Japan has revised its regulations on the import of chemical substances, and from February 18, 2025, three substances including methoxy DDT will be listed as prohibited in the first category. Products containing these substances will be prohibited from import from June 18, 2025. Illegal products are prohibited from entering the Japanese market, affecting Chinese export enterprises.

On February 6, 2025, the Japanese Ministry of Economy, Trade and Industry issued a notice announcing the revision of the import customs clearance procedures for chemical substances under the Chemical Substance Examination and Manufacturing Management Act, aiming to further strengthen the management of specific hazardous chemicals.

·In addition, the Ministry of Economy, Trade and Industry has updated Annex 2 to list products containing these specific chemicals, which will be prohibited from importation. The new regulations will be implemented from June 18, 2025.

According to Article 7 of the Implementation Order of the Law, importers must confirm that the products listed above have not used Class I specific chemicals. Products that violate this regulation will not be able to enter the Japanese market through customs. This new regulation may have an impact on Chinese companies exporting chemical products to Japan. Once DDT, Dechlorane Plus, and UV-328 are designated as Class I specific chemicals, relevant authorization must be obtained before production or import. Unauthorized substances cannot enter the Japanese market. In addition, multiple products containing Dechlorane Plus clones and UV-328 have been banned from entering Japan, further limiting the development of Chinese companies in the Japanese market.

The Ministry of Economy, Trade and Industry stated that it will continue to monitor market conditions and further adjust relevant regulations as needed. Meanwhile, the original notice will expire on February 17, 2025, to ensure that all relevant parties can adjust in a timely manner to comply with the new regulatory requirements. Japan
