laws and administrative regulations, combined with the actual situation of this province, this regulation is formulated. This regulation applies to activities related to green and low-carbon transformation in the fields of energy, industry, transportation, urban-rural development, agriculture, and residential life within the administrative area of this province. This regulation shall come into effect on January 1, 2025.
8. Regulations on the Forest Chief System in Guangdong Province
In order to implement the concept that green mountains and clear waters are as valuable as mountains of gold and silver, ensure and promote the implementation of the forest chief system, protect and develop forestry resources, and promote the ecological construction of green and beautiful Guangdong, this regulation is formulated in accordance with relevant laws and administrative regulations such as the Forest Law of the People's Republic of China, combined with the actual situation of this province. The forest chief system referred to in these regulations refers to the system in which forest chiefs at all levels lead, organize, and coordinate the protection and development of forestry resources and their ecosystems, such as forests, trees, forests, wetlands, grasslands, nature reserves, and wild animals and plants, within their responsible areas. This regulation shall come into effect on January 1, 2025.
9. Regulations on Water Pollution Prevention and Control in Chengdu City
In order to prevent and control water pollution, protect and improve the aquatic ecological environment, maintain public health, promote ecological civilization construction, and promote sustainable economic and social development, this regulation is formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Yangtze River Protection Law of the People's Republic of China and other laws and regulations, combined with the actual situation of Chengdu City. This regulation applies to the prevention and control of water pollution, protection of water ecological environment, and supervision and management activities within the administrative area of this city. This regulation shall come into effect on January 1, 2025.
10. Trial Measures for the Management of Environmental Pollution Liability Insurance in Shanghai
In order to standardize the environmental pollution liability insurance activities in Shanghai, improve the ability of enterprises to prevent environmental pollution accidents, and reduce the impact of sudden environmental incidents, this method is formulated in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Insurance Law of the People's Republic of China, the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, and the Shanghai Environmental Protection Regulations. These measures shall come into effect on January 1, 2025 and shall be valid until December 31, 2026.
11. Management Measures for Ecological Environment Credit Evaluation in Shanghai
In order to strengthen the construction of the ecological environment credit system in this city, promote the implementation of ecological environment protection responsibilities by polluting units, improve the level of ecological environment credit evaluation and supervision, and assist in the construction of a beautiful Shanghai, in accordance with relevant provisions such as the Environmental Protection Law of the People's Republic of China, the Shanghai Environmental Protection Regulations, the Shanghai Social Credit Regulations, and the Enterprise Environmental Credit Evaluation Measures (Trial), and combined with the actual situation of ecological environment protection in this city, this method is formulated. These measures shall come into effect on January 1, 2025 and shall be valid until December 31, 2029.
12. Shanghai Green Building Regulations
In order to promote the high-quality development of green buildings, improve building quality, save resources, reduce pollution and carbon emissions, and improve the living environment, this regulation is formulated in accordance with relevant laws and administrative regulations, combined with the actual situation of this city. This regulation applies to activities related to planning, construction, operation, renovation, incentive protection, supervision and management of green buildings within the administrative area of this city. This regulation shall come into effect on January 1, 2025.
13. Regulations on the Management of Kitchen Waste in Xuchang City
In order to strengthen the management of kitchen waste, maintain urban environmental sanitation, ensure food safety and public health, this regulation is formulated in accordance with the Solid Waste Pollution Prevention and Control Law of the People's Republic of China and the State Council's Regulations on Urban Appearance and Environmental Sanitation Management, and in combination with the actual situation of this city. This regulation applies to the generation, disposal, collection, transportation, treatment, and supervision of kitchen waste in the central urban area of this city. The generation, disposal, collection, transportation, treatment and other activities of kitchen waste outside the urban area of this city center, as well as their supervision and management, shall be subject to the application of this regulation. This regulation shall come into effect on January 1, 2025.
