Letter on Soliciting Opinions on the National Standard for Energy Efficiency and Water Efficiency Limits and Grades of Electric Laundry and Drying Machines
All relevant units and experts:
The draft of the national standard "Energy Efficiency and Water Efficiency Limits and Grades for Electric Laundry and Drying Machines", which was revised by the National Standardization Management Committee and organized by the National Energy Foundation and Management Standardization Technical Committee, has been completed for soliciting opinions. According to the relevant provisions of the "National Standard Management Measures", please organize relevant personnel to review this draft for soliciting opinions and provide revision suggestions. Feedback on the opinions should be sent to the standard drafting group or the Secretariat of the National Energy Standards Committee by email before June 25, 2025.

Main technological changes
(Note: This content is sourced from the "Draft for Comments", and the standard has not yet been officially released. Please refer to the official standard content that will be released in the future.)
This standard replaces GB 12021.4-2013 "Limiting Values and Grades for Efficiency and Water Efficiency of Electric Laundry Machines". Compared with GB 12021.4-2013, except for structural adjustments and editorial changes, the main technical changes are as follows:
a) The scope has been changed, and the applicable products have added "washing and drying all-in-one machine", adjusted the rated capacity, deleted "not suitable for agitator washing machine", and clarified that it is not suitable for "single bucket washing machine without dehydration function", "washing machine that cannot wash cotton fabrics", "pulsator washing and drying all-in-one machine" and "dry cleaning machine" (see Chapter 1);
b) Added definitions for "electric washing machine", "mini washing machine", "single drum washing and drying integrated machine", "standard washing program", "standard washing and drying program", "full load", "half load", and changed definitions for "rated capacity", "power consumption", "water consumption", "unit power consumption", and "unit water consumption"; Deleted the definitions of terms such as "working cycle", "half load capacity", "power consumption limit value", "washing machine energy efficiency level", "washing machine water efficiency level", and "allowable deviation of explicit values" (see Chapter 3);
c) Changed the energy efficiency and water efficiency levels of washing machines, adding energy efficiency and water efficiency levels for micro washing machines and single drum washing and drying all-in-one machines (see Chapter 4 of the 2013 version 4.1);
d) Changed the allowable deviation of explicit values (see 4.1.3, 5.5 of the 2013 version);
e) Changed the requirements for energy efficiency and water efficiency limit values (see Sections 4.2 and 5.1 of the 2013 edition);
f) Removed the requirement for energy-saving and water-saving evaluation values (see 4.3 of the 2013 version);
g) Added performance index requirements for washing machines, single drum washing and drying integrated machines, and multi drum (barrel) products (5.2, 5.3, 5.4)
h) Changed the experimental method (see Chapter 5 and Chapter 6 of the 2013 edition);
i) Deleted the inspection rules (see Chapter 6 of the 2013 edition);
j) Added appendix content (see Appendix A, Appendix B, Appendix C, Appendix D, Appendix E, Appendix F).
