1、 SIRIM certification
SIRIM certification is a mandatory or voluntary certification system implemented by Malaysia for products entering its market, managed and implemented by the Malaysian Institute of Standards and Industrial Research (SIRIM). Covering multiple fields such as electronic products, mechanical equipment, building materials, communication equipment, etc., the aim is to ensure that products comply with Malaysia's standards and safety requirements, safeguard consumer rights and public safety.
（1） Mandatory product scope
Electrical and electronic product
Plug (below 15A), switch and dimmer, socket (below 15A), fluorescent lamp holder and starter frame, ceiling light cable box, bayonet lamp holder and multi head adapter, fluorescent lamp (except for separately imported lamps), fluorescent lamp capacitor, fluorescent lamp ballast, leakage protector, electric water heater (including separately imported heater), hair dryer, table lamp, liquid heating appliance, electric iron, electric shaver, kitchen food mixer, immersion heater, high fidelity device, mosquito repellent, bread stove, electric fan, TV, vacuum cleaner, player, washing machine, refrigerator, rice cooker, Christmas light, household electric tools, wires and cables (cross-sectional area 0.5-35 ㎡).
In addition to ordinary household appliances, key components such as plugs, power cords, switches, LED power supplies, etc. also need to obtain SIRIM certification.
Communication equipment
Wired communication equipment: used to connect to the caller line identification prompt (AClip) facilities of the PSTN, asymmetric digital subscriber line (ADSL) transceivers, connect to the integrated services digital network (ISDN) using basic access, connect to ISDN using group rate access, low-frequency cables and wires with PVC insulation and PVC sheath, overvoltage protection devices, private automatic branch exchange (PABX) systems connected to the PSTN, terminal equipment connected to the public switched telephone network (PSTN), etc.

（2） SIRIM authentication process
1. Product evaluation: Confirm whether the product falls within the scope of mandatory certification.
2. Submit application: The enterprise submits a certification application to SIRIM, including product information, technical documents (such as specifications, test reports, factory quality system documents, etc.).
3. Product testing: Conducted in SIRIM accredited laboratories, with testing items based on corresponding MS standards or international standards.
4. Factory inspection (if applicable): Some products (especially mandatory certified products) need to undergo a factory quality system audit to ensure that the production process meets standards.
5. Certification decision: After passing the testing and audit, SIRIM issues a certification certificate, allowing the product to use the certification mark.
6. Follow up supervision: SIRIM will conduct regular supervision and inspection (such as sampling testing, factory re inspection) to ensure that the products continue to meet the standards.
（3） Precautions
1. Standard consistency: The product must comply with Malaysian National Standards (MS) or international standards recognized by SIRIM (such as IEC, ISO). If there are differences in the standards, the MS standard shall prevail.
2. Agent requirement: When overseas enterprises apply for SIRIM certification, they usually need to designate a local agent in Malaysia (such as an importer or certification consulting agency) to assist with the processing.
3. Certificate validity period: Certification certificates usually have a certain validity period, and renewal needs to be applied for before expiration. Renewal requires re examination or sampling testing.
4. Market access association: Mandatory certified products that have not obtained SIRIM certification may face risks such as customs detention and market bans. Starting from 2025, the customs will implement an AI labeling system, and any mislabeled items will be directly returned for shipment.
（4） Frequently Asked Questions
Q1: Is the IRIM certificate holder a manufacturer or an importer?
A1: IRIM certificate holders can be manufacturers or importers. If the manufacturer does not have a branch in Malaysia, then you need to appoint a local company in Malaysia as your agent. We can provide agency services in Malaysia.
Q2: How long is the validity period of SIRIM product certificate?
A2: The certification is usually valid for one year and requires annual review and renewal.
Q3: When will the factory audit start? How long is the validity period after factory audit?
A3: SIRIM will arrange for the factory audit after we have submitted the materials and passed the review. After passing the factory audit, the validity period is 1 year. We need to conduct another factory audit after one year. The re audit of the factory is divided into two parts: one part is the factory, and the other part is the Malaysian warehouse.
Q4: What are the main types of factory audits?
A4: Factory audit mainly includes: QC, production line, engineering department, R&D department, company structure, etc., involving quality manual, change management, trademark authorization documents, drawing consistency, and other contents.