14. Notice on Standardizing the Pricing of Construction Waste and Demolition Waste Transportation and Disposal Fees issued by the Department of Housing and Urban Rural Development of Sichuan Province
In order to implement the requirements of reducing construction waste and utilizing resources in Sichuan Province's construction projects, in accordance with the relevant provisions of the "Notice of the Sichuan Provincial Department of Housing and Urban Rural Development and other eight departments on Issuing the Action Plan for the Disposal and Resource Utilization of Urban Construction Waste in Sichuan Province" (Chuanxingxinggui [2024] No. 12), and based on the "Valuation Specification for Construction Engineering Quantity List" (GB50500-2013), "Calculation Specification for Construction and Decoration Engineering Quantity" (GB50854-2013) and other engineering quantity calculation specifications, as well as the 2020 "Valuation Quota for Construction Engineering Quantity List in Sichuan Province", the transportation and disposal fees for construction waste (including engineering slag, engineering mud, and engineering waste) and demolition waste in Sichuan Province's construction projects are now included in the project cost. 15. Scoring Management Measures for Third Party Treatment Units of Volatile Organic Compound Pollution Prevention and Control Facilities in Taizhou City (Trial)

16. Management Measures for Kitchen Waste in Shanwei City (Trial)
In order to strengthen the full chain management of kitchen waste, ensure food safety, maintain a clean urban and rural environment, and promote resource recycling, this method is formulated in accordance with the provisions of laws, regulations, and rules such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Urban Household Waste Management Measures, the Guangdong Province Urban and Rural Household Waste Management Regulations, the Shanwei City Urban Appearance and Environmental Sanitation Management Regulations, and the Shanwei City Urban and Rural Household Waste Classification Management Regulations, combined with the actual situation of this city. This method shall come into effect on January 1, 2025 and be valid for 3 years.
17. Measures for the Implementation of the National Defense Desertification Control Law of the People's Republic of China in Xinjiang Uygur Autonomous Region
In order to prevent land desertification, control and utilize desertified land, maintain ecological security, promote high-quality economic and social development, accelerate the modernization of harmonious coexistence between humans and nature, and in accordance with the National Defense Desertification Control Law of the People's Republic of China and relevant laws and administrative regulations, combined with the actual situation of the autonomous region, this method is formulated. Those engaged in the prevention of land desertification, the management and utilization of desertified land within the administrative area of the autonomous region shall comply with these measures. These measures shall come into effect on January 1, 2025.
18. Article 93, Paragraph 1 of the Water Pollution Prevention and Control Law of the People's Republic of China, Administrative Penalty Discretionary Standards (Trial), Xiamen City
In order to effectively prevent and respond to the potential environmental impacts of sudden water environmental incidents, we urge enterprises and institutions that may experience water pollution accidents to develop emergency plans for water pollution accidents in accordance with regulations. Based on practical work, we have formulated the "Administrative Penalty Discretionary Standards (Trial)" in Article 93, Paragraph 1 of the Water Pollution Prevention and Control Law of the People's Republic of China. Effective from January 1, 2025, with a validity period of two years.
19. Management Measures for the Collection of Urban Waste Treatment Fees in Yanji City

21. Beijing landmark "Technical Guidelines for Environmental Impact Assessment of Construction Projects - Carbon Emissions" (DB11/T 2308-2024)
The standard systematically elaborates on the technical requirements and workflow of carbon emission assessment in environmental impact assessment of construction projects, including carbon emission target investigation, accounting, analysis, and analysis of pollution reduction and carbon reduction measures. It not only provides clear technical guidance for the environmental impact assessment of construction projects, but also marks a solid step for Beijing in carbon emission control. This standard shall come into effect on January 1, 2025.
22. Guangxi Province landmark "Discharge Standards for Seawater Aquaculture Tail Water" (DB45/T 2841-2024)
In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Marine Environment Protection Law of the People's Republic of China, and the Water Pollution Prevention and Control Regulations of Guangxi Zhuang Autonomous Region, strengthen the control, supervision, and management of the discharge of seawater aquaculture effluent, improve the quality of seawater environment, and protect marine ecological health, this document is formulated in combination with the actual situation of Guangxi Zhuang Autonomous Region. This standard shall come into effect on January 1, 2025.
23. Shanghai landmark "Safety Management Specification for Limited Space Operations in the Industry and Trade Industry" (DB31/T 1502-2024)
This document specifies the general requirements for production and operation units in the industrial and trade industry to carry out confined space operations, including pre operation preparation, operation process, post operation cleaning and confirmation, contract operation management, emergency response and rescue, etc. This document is applicable to the implementation of safety management for confined space operations in industrial and commercial production and operation units within the administrative area of Shanghai. This standard shall come into effect on January 1, 2025.
24. Implementation Plan for Ultra low Emission Transformation of Domestic Waste Incineration Plants in Zhejiang Province
In order to implement the Action Plan for Continuous Improvement of Air Quality in Zhejiang Province, further enhance the control level of air pollutant emissions in the waste incineration industry, and continuously improve the environmental air quality in Zhejiang Province, this implementation plan is formulated. Request to promote the ultra-low emission transformation of existing domestic waste incineration plants, and by the end of 2025, more than one-third of domestic waste incineration plants in the province will have completed organized and unorganized ultra-low emission transformation; By the end of 2027, the province's domestic waste incineration plants will have basically completed the task of ultra-low emission transformation. This plan will be implemented from January 20, 2025.
