France adopts a comprehensive ban on PFAS and sets specific implementation dates

France will pass a law in 2025 to ban PFAS on cosmetics, some textiles, and ski wax starting from 2026, and expand to all textiles by 2030. Exemption from protective clothing and cookware provides a timeline for industry transition, leading France in reducing PFAS usage globally.

On February 20, 2025, the French National Assembly passed a new law aimed at reducing public exposure to perfluorinated and polyfluoroalkyl substances (PFAS).

1、 Prohibit the use of PFAS in critical consumer goods

Starting from 2026, this legislation will prohibit the production, import, and sale of products containing PFAS, as follows:

On January 1, 2026, it is prohibited to manufacture, import, export, and sell products containing the following categories of PFAS:

Cosmetics: All beauty and personal care products.
Textiles: Clothing, except for protective equipment for military personnel and firefighters.
Ski wax: a product used to maintain and improve the performance of skis.

January 1, 2030: Expand the ban to include all textiles containing PFAS, including a wider range of fabric based products.

2、 Exemption and industry impact

This legislation exempts certain items from the ban:

Protective clothing: Equipment designed for security forces and emergency response personnel can be exempted to ensure their safety and operational efficiency.

Cookware: Kitchen utensils, such as non stick pans, are not subject to legal constraints, which gives manufacturers extra time to develop suitable PFAS free alternatives.

The phased implementation provides a clear timeline for the industry to transition to safer alternatives, reflecting a balance between public health priorities and economic considerations.

This legislative measure puts France at the forefront of global regulation and reducing the use of PFAS, and sets a precedent for comprehensive chemical safety standards.
