National documents and standards

 

1. Regulations of the People's Republic of China on the Protection of New Plant Varieties

In order to protect the rights of new plant varieties, encourage the cultivation and promotion of new plant varieties, and promote the development of agriculture, forestry and grassland industries, this regulation is formulated in accordance with the Seed Law of the People's Republic of China. The term 'new plant varieties' referred to in these regulations refers to plant varieties that have been artificially selected or improved from discovered wild plants, possessing novelty, specificity, consistency, stability, and appropriate naming. This regulation shall come into effect on June 1, 2025.  

 

2. Regulations on Ensuring Payment of Funds to Small and Medium sized Enterprises

  The main content of the revision includes adding provisions that large enterprises should make payments within 60 days from the date of delivery of goods, projects, and services; If the payment deadline is reasonably agreed upon according to industry standards and transaction habits, it is not allowed to agree on receiving third-party payment as a condition for paying to small and medium-sized enterprises, or to pay to small and medium-sized enterprises according to the proportion of third-party payment progress.

 

3. Provisional Regulations on Express Delivery

In order to promote the healthy development of the express delivery industry, ensure express delivery safety, protect the legitimate rights and interests of express delivery users, and strengthen the supervision and management of the express delivery industry, this regulation is formulated in accordance with the Postal Law of the People's Republic of China and other relevant laws. This regulation applies to the operation of express delivery services, acceptance of express delivery services, and supervision and management of the express delivery industry within the territory of the People's Republic of China. This decision shall come into effect on June 1, 2025.

 

4. Acceptable levels of residual radioactivity in soil at retired nuclear facility sites (GB 45437-2025)

In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, and the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, and to standardize the technical requirements for soil environment management after the retirement of nuclear facilities in China, this standard is formulated. This standard shall come into effect on June 1, 2025.

 

5. Partial revision of the Technical Specification for Sanitary Landfill Treatment of Domestic Waste (GB/T50869-2013)

The Ministry of Housing and Urban Rural Development has issued a notice on the partial revision of the national standard "Technical Specification for Sanitary Landfill Treatment of Domestic Waste", which will be implemented from June 1, 2025. It is strictly prohibited to mix hazardous waste and radioactive waste into landfill materials. Landfills should not be located in the following areas: the site selection should comply with the provisions of the current mandatory engineering construction national standard "Code for Domestic Waste Treatment and Disposal Engineering Projects" GB 55012, and should not be upstream of the water source. The site elevation should be at least 1m above the highest groundwater level and above the flood level that occurs once every 50 years.

1. Notice on Further Standardizing the Filing and Approval of Urban Construction Waste Treatment Plans in Ningxia Hui Autonomous Region

The Department of Housing and Urban Rural Development of Ningxia Hui Autonomous Region and six other departments jointly issued a notice on further standardizing the filing and approval of urban construction waste treatment plans, requiring further standardization of the filing and approval of construction waste treatment plans, focusing on building an integrated service model for filing and approval of construction waste treatment plans that includes "package based point application, one-stop comprehensive window acceptance, integrated one-stop service, and nanny style follow-up services", achieving a deeper level of "reducing links, materials, time limits, and running", improving the efficiency of filing and approval of construction waste treatment plans, and achieving the goal of integrated and efficient processing. This notice shall come into effect on June 1, 2025 and shall be valid until May 31, 2028.

 

2. Guizhou Province Urban Domestic Waste Treatment Fee Management Measures (Trial)

In order to promote high-level protection of the ecological environment and enhance the level of ecological civilization construction, this method is formulated in accordance with the provisions of laws, regulations and policies such as the Price Law, the Solid Waste Pollution Prevention and Control Law, the Guiding Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Building a Modern Environmental Governance System, the Opinions of the National Development and Reform Commission on Innovating and Improving the Price Mechanism for Promoting Green Development, and the Pricing Catalogue of Guizhou Province, combined with the actual situation of our province. These measures shall come into effect on June 1, 2025.

 

3. Interim Measures for the Management of Recycling and Utilization of Waste Power Batteries for New Energy Vehicles in Sichuan Province

In order to strengthen the management of the recycling and utilization of waste power batteries from new energy vehicles in Sichuan Province, improve the safety and environmental protection level of waste power battery recycling, promote the regeneration and recycling of key mineral resources, and help build a green, low-carbon and circular development economic system, this method is formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Circular Economy Promotion Law of the People's Republic of China, and relevant national regulations on the comprehensive utilization and management of waste power batteries, combined with the actual situation in Sichuan Province. This method shall come into effect on June 1, 2025 and be valid for 2 years.

 

4. Management Measures for Classification of Municipal Solid Waste in Yili Prefecture

In order to strengthen and standardize the classification and management of household waste, improve the level of reduction, resource utilization, and harmless disposal of household waste, improve the living environment, and promote the construction of ecological civilization, in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Regulations on Urban Appearance and Environmental Sanitation Management, and the Regulations on Urban Household Waste Management of Xinjiang Uygur Autonomous Region, and combined with the actual situation of Yili Prefecture, this method is formulated. These measures shall come into effect on June 1, 2025.

 

5. Management Measures for Classification of Domestic Waste in Jining City

In order to strengthen the classification and management of household waste, improve the living environment, promote ecological civilization construction and sustainable economic and social development, this method is formulated in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Circular Economy Promotion Law of the People's Republic of China, and the Regulations on the Management of Household Waste in Shandong Province, combined with the actual situation of this city. These measures shall come into effect on June 1, 2025.

 

6. Interim Measures for the Management of Urban Sewage Treatment in Ezhou City

In order to strengthen the management of urban sewage treatment, ensure the safe operation of urban sewage treatment facilities, prevent and control water pollution, improve the water environment, and protect the ecological environment, in accordance with the "Water Pollution Prevention and Control Law of the People's Republic of China", "Regulations on Urban Drainage and Sewage Treatment", "Hubei Province Water Pollution Prevention and Control Regulations" and other laws and regulations, combined with the actual situation of this city, this method is formulated. These measures shall come into effect on June 1, 2025.

 

7. Regulations on Wetland Protection in Inner Mongolia Autonomous Region

In order to strengthen wetland protection, maintain wetland ecological functions and biodiversity, ensure ecological security, promote ecological civilization construction, and achieve harmonious coexistence between humans and nature, this regulation is formulated in accordance with the Wetland Protection Law of the People's Republic of China and relevant national laws and regulations, combined with the actual situation of the autonomous region. This regulation shall come into effect on June 1, 2025.

 

8. Hainan Province Landmark "Soil Environmental Background Values" (DB46/T 687-2025)

This document specifies the soil environmental background values and usage methods. This document is applicable to the regional soil environmental background assessment of seven types of soil parent materials, including acidic intrusive rock parent materials, basic volcanic rock parent materials, sedimentary rock parent materials, metamorphic rock parent materials, alkaline intrusive rock parent materials, acidic volcanic rock parent materials, and Quaternary loose sediment parent materials, in Hainan Province (excluding Sansha City). This standard shall come into effect on June 1, 2025.
