Indonesia's SNI certification enforces national standards for kitchen appliances and heating liquid appliances, which will officially come into effect on July 24, 2025.

On April 11, 2025, Indonesia issued a supplementary notification G/TBT/N/IDN/122/Add. 2 through the WTO, issuing a draft law to enforce the national standards for kitchen appliances and heating liquid appliances in Indonesia. The draft law will officially come into effect on July 24, 2025. Domestic or imported household appliances produced before the effective date of this regulation may still be distributed for a maximum of one year from the effective date.

The release of Regulation No. 7/2025 by the Minister of Industry has a significant impact on the export of household appliances from China to Indonesia.

 

Main content of the report


The Minister of Industry Regulations No. 84/M-IND/PER/8/2010, No. 34/M-IND/PER/7/2013, and No. 58/2020 have been abolished and replaced by Minister of Industry Regulations No. 7/2025 (on the mandatory implementation of Indonesian national standards for household electronic products).


(1) Related requirements
 

1. Overseas manufacturers can only designate one official representative of the enterprise, and the official representative of the enterprise only represents one overseas manufacturer;

2. If the overseas manufacturer changes the official representative of the enterprise before the expiration of the SNI certificate, the SNI certificate will become invalid;

3. The official representative of the enterprise must have a warehouse in the same or adjacent city/county where it is located;

4. Household electronic products produced by overseas manufacturers must first enter the warehouse designated by the official representative of the enterprise before circulation or ownership transfer;


5. Household appliances that exceed the parameter range require exemption procedures, such as an explanatory letter issued by the Director General of the Ministry of Industry responsible for guiding the home electronics industry.

 

 

(2) Household electronic products involved

 

1. Split type air conditioner, window type air conditioner, and/or portable air conditioner, with a cooling capacity not exceeding 3 horsepower (27000 BTU/h or 7913 watts) and a working voltage not exceeding 250V, excluding: evaporative air cooler, floor type, ceiling type (box type, ducted type, suspended type), and variable cooling flow rate; The HS code is 84151020.

2. Single bucket or double bucket washing machine, with a capacity not exceeding 16 kilograms, a working voltage not exceeding 250V, and HS codes: 84501110, 84501190, 84501210, 84501290, 84501911, 84501919, 84502000.

3. Refrigerators (refrigerators, freezers) with a total capacity not exceeding 400 liters and a voltage not exceeding 250V, including vertical display cabinets, with HS codes of 84181031, 84181032, 84182110, 84182190, 84182900, 84183010, 84183090, 84184010, 84184090, 84181091, 84181099, 84185019, 84185099.

4. Pumps for household and similar purposes, with a working voltage not exceeding 250V, an output power not exceeding 1000 watts, a maximum depth not exceeding 50 meters, and a liquid temperature not exceeding 90 ℃, including vertical pumps and push pumps, with HS codes of 84137042, 84137091, 84138113.

5. Underwater pumps for household and similar purposes, with a working voltage not exceeding 250V, an input power not exceeding 1500 watts, or a maximum pipe diameter of 1.5 inches, excluding aquarium pumps, garden pond pumps, shower pumps, mud pumps, and desktop fountain pumps, HS code 84137031.

6. Dry and steam electric irons, including household electric irons with a capacity not exceeding 5 liters, independent water storage tanks or boilers, working voltage not exceeding 250V, and power not exceeding 1000 watts, HS code 85164000, excluding handheld clothing irons (fabric irons) with HS code 84164090.

7. Electric mixers, electric juicers, food shredders, and food processors, HS code: 85094000.

8. Rice cookers with a capacity of no more than 3 liters or an input power of no more than 1000 watts, using pressure working principle, including rice cookers and insulated pots, slow stew pots, HS code: 85166010.

9. Electric kettles with a capacity not exceeding 10 liters have HS codes 85167910 and 85167990.

10. Immersion water heater, HS code 85161030.

(3) The standards involved
  

The draft regulation covers the implementation of Class 5 certification schemes for products, through which SNI certificates are issued. The certification body conducts continuous evaluations of the production process, and production enterprises must establish a quality management system that complies with ISO9001:2015. Product quality testing should be carried out in accordance with the following standards:

1. SNI IEC60335-1:2020, Safety of household and similar electrical appliances - Part 1: General requirements for household electrical products.

2. SNI IEC60335-2-40:2009, Safety of household and similar electrical appliances - Part 2-40: Special requirements for heat pumps, air conditioners, and dehumidifiers.

3. SNI IEC60335-2-7:2010, Safety of household and similar electrical appliances - Part 2-7: Special requirements for washing machines.

4. SNI IEC60335-2-24:2020, Household and similar electrical appliances - Safety - Part 2-24: Special requirements for refrigeration equipment, ice cream equipment, and ice makers.

5. SNI IEC60335-2-41:2010, Safety of household and similar electrical appliances - Part 2-41: Special requirements for pumps.

6. IEC 60335-2-3:2022, Safety of household and similar electrical appliances - Part 2-3: Special requirements for electric irons.

7. SNI IEC6033-2-74:2010, Household and similar electrical appliances - Safety - Part 2-74: Special requirements for portable immersion heaters.

8. SNI IEC60335-2-14:2010, Safety of household and similar electrical equipment - Part 2-14: Special requirements for kitchen appliances.

9. IEC60335-2-15:2011, Safety of household and similar electrical equipment - Part 2-15: Special requirements for liquid heating appliances.


10. SNI IEC60335-2-89:2015, Safety of household and similar electrical equipment - Part 2-89: Special requirements for display cabinets.


 

Regulatory Timeline

Notice No. G/TBT/N/IDN/122 dated June 7, 2019

Indonesia has submitted Notification No. G/TBT/N/IDN/122 to the WTO regarding a draft law on mandatory implementation of national standards for kitchen appliances and liquid heating appliances in Indonesia.

 

First supplementary notification on April 1, 2021

Indonesia has submitted a supplementary notice clarifying the issuance plan for SNI certificates for kitchen appliances and heating liquid appliances, as well as the testing standards for related products.

 

The second supplementary notice on April 11, 2025 (this time)

Implemented on July 24, 2025. This is the second supplement, which further clarifies the mandatory standards for kitchen appliances and heating liquid appliances, the issuance of SNI certificates using the Class 5 certification scheme, production process evaluation, the implementation of ISO9002:2015, the basis for product quality testing, and the implementation date of laws and regulations.

 

 

Compliance Reminder

 

The regulations issued by Indonesia regarding kitchen appliances and heating liquid appliances are mandatory and fall within the scope of SNI. This regulation will be implemented on July 24, 2025, and products produced before implementation will only have a one-year market sales period.