Q7: How are labels compliant?
A7: Bilingual tags: Key information needs to be in Malay and English (such as ingredients, warning language);
Certification Mark Specification: SIRIM labels must be directly attached to the product body (packaging labels are invalid), with a size of not less than 8 × 8mm;
Special requirements: Communication equipment must be labeled with MCMC triangle labels, and energy-efficient products must be labeled with ST COA labels.
ST COA certification
The Malaysian ST COA (Certification of Approval) is a mandatory safety certification controlled by the Malaysian Ministry of Energy (ST, Suruhanjaya Tenaga). According to the 1994 Electricity Regulations, all regulated products must obtain a COA before being imported into Malaysia, otherwise they cannot be legally sold or used.
（1） Scope of ST COA certified products
Small and medium-sized household appliances: such as rice cookers, microwave ovens, toasters, refrigerators, washing machines, air conditioners, electric water heaters, electric fans, electric blowers, irons, ice cream machines, fixed electromagnetic induction kitchenware, air fryers, washing machines, dish dryers, electric toothbrushes, hair removers, animal clippers, vacuum cleaners, etc.
Audio products: including high fidelity devices, audio and video players, radios, soundbars, speakers, etc.
Adapter products.
Lamp products: including LED lamps, desk lamps, Christmas lights, fluorescent lamps, ballasts, Christmas light strings that cannot replace light sources, etc.
Component products: including plugs, switches, sockets, wires and cables, ceiling light boxes, power rail systems, power rail modules, isolation switches, universal sockets, lighting power rail systems, and other products.
Household electric tools.
（2） ST COA Certification Process
1. Prepare technical documents: product information, importer information, authorization letter, circuit diagram, test report that complies with MS IEC standards, etc;
2. Submit application: Submit the application through the ST online system;
3. Product testing;
4. Upon approval by SIRIM QAS, ST will issue an ST COA certificate, which is valid for one year.
（3） Precautions
1. COA is a customs clearance certificate, and importers can apply to purchase MS labels from SIRIM batches based on the COA certificate after the product enters customs. Specifically, if you want to directly add a logo in the factory, you need to apply for SIRIM's factory inspection because the cost is high. This method is generally targeted at manufacturers with high shipping frequency.
2. The COA certificate is valid for 1 year, and the applicant needs to complete the COA update 14 days before the certificate expiration date.
3. The label must be purchased from SIRIM based on the actual import or production volume of the product.
4. Starting from February 2022, SIRIM has implemented a new version of the ST-SIRIM label, which manufacturers should attach to the product body instead of the outer packaging.
5. Multilingual label requirements (Malay and English safety instructions)
6. ST has minimum energy efficiency (MEPS) requirements for products, and products subject to MEPS regulations must also meet MEPS requirements.
Minimum Energy Efficiency Standard (MEPS)
MEPS (Minimum Energy Performance Standards) is the minimum energy efficiency requirement set by Malaysia for electrical and electronic products, aimed at improving energy efficiency and reducing energy waste. Products that comply with MEPS standards must be labeled with energy efficiency labels to help consumers understand their energy consumption.
MEPS is regulated by the Malaysian Energy Commission (ST); SIRIM is the main testing agency responsible for conducting energy efficiency tests and issuing test reports that comply with MEPS regulations. According to ST regulations, household appliances such as air conditioners, refrigerators, televisions, fans, and lighting equipment must comply with MEPS requirements and obtain energy efficiency labels in order to be legally sold.
The applicants for MEPS certification include manufacturers and importers. Electrical equipment manufacturers produced in Malaysia are required to apply for MEPS certification, while importers must ensure that their products meet the minimum energy efficiency standards and apply for relevant certifications before importing MEPS regulated electrical equipment.
The validity period of MEPS certification is usually 5 years, and a new application is required after expiration.

（2） MEPS certification process
1. Submit application: Submit an application to SIRIM, including product specifications, technical documents, and test reports, etc
2. Product testing: Provide samples to SIRIM for energy efficiency testing to ensure that the product meets MEPS requirements.
3. Evaluation review: SIRIM evaluates the test results and ST conducts the final review.
4. Certified labeling: After passing the audit, the product will obtain MEPS certification and be labeled with an energy efficiency label before it can be sold in the market.
MCMC certification
MCMC， The Malaysian Communications and Multimedia Commission is the authoritative body responsible for regulating the communication and multimedia industry in Malaysia. Its main responsibilities cover the supervision and management of telecommunications, broadcasting, Internet and other fields to ensure that relevant products meet the national technical requirements.
MCMC certification is a mandatory certification system established by the committee for the legal sale and use of radio and communication equipment in the Malaysian market.
MCMC certification is managed by the following two organizations, so the industry usually refers to this certification as MCMC Mark certification or SIRIM CM certification.
MCMC (Malaysian Communications and Multimedia Commission): responsible for the development of radio spectrum management and equipment certification policies.
SIRIM QAS International: A certification body authorized by MCMC to perform product testing, auditing, and certification.
（1） MCMC certified product scope
Radio equipment
Such as various wireless communication terminals (mobile phones, walkie talkies, etc.), Bluetooth devices, Wi Fi devices, radio frequency identification (RFID) devices, etc.
Telecommunication Terminal Equipment
Traditional fixed line terminal equipment such as fixed line telephone and fax machine, as well as telecommunication equipment based on Internet protocol such as broadband modem and IP telephone, belong to the category of MCMC certification.
Radio and television receiving equipment
Devices used for receiving broadcast television signals, such as televisions and digital set-top boxes, also need to obtain MCMC certification.
（2） MCMC certification process
1. Product evaluation: Confirm whether the product falls within the scope of certification control and whether certification application is required by referring to MCMC's Technical Codes list;
2. Prepare application materials: user manual (English version), circuit diagram, PCB diagram, wireless module specification book, EMC test report (if available), local representative information.
3. Product testing: RF testing is conducted in SIRIM accredited laboratories, and some products also require EMC testing.
4. Certification application: submitted online through the e-ComM system, the applicant must be a local company or local agent. If there is no local legal representative, it is recommended to entrust a compliant agent to operate.
5. Certificate issuance: After passing the test, SIRIM will issue a Certificate of Conformity (CoC) and submit it to MCMC for filing. The validity period is usually 1 or 2 years and needs to be updated regularly.
（3） Label requirements
MCMC Label is a requirement for SIRIM CM certification, which adds MCMC lettering to the triangular logo and attaches the manufacturer's (CID) or certificate holder's (HID) identification number (Unique ID) below.
The minimum size is 8 * 8mm. When printing on the product, the label area should be greater than 1% of the printed surface of the product.
（4） Precautions
1. MCMC certification applicants can be importers, manufacturers, authorized agents of importers or manufacturers, or network operators.
2. Non Malaysian companies applying must designate a local agent with an actual office location, and the agent must bear compliance responsibilities.
3. 5G devices require additional interference analysis reports to be submitted.
4. Unlabeled or unlicensed listing may result in customs seizure or fines.
